HomeMy WebLinkAboutOrdinance No. 0955WHEREAS, the City Council approved adopting Ordinance No. 948 on June 12, 2017,
repealing and readopting MMC 20,30.020 pertaining to the type, size, location construction and
placement of signs; and
WHEREAS, subsequent to adopting Ordinance No. 948, the City Council at their July 10,
2017, regular meeting, directed the Planning Commission to review the new provisions in the sign
code pertaining to real estate and construction signs: and
WHEREAS, the City Council directed the Planning Commission at their September 11,
2017, regular meeting to add review of sign illumination standards to their review of the new sign
code,,and
WHEREAS, in accordance with RCW 36.70A.106, a notice of intent was transmitted to
the Washington State Department of Commerce on December 22, 2017, (Material lD # 24478);
and
WHEREAS, a State Environmental Policy Act (SEPA) threshold Determination of
Nonsignificance (DNS) for the proposal was issued on February 8, 2018, pursuant to WAC 197-
11-340(l); and
TTHEREAS, the Planning Commission held a public hearing on February 27, 2018; and
WHEREAS, the City Council received and discussed the Planning Commission's
recommendation at their March 12, 2018, regular meeting and scheduled a public hearing for
April 16, 2018, for which notice was posted on the City's notice boards and website on March 21,
2018; and
WHEREAS, the City Council held a public hearing on April 16, 2018, to receive testimony
for and against the proposal and following the hearing deliberated on the proposal.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MEDI WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Amend IVIMC 20.12.030. Section 20.12-030 of the Medina Municipal Code is
amended to add the following definition:

Section 2. Amend MMC 20.12.100, Section 20-12.100 of the Medina Municipal Code is
amended to add the following definition:

Section 3. Amend MMC 20.12.200. Section 20.12.200 of the Medina Municipal Code is
amended as follows:
"Sign face" means the surface upon, against or through which the letters, numerals, figures,
symbols, logos and graphic elements comprising the content or message of a sign is displayed
or illustrated, not including ((stPdotufM---suPP0n6)) architectural

Section 4. Amend IVIMC 20.30.020. Section 20.30,020 of the Medina Municipal Code is
amended as follows-.
C, General Sign Provisions,
1 How to Apply the Sign Code. The principal use of the property, or the principal use of the
property abutting a city right-of-way, shall control in applying the nonresidential sign
standards in subsection (D) of this section, or the residential sign standards in subsection
(E) of this section. The Medina Comprehensive Plan, Table 1. Land Use inventory
identifies nonresidential uses in the city,

C The maximum number of real estate/ construction signs may be increased as follows:
a, One additional reaI estate sign may be posted on the waterfront side of a lot

Section 6. Severabillity.; Should any section, paragraph, sentence, claus e or phrase of this

or regulation, such decision or pre-emption shall not affect the validity of the remaining portions of
this ordinance or its application to other persons or circumstances,
Section 6. Effective Date. A summary of this ordinance shall be published in the official
newspaper of the City, and the ordinance shall take effect and be in full force five (5) days after the
date of publication,
