SPECIAL AND REGULAR MEETING MINUTES

CALL TO ORDER
Mayor Luis called the June 10, 2013 Regular Meeting of the Medina City Council to order
at 6:30 pm and led members of the audience, council members, and staff in the Pledge of
Allegiance.
ROLL CALL
Council Members Present: Patrick Boyd, Jay Decker, Doug Dicharry, Janie Lee, Michael
Luis, and Katie Phelps
Council Members Present: David Lee
City Staff Present: Donna Hanson, City Manager; Kari Sand, City Attorney,
Kenyon Disend; Mark Thomas, Police Chief; Robert Grumbach,
Development Services Director; Joe Willis, Public Works
Director; and Rachel Baker, City Clerk
Council member Boyd motioned and council member Decker seconded motion to excuse
absence of council member David Lee. Motion carried 6-0 at 6:30 pm.
APPROVAL OF MEETING AGENDA
Council member Phelps motioned to add a resolution to agenda proposing to close city
hall on July 5, 2013. Council member Decker seconded motion and motion carried 6-0 (D.
Lee absent) at 6:31 pm.
Council member Phelps motioned to approve agenda as amended and council member
Decker seconded motion and motion passed (6-0, D. Lee absent) at 6:32 pm.
PRESENTATIONS
Lifeguard Program (6:32 pm)
Police records manager, Linda Crum, provided a presentation on the city's lifeguard
program. She announced this year's season is expected to begin June 19 and conclude
August 23, with hours from noon to 7 pm each day.
Ms. Crum was recognized by the city manager for her work above and beyond her role as
records manager, including her community service -oriented work such as boater safety
classes, shredder and drug take back days, collection drives for domestic violence families
and management of the lifeguard program.
PUBLIC COMMENT
Mayor read guidelines for public comment period and opened floor at 6:51 pm.
Park board chair Miles Adam made a plea to the council on behalf of the board to include
$50,000 discretionary funding in the upcoming budget in order to attend to maintenance of
parks and park equipment. He also asked council to consider whether it would like the
fitness circuit in Medina Park to be refurbished or removed and expressed thanks for
installation of duck crossing signs.
Suzanne Cohen spoke on behalf of the owners' group, Medina Neighbors on the
Waterfront (Medina Now), regarding Department of Ecology's conditional approval of
Medina's Shoreline Master Program and expressed the group's support for the city's work
plan and motions before council this evening. She commended development services
director's work on the project and conveyed her hope the council will rule in favor of the
motions this evening.
Being no further comments, mayor closed comment period at 6:57 pm.
REPORTS AND ANNOUNCEMENTS
Mayor said he has been busy discussing upcoming elections with potential and now
current candidates for city council, and he is happy to continue to do so.
City manager summarized her report and announced another free boater safety class will
be held at city hall on June 22 and reservations are required. She said volunteers are still
needed for city boards and commissions. Council requested discussion of Medina Days
fireworks contract at June 24 study session.
Council member Phelps requested an announcement to residents about spring/summer
clean up in rights of way and asked public works director to estimate costs beside park
board chair's request for funding in order to establish priorities.
Public works director said residents have been notified of sidewalk project on Evergreen
Point Road and parking will be available again in about two weeks.
Development services director said notice has not been posted yet on eastbound SR 520
ramp closure and mitigation plan but revision plans have been submitted.

PUBLIC HEARING
Comprehensive Zoning Code Update (7:07 pm)
Development services director provided presentation on proposed comprehensive zoning
code update.
Mayor opened hearing to public comment at 7:24 pm. No comments were brought forward
and the hearing was subsequently closed.
OTHER BUSINESS
Ordinance Adopting Comprehensive Zoning Code Updates & Setting an Effective Date
(7:24 pm)
Development services director showed presentation, responded to questions from council
and council discussion occurred.
Following discussion, council requested amendment to proposed ordinance to allow
rebuilding in Zone R-16 to original footprint. A revised ordinance is scheduled to return to
council business on July 8.
PUBLIC HEARING
Six -Year CIP/TIP (2014-2019) (7:39 pm)
Public works director provided overview of proposed plan.
Mayor opened hearing to public comment at 7:42 pm. No comments were presented and
mayor subsequently closed hearing.

Council action is scheduled for July 8.
OTHER BUSINESS
Authorization to Go To Bid for Public Works Shop Rennodel (7:42 pm)
Public works director described proposed plan and answered questions about project.
MOTION PHELPS AND SECOND DECKER TO APPROVE THE CALL FOR BIDS FOR
THE PUBLIC WORKS SHOP FACILITY IMPROVEMENT PROJECT. MOTION CARRIED
6-0 (D. LEE ABSENT) AT 7:47 PM.
Department of Ecology Conditional Approval of Medina's SMP (7:47 pm)
Development services director provided overview of matter and responded to inquiries
from council members.
MOTION BOYD AND SECOND DICHARRY TO AUTHORIZE THE DIRECTOR OF
DEVELOPMENT SERVICES TO SEND A LETTER TO THE DEPARTMENT OF
ECOLOGY REQUESTING ADDITIONAL TIME TO RESPOND TO THE DEPARTMENT
OF ECOLOGY'S CONDITIONAL APPROVAL OF MEDINA'S SHORELINE MASTER
PROGRAM, ADDITIONALLY, TO PROVIDE DIRECTION TO STAFF TO ACCEPT THE
REQUIRED CHANGES IN ITEMS 1, 2, 4, 6, 7, 28, 33, 42, 44, 45, AND 46 FROM THE
DEPARTMENT OF ECOLOGY'S CONDITIONAL APPROVAL OF MEDINA'S
SHORELINE MASTER PROGRAM, AND TO SET A PUBLIC HEARING FOR JULY 8,
2013, WITH THE PURPOSE OF GATHERING PUBLIC COMMENTS CONCERNING THE
DEPARTMENT OF ECOLOGY'S CONDITIONAL APPROVAL OF MEDINA'S
SHORELINE MASTER PROGRAM. MOTION CARRIED 6-0 (D. LEE ABSENT) AT 7:57

City Hall Closure Resolution (7:58 pm)
Council member Phelps proposed resolution declaring city hall closed on Friday, July 5,
2013. Council member Dicharry suggested holiday closures should be a policy decision
and Phelps suggested it be included in upcoming budget discussion.

Additions to calendar include: public hearing to gather public comment concerning the
Department of Ecology's Conditional Approval of Medina's Shoreline Master Program,

Resident Mark Nelson jokingly requested a deer crossing sign in light of the deer he saw
in Medina Park recently.
Mayor closed floor at 8:06 pm.

The June 10, 2013 Regular Meeting of the Medina City Council adjourned 8:06 pm.
The Medina City Council will hold its next regular meeting on Monday, July 8, 2013, at
6:30 pm in the Council Chambers at Medina City Hall, 501 Evergreen Point Road, Medina.
