ORDINANCEN0dORDINANCEregulatingtheinstallationrepairalterationanduseofelectricalequipmentandwiringandprescribingpenaltiesforviolationthereoffadoptingbyreference0rdinancsNo163oftheCityofBellevueJadoptingtheNationalElectricalCode1953editionandlatestamendmentsandrevisionsthereofasmodifiedandsupplementedbysaidOrdinanceNo163repealingsection6ofOrdinanceNo2THE0ITYCOUNCILOFTHECITYOFMEDINADOORDAINASFOLLOWSSection1PrposeThepurposeofthisOrdinanceistoachieveuniformitywheredesirableintheregulationoftheinstallationreairalterationanduseofelectricalequipmentandwiringandroceduresforsuchregulationasbetweentheneighboringcitiesofMedlnaandBellevueSection2BellevueOrdinanceNo16AdoptedbyrinSneeNo163oftheCityofBelleruesherebyReference0dadoptedbythisreferenceincludingtheregulationsproceduresandpenaltiesspecifiedthereinsubstitutinghoweverthetermMedinathereinwhereverBellerueappearsSection3AdoptionofNationalElectricalCodetoIncludeLatestAmendmentsandRevisionsThereofWheresaidOrdinanceNo163oftheCityofBellerueadoptstheNationalElectricalCode1953editionthisshallforthepurposesoftheCityofMadinsbeconstruedtomeanthelatestamendmentsandrevisionsofsaid0odeSeCtion4Section6OrdinanceNoRepealedSection6OrdinanceNo4oftheCityofMadinsheretoforegoverningtheinstallationrepairalterationanduseofelectricalequipmentandwiringisherebyrepealedSection5CodeReferenceSectiorm2and3hereofshallconstituteSections510061and510062oftheMadinsCodeandallothersectionshereofshallbeconsideredofspecialortemporaryeffectSection6EffectiveDateThisordinanceshalltakeeffectthe17thdayofJune1957PASSEDbytheCityCouncilonthe10thdayofJune1957andsignedinauthenticationofitspassagethesamedayWILXIAMEPAREWILLIAMEPAHMayor 02DINYCENO165OROINHICEregulatinginstallationrepairalterationanduseofelectricalequipmentndwiringadoptingNationalElectricalCode1953EditionsadrepealingsubsectioncofSection1ofOrdinmceNo2THiCITYCOEICILOFTHECITYOF3ELLVIEDOORDIINSFOLLOWSSection1ShortNameThisOrdinanceshallbeknownastheElectricalCodeoftheCityofBcllevuewhichisheroinafterreferredtoastheElectricalCodeorasthisCodeSection2ProhibitionItshallbeunlnwittoConstruotinstallalterrepairusemaintainoroperateanyelectricalequipmentasdefinedheroinCETaspermittedbymdincompliancewiththeprovisionsofthiCodeSection3pplicationndScopeThelectricalCodeoftheCityofBellcvueshallapplytoallelectricalwiringandequipmentwhichisinstalledorusedwithintheCityEXCEFTthatitshallnetaplytothGwirindequipmentusedforthecontrolordistributionofelectricalenergyinthecentralstationsorsubstationsofthelocalpowercompsissservingtheCityofBelevuepublicandregulatedbytheStateofYashingtonllurthermoroitshallnotapplytoanywiringorequipmentwhichisusedexclusivelyfortYeoperationoffirealarmorpolicetelegraphsystemsoftheCityofBellemeortheoperationofanypublictelegraphortelephonesystcflprovidcdhoweverthatexceptastotherequirementsforlicensingpemzitsdinspectionitshallapplytoallwiringandequipmentinstalledonthepremisesofaconsumerExceptfortheprovisionswhichclearlyapplytoelectricalequipmentreviouslyinstalledthisCodeshallnotaplyretroactivelytomyelectricalinstallationsunlesssuchinstallationwasmadeinviolationoftheprovisionsofcontrollingstatutesresolutionsorordinmcesthenregulatingsuchinstalstionorwasmadewithouttheporizitsrequirdthereunderITICLE10LZIZSTILinlONDecrichEnforcementTheBuildingOfficialdesignatedbytheCityIanagororbyOrdinanceisherebychargedwiththeenforcementofthisCodeSection5SspectinnInterferencewithItshallbeunlawfulforampersontOinterferewithpreventorseektopreventtheinspectionoftnyclcctricalequipmentatanytimebytheBuildingOfficialorhisauthorizedrcpresentativuprovidedhoweverthatbeforeenteringoccupiedprivetsdwellingsorapartmentsfcrthepurposeofzXinganinspectiontheconscatoftheoccupsmtthereofshallfirstbesecuredSuchconsentshallnotbewithheldaltostheinspctorhasgivennoticeoftheintentiontoenterandmcinspectionwhichnoticeshallbeservedulonsuchvccuprmtbytheBuildingOfficialatleasttwentyfour2hoursbeforetheprosesodentrySection62riortermitsNothinginthiscodeshallbectnstruedasinanywisginvalidatingylawful permitheretoforeissuedundertheprovisionsoPtheprecedingelectricalcodeSection7atnentofUnauthorizedWorkTheBuildingOfiicialshaYlUUvoauthoritytoordertheirnediatesuspensionofallornyportionoftheworkofinstallinalteringrepairing0rremovingofelectricaloquipiaauatbyattachingnoticetothateffectonthepremiseswbcoveritisPoundbyhimthatsuchworkisbeingperformedwithoutalawfulpermitorthatthedrawingsorspecificationsbearingtheapprovalstampofhisofficearenotonthepremisesandavailableforxaminatonorthatheworkisnotbeinginstalledasperplansspecifictionsorthatthepermitcardisnotcnspicucuslypostedonsuchpromisesorthatthematerialsndworkmmshipeenotincompliancewithprovisionsofthisCodcthattheyarenotincompliancewiththepernitorthatsuchsuspensionisnecessaryfortheproperinspectionofworkpreviouslyperformedItshallbcunlawfulfibranypersontecontinuetheworkofinstallingalteringrepairinEorremovingsaidelectricalequipmentafterthesuspensionoPtheworkhasbccnorderedasheroinprovidedSection8IIoticefeIns0ctionbeforeCovorinWorkwhentheinstalltionalterationzrextensionofanyotricalequipmenthasbooncompctodtrasnearlycompletedasthenatureoftheconstructionwillallewwithoutcoveringtheelectricalequipmentisshllbethedutyofthepersoninchargeofsuchinstallationtonotifytheofficeoftheBulldinEOfficialthatsuchinstallationgivinSthepermitnumberandlocationisreadyforinspectionprovidedhouevorthatpermissiontconcealwirinshallnatbegivenuntilallmeteliepipingductspluningetcinstalledbyothertradesandwhichareliabletointerferewithorbcrunincloseproximitytotheelctricalinstallationarepermanentlyinplaceAfinalinspectionshallbegivenonlyafterallwiringhasbeencoveredsndconpletedallpermanentficturessuchaslightingfixtureshotwatertalksoutletroceptaclesswitchesandplateswhichhavebeeninstalledprovidinghoweveroutletboxesmayeborodoffwithproorcoversinstalledinlieuoflightingfituresplugsplatesandswitchesorequipmentifsielsnotintendedtobeinstalledbeforefinalinspctioniscalledItshallbeunlawfulforanyownercontractorerotherpersonengagedintheconstructionofnybuildinorstructureortheinstallingofyelectricalequipmentregulatedherointoperniworkofanykindtobedsnewhichwouldcoverorconcealinalnymJoraDyelectricalequipmentuntilsaehasbeninspectedbytheBillding0fficialorhisauthorizedrepresentativemdPoundtocomplywiththeroquirenentsofthisCedeandpermissiontecovergiveninuritingSection9UnauthorizedConhectionsirohibitedItshallbeunlawfulteconnecttotheelectricourrentanyelectricalinstallationextensionthereoforelectricalequipmcntuntilalawfulpermtforsuchuorkhasbeenobtainedardtheinstallationhasbeeninspectedandapprovcdbytheBuildingOficialorhisauthorizedagentInordertosafegurdpersonsandpropertyfromthedangerincidenttounsafeorimprperlyinstalledelectricalequipmenttheBuildingOfficialshallfimcdiatelyseveranyunlawfullynodecnnectionofelectricalequipmenttotheelectricalcurrentwhenhefindsthatsuchseveringisesseutialtothemaintenancecfsafetyandtheeliminationofhazaids ItshallbeunlawfulfoaypersontoreconnectanyelectricalequipmenttocurrentwhichhasbeendisconnectedbytheBuildingOfficialorhisauthorizedagentSection10DestructionofNoticeItshallbeunlawfulforanypersontoremovemutilatedestroyorconcealPynoticeissuedandpostedbytheBuildingOfficialpursuanttotheprovisionsofthisCodeSection11UnsafePriorInstallationsTheBuildingOfficialshallhsvetheauthoritytoinspectnypreviouslyinstalledelectricalequipmentsuchasisrcGlatcdbythisCodeeventhoughitmayhavebeeninstalledinsccordrccwithformercityegulationshouldhefindsuchinstallationorequipmenttobemanifestlyunsafetolifeorpropertyheshallservewrittennoticetotheoeandoruserthereofthatsuchunsafeconditionsexistndmustbeeliminatedwithinaperiodofnotocxccedsixty0dysIfsuchrequirementsarenotcompliedwithwithinthestatedtimeheshalldiscomectorcausetobcdiscosectedthecurrentfromsuchinstallationorequipmentYStcrtheBuildingOfficialhasdiscomectcdsuchinstallationorequipmentfromthelectriccurrentorcausedthedisconnectionitshallbeunlawfulforanypersontorosennestsuchinstallationorequipmenttotheelectriccurrentwithouttheaprovaloftheBuildingOfficialSection12LimitationofCityResponsibilityThisoPdinanceshallnetbecnstruedtolessentherespOnsibilityofanypersonolingolratinSorinstallingelectricalwiresappliancesapparatusconstructionorequipseatfordamagestoanyoneinjuredbydefectthereinnorshalltheCityofBellemecranyemployeethereofbeheldliableforanyinjuryordaeresultingfrmmthecompliencoofanyoiectricalinstallationwiththeprovisionsofthisCodeSection13PartialInvalidityIfysectionsubdivisionsentenceoclauseofthisCoeisforanyreasonholdtobeunconstitutionalorinvalidsuchdecisionshallnotaffectthevalidityoftheromeliningportionsofthisCodeSection1PermitsRcouiredItshallbeunlawfultoinstallalterorextendanyelectricalequipflcntwithoutfirstobtainingapernitsotodofromtheBuildingOfficialprovidedthatpermitsarcnotrequiredforminorepaiworksuchasrepairingflushorsnapswitchesreplacingfusesrepairinglopsocketsundreceptacleswhensuchworkisdoneinaccordsmcewiththeprovisionsofthisCodenorareperitsnquircdforthesettingofmetersyarcompomycniagedinthebusinessofsupplyingelectricitytothepublicprovidedthatmeterlpopshavebcninstalledundercrmitandfurthermoreprovidedthatsuchctersrenotcncctedtoaPjelectricalinstallationregulatedbythisCodeuntilapprovalofsuchconnectionhasbcengivenbytheBuildingOfficialSection15plicationforPermitBeforeanyelectricalpermitisissuedsmapplicationthereforeshallbcmadetotheBuildingOfficialinwritingsignedbytheappliont1EachapplicationshallstatethenzaeaddressoftheovmerlawfuloccupantoryendeeinpossessionofthepremiseswhereorinconnectionwithwhichtheworkistobedoneandsuchotherinfDrmationastheBuildingOfiicialmayrequiretoassisthimintheconsiderationofsaidaplication 2NoelectricalpermitshallbeissuedtoanybythelawsofthStateofpersonrequiredespeciallybyChater169oftheWashingtonSessionLausf1935tohavealicensetoengageincanductorcarrynthebusinessofinstallingwiresorequipmenttoconveyelectriccurrentorofinstallingapparatusorappliancestobeoperatedbysuchcurrentunlesshehassuchusexpiredunrcvokodunsuspendedlicensuandnosuchpermitshallbeissuedwheretheworkauthorizedtherebyistobedonebyapersonquiredbysaidlawstohavesuchlicsnseunlesshehassuchasunoNiredunrevokedunsuspendedliconseEveryapplicantforapermitshallstateinhisapplicationthattheworktobeperlemudmderthepermitwillnotbedonebyanyunlicenSedpersonrequiredbythelawsoftheStateofUashingtontohavealicenseforthedoingofsuchworkIftheBuildingOfficialfindsthatanynaorialstatementinsaidapslicationisuntrueheshallrfusothepermitDaycorrectionsofwhichnoticewasTivenshallbemadewithinaperiodoffifteen15calendardaysfromthedateofnoticethereofIssuanceofadditionalpernitstosaypersonfirmorcorporationagainstwhomcorrectionswereissuednaybesuspendedbytheBuildingOfficialorhisauthorizedagentuntilsuchcorrectionsaremade4AllapplicationsforelectricalpermitsshallbemadeattheofficeoftheBuildingOfficialcnprdlperfDsexceptathemayacceptmailedapplicationsfrompersonsuhonhehasfoundtohavesufficientknowledgeofthmsCodetoproperSymecutsuchapplicationsShouldsuchapllicationsnotbefilledoutinaccordancewiththerulusandregulationslaiddownbytheBuildingOfficialheshallnotacceptthembynailandsuchpersonsshallthereaftermakeapplicationathisofficejllapplicationsnodebymailshallbeaccompaniedbystedselfaddressedenvelopessufficientinsizetocontaintheissuedpermitsandpenfitcards5EverylermitissuedhereundershallstatetheinmherofdaysassumedtobenecessarytocompletetheworkwhichlengthoftimeshallbeconsideredthelifeofthepermitIftheworkisnotcompletedwithinthestatedtimeeitheranewcnitshallbeobtainedortheoldoneextendedtytheBuildingOfficialThelifeofaperPitincludinganyextensionsshallnotexceedone1yearSection16TemporaryInstallationIftheBuildingOfficialfindsthaCthesafetyofYfeandpropertywillnetbejeopardizedheshallissuepermitsfartorporsPyelectricalinstallationsfrusedurinGtheconstructionofbuildingsorforcarnivalsconyantlersfestivalsfairstheholdingofrliiousservicestemporalitylightinofstrcctsetcFarmissiontousesuchtemporaryinstallationshllnntbeGrmtedfaraGreaterlengthoftimethanthirtyD0daysexceptthatajarnitforatompoPeryinstallationtobeusedfurconstructingofabuildingmaybcissuedfortheperiodofconstructionShouldsuChtemporarylightingbeoverthustrostareatheproper
