CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Taylor. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Guyton, Koelemay, Potts, Ross, Scholl and Mayor Taylor Absent: Councilmember Cory MINUTES OF PREVIOUS MEETING: Scholl moved to approve the minutes of the February 13, 1995 meeting. Koelemay seconded the motion, passed unanimously. AUDIENCE PARTICIPATION SR 520 Proposal Continued discussion on the SR 520 proposal. Steve Preston, of T.R.U.S.T. (Tolls Represent Unfair Taxes), gave an update on activities relative to their efforts against the proposed expansion of SR 520. He reviewed the status of two bills that are currently before the House and Senate. He noted that there has been a lot of public support, as they have collected 40,000 signatures to date against the proposal. He also noted that there has been strong support from some state legislators such as Senator Pam Roach and Representative Bill Reams. There was a brief discussion regarding the lawsuit that is being spear -headed by the Town of Hunts Point against the proposal. Jet Noise Dr. Bob Rudolph, of E.C.A.A.N (Eastside Citizens Against Airplane Noise), was present to give a brief update on their efforts regarding jet noise. He announced that the long awaited F.M.S. (Flight Management System), which is a computerized program that allows the FAA to direct flights on a precise course, is scheduled to begin operation starting the end of March. He stated that when this program is implemented, it will hopefully provide much needed relief from jet noise to the citizens of Medina.. It was agreed that it is important to let the FAA know that the City of Medina is still very much interested in seeking relief from jet noise. City Manager Papke stated that she would contact port officials relative to setting up a meeting and regarding the possibility of Medina becoming a site for noise monitoring. City Council Minutes March 13, 1995 Page two ANNOUNCEMENTS Cily Manager Discussion on the rescheduling of the Joint Building Dept. Workshop. It was decided that it would be held on May I Ith at 7:00 PM. City Manager Papke informed the Council that the Solid Waste License the City has with Eastside Disposal will expire in July 1995. It was the consensus of the Council that the City Manager meet with Eastside Disposal to come up with a proposal for a new license or franchise agreement. Once the proposal is drafted, it was agreed that the City Manager would then take the proposal to a council committee for their review. It was agreed that an Executive Session, regarding litigation, would be held at the end of tonight's meeting. It was agreed that the issue of fireworks would be on the agenda as a discussion item for the April meeting. City Manager Papke stated that at the next meeting she would provide the Council with information regarding zip codes. DISCUSSION Park Board Appointments Mayor Taylor moved that Medina residents, John Bell & Alice Portz, be appointed to fill the two current vacancies on the Park Board. Potts seconded the motion, passed unanimously. ORDINANCESIRESOLUTIONS Ordinance No. 575 - AN ORDINANCE RELATING TO VIEW AND SUNLIGHT OBSTRUCTION AND PROVIDING A MECHANISM FOR PRESERVING AND ENHANCING VIEWS AND ACCESS TO SUNLIGHT. City Attorney Wines reviewed the changes from the draft version of Ord. No. 575 dated February 2,1995. Continued discussion regarding this issue. Potts moved to approve Ord. No. 575 as amended, Koelemay seconded the motion. Mayor Taylor and Ross voted aye. Guyton and Scholl voted nay. Passed. REPORTS Police Report Accepted as submitted. Public Works Report Accepted as submitted. City Council Minutes March 13, 1995 Page three Financial Report & Claims Scholl moved to approve the February claim warrants #8150-8240 & 4998202 totaling $39,864.62 and #8091-8107 totaling $29,394.82 and February payroll warrants #13952-13999 totaling $69,358.08. Seconded by Potts, passed unanimously. OTHER BUSINESS Brief discussion of the recent accident at Medina Beach Park, involving a woman driving her car into Lake Washington. City Manager Papke informed everyone that the construction going on right outside City Hall is the City of Bellevue constructing a new sewer pump station. Dorothy Johnson, a Medina resident, was present to ask some questions relative to the passage of Ord. No. 575 Executive Session - Litigation The regular session was adjourned to executive session at 8:30 PM. The executive session returned to regular session at 8:44 PM.
