In accordance with the direction from Governor Inslee, masking and social distancing will be optional for those participating in person. Individuals who are participating online and wish to speak live must register their request with the City Clerk at 425.233.6411 or email akellerman@medina-wa.gov and leave a message before 2PM on the day of the October 24 Council meeting. Please reference Public Comments for October 24 Council Meeting on your correspondence. The City Clerk will call on you by name or telephone number when it is your turn to speak. You will be allotted 3 minutes for your comment and will be asked to stop when you reach the 3 minute limit. The city will also accept written comments. Any written comments must be submitted by 2 PM on the day of the October 24 Council meeting to the City Clerk at akellerman@medina-wa.gov. The agenda is also available on the city website at www.medina-wa.gov. 3 City Council Retreat Overview Monday, October 24th, 2022 5:00-9:00 pm Focus:Identifying our Priority Accomplishments for 2023 Goals:Council will identify shared concrete priorities for 2023; feel confident about alignment around criteria. Pre-Work:Come with thoughts and ideas on what success looks like for each priority area. Time Segment Description 5:00- 5:15 Opening & Overview of the Process Group introductions, agenda review, and brief walk through of the work ahead. 5:15- 7:30 approx Part 1: What will our specific, measurable accomplishments be in 2023? • Financial Sustainability and Accountability • Quality Infrastructure • Efficient and Effective City Government • Public Safety and Health • Neighborhood Character Taking each Priority Arena of Focus, the group will determine what needs to be accomplished*during the year ahead: 1) Current Reality:First, we undertake a quick but thorough capture of what’s going for us/what’s in place/what’s missing, etc that establishes the starting point for the work. 2) Success Indicators:What will be the evidence of our efforts? How will we know we’ve been successful here? What changes will we see? 3) Concrete Accomplishments:Drawing guidance from the success indicators, the group identifies & agrees on a selection of potential 2023 accomplishments. Accomplishments can include: ●Programs ●Projects ●Initiatives ●Events ●Activities ●Plans ●Enterprises ●Ventures ●Systems ●Models Breaks as needed during Part 1 7:30-8:15 Part 2: Criteria & Screening Participants will identify shared criteria for filtering accomplishments and will review the potential accomplishments through these lenses and criteria such as: What’s top priority? What’s most doable? What’s going to have the highest impact? What will the community be most happy to see? The group will refine the options into a finite number of discrete programs/ projects/ accomplishments that everyone agrees on. 8:15-8:50 Part 3: Coordination & Resolve The group will review the shortlist of accomplishments to ensure alignment with the priority areas; discuss timing and interplay across departments; consider capacity and resources; agree on support structures and communication, tracking, monitoring, and reporting. 8:50- 9:00 Closing & Next Steps Closing reflection.
