MINUTES
April 11, 1994

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Pro-Tem
Scholl. The meeting was tape recorded.
ROLL CALL: Present: Council.members Cory, Kelly,
Ross, and Mayor Pro-Tem Scholl
Absent: Guyton, Potts and Mayor Taylor
City Staff Present: City Manager Papke, City
Clerk Batchelor, Public Works Supt. Weigle,
Police Chief Race, Planner Largen and City
Attorney Wines
MINUTES OF PREVIOUS MEETING:
Cory moved to approve the minutes of the March 14, 1994 meeting.
Ross seconded the motion, passed unanimously.
PUBLIC HEARING
Mayor Pro-Tem Scholl opened the public hearing for discussion and
review of the proposed Medina Comprehensive Plan.
After discussion and opportunity for public input, Cory moved to
continue the public hearing to the May 9, 1994 City Council
meeting. Kelly seconded the motion, passed unanimously.
REPORTS/DISCUSSION
Planning Commission's recommendation regarding larger homes
Planning Consultant Largen reviewed that at the last City Council
meeting there had been discussion relative to the recommendations
of the Planning Commission regarding larger homes. He stated
that it was decided at that meeting to continue the discussion to
the next City Council meeting.
Further discussion followed regarding the Planning Commission's
recommendations.
Much of the discussion centered around the proposal that a
construction mitigation plan for certain projects, that met a
pre -determined criteria, be required as a condition to the
issuance of the building permit.
Discussion followed.
The following residents were present to discuss this issue:
Bill and Carolyn Riss, 1885 77th Ave. NE
Dick Hansen, 44? 86th Ave. NE
Earl Johnson, 8711 NE 4th St.
It was the decided that staff would bring back a draft ordinance
regarding this issue at the next regular City Council meeting on
May 9, 1994 for further discussion.

Financial Report & Claims
Scholl moved to approve the March claim warrants #7236-7332
totalling $97,183.15 and payroll warrants #13387-13427 totalling
$54,458.07. Seconded by Cory, passed unanimously.
Police Report
Accepted as submitted.
Public Works Report
Accepted as submitted.
ORDINANCES/RESOLUTIONS
Ordinance No. 584 - An Ordinance adopting appendices I -A, II-B,
III -A, III-B, III-C and V-A of the Uniform Fire Code.
Discussion.
Kelly moved to approve Ordinance No. 584. Seconded by Cory,
passed unanimously.
Ordinance No. 585 - An Ordinance amending Medina Municipal Code
Section 15.04.030, pertaining to the Uniform Building Code.
Discussion.
Kelly moved to approve Ordinance No. 585. Seconded by Cory,
passed unanimously.
Resolution No. 224 - A Resolution ratifying Suburban Cities
Association appointments to regional committees.
Discussion.
Kelly moved to approve Resolution No. 224. Seconded by Cory,
passed unanimously.
DISCUSSION
PSRC Joint Task Force
City Manager Papke gave an update of her findings relative to the
feasibility of the City of Medina becoming involved with the
Puget Sound Regional Council (PSRC) Joint Task Force. Papke
stated that after careful review and several discussions with the
City of Mercer Island, it was her recommendation that it would
not be in the City's best interest to join at this time.
Airplane Noise
Councilmember Ross gave a brief review of a meeting that was
recently held at Medina City Hall regarding the issue of airplane
noise. He stated that also in attendance at that meeting were:
Mayor Dewey Taylor, Dr. Bob Rudolph, Lisa Piccione, Chief of
Staff for Maria Cantwell, and Temple Johnson of the FAA. He
noted that the meeting was very positive and those in attendance
seemed to be pleased with the continued efforts that are being
made to try and resolve this issue.

The regular meeting was adjourned to executive session at 9:15
PM.
The executive session returned to regular session at 9:45 PM.
