CITYOFMEDINAORDINANCENO537ANORDINANCEESTABLISHINGPOLICYANDpROCEDURESFORREVIEWINGPUBLICRECOROSTHECITYCOUNCILOFTHECITYOFMEDINAWASHINGTONDOORDAINANFOLLOWSSection1PublicRecordsTheadministrationandpolicedepartmentsshallmakepublicrecordsavailableforpublicinspectionandcopyingduringthecustomaryofficehoursofthedepartmentTotheextentrequiredtopreventanunreasonableinvasionofpersonalprivacythedepartmentshalldeleteidentifyingdetailswhenitmakesavailableorpublishesanypublicrecordhoweverineachcasethejustificationforthedeletionshallbeexplainedfullyinwritingOrdinancesresolutionsandpoliciesadoptedbythecitycouncilminutesoftheregularmeetingofthecitycouncilandamendmentsrevisionsandrepealsthereofallpubliccontractsdeedsendleasesshallbemaintainedintheofficeofthecityclerkandbeavailableforpublicinspectionandcopyinginaccordancewithRCWChapter4217Section2ExemptPUblicRecordsThefollowingshallbeexemptfrompublicinspectionandcopyingaPersonnelinformationinanyfilesmaintainedforcityemployeesappointedorelectedofficialstotheextentdisclosurewouldviolatetheirrighttoprivacybInformationrequiredofanytaxpayerinconnectionwiththeassessmentorcollectionofanytaxifthedisclosureoftheinformationtootherpersonswouldviolatethetsxpayersrighttoprivacyorwouldresultinunfaircompetitivedisadvantagetosuchtaxpayercSpecificintelligenceinformationandspecificinvestigativefilescompiledbyinvestigativelawenforcementandpenologyagenciesandstateagenciesvestedwiththeresponsibilitytodisciplinemembersofanyprofessionthenondisclosureofwhichisessentialtoeffectivelawenforcementorfortheprotectionofanypersonsrighttoprivacydInformationrevealingtheidentityofpersonswhofilecomplaintswithinvestigativelawenforcementorpenologyagenciesifdisclosurewouldendangeranypersonaelifephysicalsafetyorpropertyprovidedthatifatthetimethecomplaintisfiledthecomplainantindicatesadesirefordisclosureornondisclosuresuchdesireshallgoverneTestquestionsscoringkeysandotherexaminationdatausedtoadministeralicenseoremploymentexaminationincludingcivilserviceexaminationsfExceptasprovidedbyRCWchapter826thecontentsofanyrealestateappraisalsmadeforandbyanagencyincludingthecityrelativetotheacquisitionorsaleofpropertybythecityuntiltheprojectorprospectivesaleisabandonedoruntilsuchtimeasallthepropertyhasbeenacquiredorthepropertytowhichthesaleappraisalrelatesissoldbutinnoeventshalldisclosurebedeniedformorethanthreeyearsafterthedateoftheappraisalgvaluableformulaedesignsdrawingsandresearchdataobtainedorproducedbythecityitsofficersemployeesandagentswithinfiveyearsofanyrequestfordisclosurethereofwhendisclosurewouldproduceprivategainandpublicloss hPreliminarydraftsnotesrecommendationsandintraagencymemorandainwhichopinionsareexpressedorpoliciesformulateorrecommendedunlesssucharecordispubliclycitedbyanagencyinconnectionwithanyofficialagencyactionIRecordswhicharerelevanttoacontroversytowhichthecityoranyofitsofficersemployeesoragentsisapartybutJAllapplicationsforpublicemploymentincludingthenameswithrespecttoanapplicationkTheresidentialaddressesandresidentialtelephonenumbersofemployeesorolunteersofapublicagencywhichareheldbytheagencyinpersonnelrecordsemploymentorvolunteerrostersormailinglistsofemployeesorvolunteersTheexemptionsofthissectionshallbeinapplicabletotheextentthatinformationthedisclosureofwhichwouldviolatepersonalprivacyorvitalgovernmentalinterestcanbedeletedfromthespecificrecordssoughtNOexemptionshallbeconstruedtopermitthenondisclosUreofstatisticalinformationnotdescriptiveofanyreadilyidentifiablepersonorpersonsSection3ProcedureforInsPectionorCopyingPersonswishingtoinspectorCopycityrecordsshouldfirstmakesuchrequestinwritingtothedepartmentofthecitywhichmaintainstherecordsrequestedIftherequestordoesnotknowinwhichdepartmentsuchrecordsaremaintainedtherequestshallbemadeinwritingtotheCityClerkAllassistanceshallbeprovidedbythecityClerkandthedepartmentmaintainir4therecordsprovidedthatthegivingofsuchassistancedoesnotunreasonablydisrupttheoperationofthedepartmentortheotherdutiesoftheassistingemployeetaperecordingsshallbemadeandprovidedbythecityuponrequestandpaymentoftheactualCostofreproducingsameTheCityclerkiedirectedtoprepareandhaveonfileapaidpriortotheprovisionofanycopiesbythecityhAdepartmentheadmayprovidecopiesofcityrecordsatnochargetoindividualsorgovernmentagenciesdoingbusnesswiththecityifthedepartmentheaddeterminessuchactionisinthebestinterestoftheCitySection4EffectiveDateThisordinanceshalltakeeffectfive5daysafteritspublicationorthepulicationofasmmaryofitsintentandAttestsCityClerk
