SPECIAL BUDGET HEARING
MINUTES
November 16, 1995 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The special meeting of the Medina City Council was called to
order at 7:00 PM by Mayor Taylor. The meeting was tape
recorded.
ROLL CALL: Present: Councilmembers, Ray Cory, Kay Koelemay, Susan Potts
Grahame Ross, Dennis Scholl and Mayor Dewey Taylor
Absent: Councilmember Sigrid Guyton.
AUDIENCE PARTICIPATION
No comments from the audience on topics other than the budget.
DISCUSSION
1996 Proposed Annual Budget
Mayor Taylor asked City Manager Papke to provide a staff report. The staff report
included a description of the budget process and the events of the first budget workshop
held on November 1, 1995. At that workshop, city staff provided a brief overview of the
budget, and then invited questions from those in attendance. Because the Council was
thoroughly familiar with the budget, City Manager Papke asked Mayor Taylor if he
wanted to follow the same format. Mayor Taylor responded to the affirmative.
City Manager Papke requested those members of the audience who wish to be part of
the record to step up to the podium to use the microphone. This is necessary to be
heard on the recording of the meeting.
Councilmember Scholl asked City Manager Papke to review again the budget timeline
this past year. She provided this information verbally.
Arthur Dietrich , 707 Overlake Drive E, asked that the City Council express their views
concerning what is important in the upcoming budget.
Each of the Councilmembers present responded in turn.
Following informal requests from the audience, City Manager Papke provided an
overview of the budget document.
Tom Morgan, 3242 78 PI. NE, voiced concern that the budget does not include an
adequate amount of reserves for what he perceives is a trend of expenditures
approaching available revenues. He believes the City should also increase reserves to
protect against future economic downturns.
The City Council discussed the levels of reserves, personnel appropriations and staffing
and community service levels.
Wilma Edmonds, 7721 NE 24th Street, shared her observations of the budget, and
asked questions of City Manager Papke related to increases in salaries and benefits.
She questioned current and planned appropriations, and suggested that the City have a
consultant conduct a review of job descriptions and work assignments.

The City Council and staff members responded to these comments and other questions
from the audience.
EXECUTIVE SESSION
Councilmember Scholl moved to adjourn to executive session to discuss property
acquisition with an anticipated return to open session at 9:15 PM. Councilmember Cory
seconded the motion. Approved unanimously
The Council adjourned to executive session at 8:46 PM., and returned to open session
at 9:30 PM.
ADJOURNMENT
Councilmember Cory moved that the meeting be adjourned at 9:30 PM.
Councilmember Potts seconded the motion. Passed unanimously.
