Hybrid/Virtual Meeting Participation
The Medina Civil Service Commission has moved to hybrid meetings, offering both in -person and
online meeting participation. In accordance with the direction from Governor Inslee, masking and
social distancing will be optional for those participating in person. Individuals wishing to speak live
during the Virtual Civil Service Commission meeting will need to register their request with the
Civil Service Secretary at 425.233.6410 or email dnations@medina-wa.gov and leave a message
before 8AM on the day of the October 10, 2024 Civil Service meeting. Please reference Public
Comments for October 10, 2024 Civil Service Meeting on your correspondence. The Civil Service
Secretary will call on you by name or telephone number when it is your turn to speak. You will be
allotted 3 minutes for your comment and will be asked to stop when you reach the 3 minute limit.

In 2023 the Civil Service Commission met three times on March 30, July 20, and December 6,
2023.
The Commission approved the Lateral Police Eligibility register on March 30, 2023, held board
elections, approved the annual report for 2022, approved the 1-year extension of the Police
Sergeant Eligibility register on July 20, 2023, and certified the Entry Level Police Officer
register on December 6, 2023.

4.1 Civil Service Meeting Minutes of July 20, 2023
Recommendation: Adopt Minutes.

ACTION: Motion to adopt the minutes by Hillenbrand, Second Fray. Minutes carried by
3-0 vote.
4.2 Approval of Entry Level Police Officer Eligibility Register
Recommendation: Approve Eligibility Register.

Civil Service Secretary Dawn Nations gave a brief overview of the recruitment process
and timeline. Chief Sass gave a brief overview of how the applicants are recruited and
how the department is going to expand the recruitment tools. Nations explained the

process of how applicants can apply for a position. She explained how the applications
are reviewed and scored to move onto the Oral Boards. Chief Sass updated the
Commissioners on why we have an open position in the department. The
Commissioners asked questions and staff responded. The Commissioners reviewed the
Eligibility Register and approved the register for the applicants to move onto the Chief's
interviews.
ACTION: Motion to approve Hillenbrand Second Wells. By consensus, the eligibility
register was certified.

This memo sets before the Commission for approval, the proposed recruitment process for the
Police Officer vacancy.
The vacancy was posted in accordance with the Civil Service rules (page 22). The Notice of the
vacancy was published in the City's official newspaper, the Seattle Times. The next steps are

MEDINA POLICE DEPARTMENT LATERAL POLICE OFFICER OPENING
The City of Medina Police Department is establishing an eligibility list for a Lateral Police
Officer.
Salary: AA degree or 90 college credits- range $7,695 - $9,006 per month, BA, or BS degree -
range $7,869 - $9,182 per month. Uniforms, boots, firearms, and duty gear provided. Dry
cleaning. medical, dental, vision and life insurance. Optional long-term disability and/or EAP
coverages. City match on deferred compensation, LEOFF 2 pension plan. Applicants with at
least three (3) years of prior fully commissioned experience are eligible for an additional 10%
exemplary pay after successful completion of the twelve (12) month probationary period.
Lateral applicants must have a current Washington State Peace Officer Certification or meet the
requirements for Peace Officer Certification. A minimum of twenty-four (24) months of the last
thirty-six (36) months of full-time paid service as a sworn police officer in a civilian governmental
jurisdiction. Qualified applicants must submit a City of Medina Lateral Police Officer Application,
cover letter and resume. Applications will be reviewed upon receipt, so candidates are
encouraged to apply immediately. Open until filled.

compensation, LEOFF 2 pension plan. Entry -Level Police Officer applicants must test with
Public Safety Testing, they will conduct the written and physical tests and then send passing
scores to the Medina Civil Service Secretary. Qualified applicants must submit a City of Medina
Lateral/Entry Level Police Officer Application, cover letter and resume. Applications will be
reviewed upon receipt, so candidates are encouraged to apply immediately. Open until filled.

THE FORMAT USED TO ESTABLISH A CIVIL SERVICE ELIGIBILITY LIST FOR THE LATERAL
POLICE OFFICER POSITION WILL BE THROUGH ADMINISTRATION OF THE BELOW LISTED
WRITTEN EXAM AND THE ORAL BOARD EXAM.
WRITTEN EXAM: Minimum passing score on the written exam is 75% and is subject to
certification by the Medina Civil Service Commission. The written test will
consist of a completed City of Medina Lateral/Entry Police Officer
Application, resume and cover letter and based on the following criteria:
