Regular Meeting
MINUTES
February 14, 1994 Medina City Hall

CALL TO ORDER: The regular meeting of the Medina City Council
Was called to order at 7:00 PM by Mayor Taylor.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Cory, Guyton,
Ross, Potts, Scholl and Mayor Taylor
Absent: Kelly
City Staff Present: City Manager- Papke,
City Clerk Batchelor, Public Works Supt. Weigle,
Police Chief Race, City Attorney Wines and
Planner Burke
MINUTES OF PREVIOUS MEETING:
Cory moved to approve the minutes of the January 10, 1994
meeting, seconded by Potts, passed unanimously.
REPORTS/DISCUSSION
Approval of _Police Labor Agreement 1994-1996
City Manager Papke reviewed the revised labor agreement. She
noted that the modifications to the new labor agreement are in
accordance with previous discussions with council. She
recommended that the Council approve the agreement.
Scholl moved to grant the City Manager authority to sign the
Police Labor Agreement. Potts seconded the motion, passed
unanimously.
Park Board Appointment
Mayor Taylor recommended that Bob Crow be appointed to fill the
vacancy on the Park Board. He briefly -reviewed Bob Crow's
background.
Cory moved to appoint Bob Crow to the Park Board, Potts seconded
the motion, passed unanimously.
Financial Report & Claims
Scholl moved to approve the December claim warrants *6972-7086
totalling $117,518`.69,� Seconded by Cory, passed unanimously.
Scholl moved to approve the Janui�r-y claim warrants #7087-7140
totalling $20,630.55 and payroll warrants #13295-13343 totalling
$57,206.50. Seconded by Cory, passed unanimously.
Discussion on the City's 1993 year end financial position.
—" Scholl stated that at year end the city was in a better financial
position than was anticipated. He stated that this is due as a
result of careful budgeting by administration/staff and by not
undertaking a major Local Improvement District Project and some
capital projects in 1993.

Committee Reports
Discussion on committee restructuring.
Mayor Taylor appointed the Councilmembers to the following
committees:
Public Works - Scholl, Potts and Kelly
Finance/Administrative - Cory and Taylor
Public Safety - Ross, Guyton and Taylor
Personnel - Cory, Scholl and Potts
Discussion on the jet noise committee. It was decided that the
committee would consist of Cory, Taylor, Ross and City Manager
Papke. In an effort to maintain continuity, it was also decided
that it would be in the best interest of the City to have ex-
Councilmember Hull remain on the jet noise committee.
Police Report
Accepted as submitted.
Public Works Report
Public Works Superintendent Weigle stated that the City has
accumulated an excess amount of surplus equipment. Weigle
recommended that the Council pass a motion granting her the
authority to sell the surplus equipment either by public bid or
public auction.
Cory moved to grant the Public Works Superintendent authority to
sell the surplus equipment. Potts seconded the motion, passed
unanimously.
Weigle also reported that the asphalt repair and renovation of
the bathrooms and par course at Medina Park have been completed.
ORDINANCES/RESOLUTIONS
Ordinance No. 574 - An Ordinance amending Medina Municipal Code
Chapter 12.28 relating to Tree Preservation and Landscaping
Requirements.
Planning Consultant Burke reviewed the changes that have been
made to Ordinance No. 574 since the last council review at their
January 10, 1994 meeting. He stated that the revisions to Ord.
No. 574 have been made with the intent of clarifying the language
for purposes of enforcement and at the same time not expand the
powers of the existing ordinance.
Discussion followed.
It was the consensus of the Council to continue the discussion of
this ordinance to the next meeting.
NEW BUSINESS
Cellular One Site
Discussion on whether Cellular One is complying with the
conditions that were imposed on the approval of the conditional
use permit that was issued to them for the installation of their
antennae. Staff will review the concerns that have been
expressed by the adjacent property owners and at the same time
ensure that Cellular One is in compliance with the city permits
that were issued to them.
Concealed Weapon Permits
Discussion on the city's policy/procedures for issuing concealed
weapon permits in comparison with other municipalities.
It was the consensus of the Council that Chief of Police Race
write an informational article regarding this issue for the next
Medina Newsletter.

Outdoor Lighting
Cory reviewed a letter that he had received from Herb Stevenson,
309 Overlake Dr. E. Cory stated that in the letter Mr. Stevenson
expressed concern relative to the disturbance that is created
when a resident's intense outdoor lighting shines directly into
their neighbor's home.
It was decided that this issue should be turned over to the
Planning Commission for their review.
Jet Noise
Discussion on the upcoming Puget Sound Regional Council meeting
regarding the "Four Post Plan" and on the importance of the City
being directly involved in the scoping process for the EIS
pertaining to the Third Runway. City Manager Papke will submit a
letter to the FAA on behalf of the City outlining concerns
relative to the impact of jet noise to Medina residents.
Indian Trail
Discussion on correspondence that has been received from Medina
resident Wilma Edmonds. The letters expressed her concern that
the Odegaards, 2244 77th Ave. NE, are not in compliance with the
conditions of Tree Removal Permit No. 93-1 and Landscaping Permit
No. L-3207 that have been previously issued to them by the City.
City Manager Papke informed the Council that Public Works Supt.
Weigle and City Planner Burke were in the process of reviewing
this issue.
Vision 20 20
City Manager Papke announced that Mayor Er•selle Eade of Hunts
Point has extended an invitation to the City of Medina to invite
us to attend a Puget Sound Regional Council meeting that they are
hosting on Feb. 23 regarding "Vision 20 20".
Executive Session
The regular meeting was adjourned to executive session at 9:50
PM.
The executive session returned to regular session at 11:04 PM.
ADJOURNMENT
The meeting adjourned at 11:05 PM.
