CALL TO ORDER: The regular meeting of the Medina City Council was called to
order at 6:30 PM by Mayor Taylor. The regular meeting was
adjourned to executive session at 6:31 PM. The executive
session returned to regular session at 7:00 PM. The meeting was
tape recorded.
ROLL CALL: Present: Councilmembers Cory, Guyton, Koelemay,
Potts, Ross, Scholl and Mayor Taylor
City Staff Present: City Manager Papke, City Clerk Batchelor,
Public Works Superintendent Weigle, Police Chief Race and
City Attorney Wines
MINUTES OF PREVIOUS MEETING:
Councilmember Scholl moved to approve the minutes of the June 12, 1995 meeting.
Councilmember Potts seconded the motion, passed unanimously.
AUDIENCE PARTICIPATION
SR 520 Proposed Bridge Expansion
David J. Krull, 2451 78th Ave. NE, was present as a representative of T.R.U.S.T. (Tolls
Represent Unfair State Taxes) to give an update on what the impact of the recent
passage of HB 1317 will have on the City of Medina. Mr. Krull stated that as a result of
this new legislation, citizens will now have a voice in any proposed development of the
SR-520 bridge. He stressed the importance of the City of Medina taking a lead in
proposing solutions regarding any future development of the bridge. He submitted into
the record a list of suggested actions for the Council to take.
Discussion followed.
SR-520 Fountains
Frank Pattison, 1251 Evergreen Point Rd., was present to discuss the Nellie Cornish
Memorial Sculptures located east of Seattle adjacent to the SR-520 Evergreen Point
Floating Bridge. Mr. Pattison gave a brief account of the fountains' history. He stated
that with the help of Max Gurvich in the way of financial funding, the engineering of the
fountains is now complete. He noted that the fountains are enjoyed, not only by Medina
residents, but by all motorists that cross the bridge. He requested that the Medina City
Council write a letter to the Washington State Department of Transportation that would
encourage the W.S.D.O.T to accept the responsibility of maintaining the fountains.
Mr. Pattison submitted into the record copies of correspondence that had previously
been sent to the W.S.D.O.T. regarding the fountains.
It was decided that further discussion of this issue would be continued to the end of the
meeting.

Use of Treated Pilings vs. Untreated Pilings
Dennis Johnson, 320 Overlake Dr. E., was present to request that the Council consider
passing an ordinance that would amend the Washington State Building Code (WSBC) to
allow the use of untreated pilings for the construction of piers, docks, etc.
Discussion followed.
It was suggested that this issue be brought back as an agenda item for the September
Council meeting.
DISCUSSION
Jet Noise Concerns & Remedies
Andrea Riniker, Deputy Executive Director of the Port of Seattle, Port Commissioner
Paige Miller and Diane Summerhays, Planning Program Manager for Noise Abatement,
were present to give an update regarding the efforts that are being proposed or are
currently being implemented to reduce jet noise.
Discussion followed regarding the proposed Flight Management System (FMS) and the
proposed third runway at Sea-Tac Airport.
The Port of Seattle officials agreed to contact the Federal Aviation Administration and
provide the City Council with a more definite date for the implementation of the FMS.
They also agreed to provide additional information on noise monitoring.
Legalization of Accessory Dwellings
Planning Commission members Maryel Duzan and Ed LaBelle were present to discuss
the proposed legalization of accessory dwellings. They explained that, on behalf of the
Planning Commission, their recommendation to the City Council is that an addition be
made to Chapter 17 of the Medina Municipal Code, which would allow an accessory
dwelling unit as a permitted use on a property occupied by the owner, as long as it
meets certain criteria. They stated that the Planning Commission had held several
public hearings to get public testimony regarding this issue. They reviewed the
proposed requirements that would have to be met before an accessory dwelling unit
would be allowed.
Discussion followed.
It was decided that an ordinance to allow accessory units be drafted for review at the
September Council meeting.
Fourth of July Fireworks
As a follow-up to last month's Council meeting, Police Chief Race was present to review
the fireworks activity that had taken place over the July 4th holiday. He discussed the
various citizen complaints and the reported damage that were a direct result of the
discharge of fireworks.
Discussion followed.
Councilmember Cory moved that an ordinance banning the sale, purchase, use and
discharge of common fireworks be drafted for discussion at the September Council
meeting. Councilmember Scholl seconded the motion, passed unanimously.

Appointments and Reappointments to the Boards & Commissions
Mayor Taylor moved that Commissioners Ed LaBelle and Mary Odermat be reappointed
to serve another term on the Planning Commission with an expiration date of June
1999. Councilmember Cory seconded the motion, passed unanimously.
Councilmember Koelemay moved that Commissioner Betsy Weyer be reappointed to
serve another term on the Park Board with an expiration date of June 1999. Council -
member Scholl seconded the motion, passed unanimously.
Councilmember Cory moved that Board Member Read Langenbach be appointed to
serve on the Board of Adjustment with a term expiration date of July 1999. Mayor
Taylor seconded the motion, passed unanimously.
Councilmember Scholl moved that Commissioner Hollis Holman be appointed to serve
on the Civil Service Commission with a term expiration date of April 2001. Council -
member Koelemay seconded the motion, passed unanimously.
ORDINANCES/RESOLUTIONS
Ordinance No. 601 - An Ordinance making technical changes to the
Medina Zoning Code, revising restrictions on the height of fences and
walls, reducing the requirement for frontage on a public street, requiring
emergency vehicle turnarounds on unopened and dead-end public streets
and modifying the requirements for replacement of significant trees.
Discussion followed.
Councilmember Scholl moved to approve Ordinance No. 601. Councilmember Potts
seconded the motion, passed unanimously.
Resolution No. 231 - A Resolution adopting the Six Year Transportation
Improvement Program (Six Year TIP) including proposed Urban Arterial
Trust Fund Projects.
Public Works Superintendent Weigle reviewed that in order to receive revenue from the
state for construction projects, all cities are required to pass a resolution and submit a
Six Year TIP every year. She explained that the Six Year TIP is a planning document to
prioritize projected construction projects.
Discussion followed.
Councilmember Potts moved to approve Resolution No. 231. Councilmember Scholl
seconded the motion, passed unanimously.

Financial Report & Claims
Councilmember Scholl moved to approve the June claim warrants #8495-8582 totaling
$197,887.68 and June payroll warrants #14153-14208 totaling $72,662.82. Council -
member Cory seconded the motion, passed unanimously.
NEW BUSINESS
SR-520 Fountains
Discussion followed.
It was requested that City Manager Papke send a letter on behalf of the City Council
encouraging W.S.D.O.T. to accept the responsibility of maintaining the fountains.
Treated vs. Untreated Pilings
Discussion on the issue of the use of chemically treated pilings vs. untreated pilings
followed.
Councilmember Guyton moved to approve the passage of an ordinance (Ordinance No.
602) that would amend the Washington State Building Code to allow the use of
untreated pilings. Councilmember Ross seconded the motion, passed unanimously.
It was agreed that staff will bring back specific criteria for untreated pilings in
September, at which time the City Council will consider an amendment.
Executive Session - Property Acquisition
Councilmember Koelemay moved that the regular session be adjourned to executive
session at 9:55 PM. Councilmember Scholl seconded the motion, passed unanimously.
Regular session resumed at 10:21 PM.
Adjournment
Councilmember Koelemay moved that the meeting be adjourned at 1 Q:22 PM. Council -
member Cory seconded the motion, passed unanimously. I
