0660CITYOFMEDINAORDINANCENO660ANORDINANCEAMENDINGTHEMEDINACOMPREHENSIVEPLANANDESTABLISHINGANEFFECTIVEDATEWEREAStheMedinaComprehensivePlanwaslastrevisedonMay91994andWHEREAStheMedinaPlanningCommissionconductedseveralpublichearingsfollowingregularandpropernoticethereoftogatherpublicinputonproposedamendmentstotheComprehensivePlanandWHEREAStheMedinaPlanningCommissionafterfullyfairlyandcarefullyconsideringthepublicinputandstaffmaterialsrelevanttotheamendmentproposalsforwardeditsrecommendationstotheCityCouncilandtotheStateDepartmentofCommunityTradeandEconomicDevelopmentandWHEREAStheonlycommentsontheproposedamendmentscamefromtheWashingtonStateDepartmentofTransportationandthePugetSoundCouncilofGovernmentsandWHEREASconcernsoftheWashingtonStateDepartmentofTransportationandthePugetSoundCouncilofGovernmentswereaddressedbymodificationstotheproposedamendmentsandWHEREASafterafurtherpublichearingonthemodifiedamendmentsthePlanningCommissionrecommendedapprovaloftheamendmentsassetforthinthisordinanceandWHEREASincompliancewithallofthetermsconditionsandproceduresoftheStateEnvironmentalPolicyActandChapter1804oftheMedinaMunicipalCodeanenvironmentalassessmentoftheproposedamendmentstotheComprehensivePlanwasconductedandanenvironmentalchecklistcompletedandupondeterminationthatnoprobablesignificantadverseenvironmentalimpactwouldresultfromtheproposaltheCityPlannerresponsibleofficialissuedadeterminationofnonsignificanceandWHEREASthecitys1994ComprehensivePlanidentifiesthecityassubstantiallydevelopedandperpetuatesthecityshistoricdevelopmentpatternandlandusesandORD6601
