MINUTES
February 13, 1995 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council was called to
order at 7:00 PM by Mayor Pro Tem Scholl. The meeting was
tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Koelemay, Potts
and Mayor Pro Tem Scholl
Absent: Councilmembers Cory, Ross and Mayor Taylor
MINUTES OF PREVIOUS MEETING:
Guyton moved to approve the minutes of the January 9, 1995 meeting. Potts
seconded the motion, passed unanimously.
ANNOUNCEMENTS
City Manager
City Manager Papke announced that March 9th has been tentatively scheduled for
the joint City Council/Planning Commission Building Department Workshop. She
encouraged those that are interested in learning more about the building
department process to attend this informal workshop.
AUDIENCE
SR 520 Proposal
Continued discussion on the SR 520 proposal.
Mayor Pro Tem Scholl gave a brief update. Scholl reviewed a letter the City of
Medina had recently received from Governor Mike Lowry. He stated that in the
letter Governor Lowry appeared to be optimistic that the State Legislators were
going to revisit this controversial proposal with the Washington Transportation
Partners SR 520 Improvement Program.
DISCUSSION
Park Board Appointments
Mayor Pro Tem Scholl announced that the appointments to the Park Board would
be postponed until the March meeting.
Proposed Mechanical Fee Schedule
City Manager Papke stated that building department staff has reviewed the current
mechanical fee schedule and has found it to be inadequate to cover the associated
costs.

Discussion on the proposed revised fee schedule.
It was decided that this issue would be a discussion item on the agenda for the
upcoming building department workshop.
ORDINANCES
Ord. No. 575
Continued discussion regarding the revised view ordinance.
City Attorney Wines reviewed a memo he had submitted to the council dated
February 3, 1995 that outlined the latest changes that have been made to Ord. No.
575.
The following residents spoke regarding this issue:

Loren & Sally Cole, 8226 Overlake Dr. W.
Gary Corbin, 8405 NE 7th
Mike & Lisa Mandel, 3222 78th Pl.
It was decided that the discussion would be continued to the February meeting.

Accepted as submitted.
Public Works Report
Accepted as submitted.
Financial Report & Claims
Scholl moved to approve the December claim warrants #8069-8090 totalling
$20,142.11, January claim warrants #8096-8149 totalling $53,990.20 and January
payroll warrants #13902-13951 totalling $64,209.81. Seconded by Potts, passed
unanimously.
Adiournment
The meeting adjourned at 8:50 PM.
