CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Taylor. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Guyton, Kelly, Ross, Scholl and Mayor Taylor Absent: Potts and Cory City Staff Present: City Manager Papke, City Clerk Batchelor, Public Works Supt. Weigle, Police Chief Race and City Attorney Wines MINUTES OF PREVIOUS MEETING: Scholl moved to approve the minutes of the February 14, 1994 meeting. Ross seconded the motion, passed unanimously. Kelly stated for the record that she wanted to be removed from the Public Works Committee. ANNOUNCEMENTS Ctaff City Manager Papke reviewed the status of the Medina Comprehensive Plan. She stated that a date needed to be scheduled for a public hearing to review the final draft of the Comprehensive Plan. It was decided to hold a public hearing at the next regular council meeting on April 11, 1994. City Clerk Batchelor stated that the Puget Sound Regional Council had recently contacted the City with an offer to conduct a short presentation on "Vision 20 20". It was decided to decline the offer for the present time, but request that Puget Sound Regional Council provide the City with the most current summary of "Vision 20 20" for their review. City Attorney Wines discussed Ordinance No. 583, copies of which had been distributed to each councilmember. He stated that although the Washington State Model Traffic Ordinance had previously been adopted by the City, that as a result of other jurisdictions being challenged in court, the City of Medina should readopt this ordinance. He stated that the procedures have been modified so that when the City of Medina adopts an ordinance by reference, copies of the reference will be attached to the ordinance and then will be filed with the City Clerk. It was decided to discuss Ordinance No. 583 later in the meeting. Mayor Mayor Taylor informed the audience that the hearing of Ordinance No. 575, an ordinance relating to view and sun obstruction and tree removal, was tabled and would not be heard at this time. He stated that the continuance is an effort to provide the Council with more time to review the legalities of this ordinance. AUDIENCE PARTICIPATION Loren Cole, 8226 Overlake Dr. W., Richard Hansen, 443 86th Ave. NE and Ernie Burgess, 8214 Overlake Dr. W., were present to speak in favor of the passage of Ordinance No. 575. John Runkel, 8810 NE 2nd Pl., voiced his concerns regarding the definition of measuring height that was changed with the passage of Ord. No. 569. City Manager Papke stated that this issue is currently being reviewed by staff. She stated that after their review, staff may recommend this issue be brought back before the Planning Commission for further review. REPORTS/DISCUSSION Public Works/Clerical Union Aareement City Manager Papke reviewed the proposed agreement. She stated that it would be in the best interest of the City to extend the contract for the same three year period that the new police contract currently provides (1994-1996). She also recommended that the Council approve a cost of living increase that would have the same wage increases built-in as the new police contract (2.7% for 1994, 2.8% for 1995 and 3% for 1996). Scholl moved to grant the City Manager authority to sign the Public Works/Clerical Union Agreement. Ross moved to second the motion, passed unanimously. Planning Commission's Recommendation Regarding Larger Homes Planning Consultant Burke stated that at the joint workshop held March 9, 1994, the Planning Commission and City Council had briefly reviewed the recommendations of the Planning Commission regarding larger homes. It had been decided, at that time, to discuss this issue at the March 14, 1994 Council meeting. Planning Consultant Burke reviewed several proposals which were designed to reduce the impacts of large structures on adjacent neighbors and the City. Discussion followed. It was the consensus of the Council to continue this discussion to the next regular City Council meeting on April 11, 1994. Police Report Accepted as submitted. Public Works Report Accepted as submitted. Financial Report & Claims Scholl moved to approve the December payroll warrants #13244- 13294 totalling $69,712.37. Seconded by Ross, passed unanimously. Scholl moved to approve the February claim warrants #7141-7235 totalling $115,189.28 and payroll warrants #13344-13386 totalling $60,179.70. Seconded by Ross, passed unanimously. ORDINANCES/RESOLUTIONS Ordinance No. 574 - An Ordinance amending Medina Municipal code Chapter 12.28 relating to tree preservation and landscaping requirements. Discussion followed. Guyton moved to approve Ordinance No. 574. Seconded by Kelly, passed unanimously. Ordinance No. 583 - An Ordinance Adopting the Washington Model Traffic Ordinance adopted by the Washington Department of Licensing and repealing portions of the Medina Municipal Code.
