WHEREAS, the City of Medina is classified as a non -charter code City under Title 35A
Revised Code of Washington (RCS ); and
WHEREAS, the City of Medina is almost exclusively a single-family residential
community with only a few nonresidential premises-, and
WHEREAS, the high -quality suburban characteristics of the City including quietness and
aesthetic beauty are chief attractions to residents", and
WHEREAS, the Medina Comprehensive Plan includes Goal LU-G1, which identifies the
goal "to maintain Medina's high -quality residential setting and character-," and
WHEREAS, the Medina Comprehensive Plan includes Policy LU-P5, which identifies the
goal that "existing non-residential uses are encouraged to be maintained;" and
WHEREAS, the St. Thomas School has identified deficiencies in the amount of outdo
activity space for its enrolled student population and has entered into a long-term
agreement with the Over[ake Golf & Country Club to develop new facilities to address th,
deficiency; and 11
WHEREAS, the St. Thomas School and Civerlake Golf & Country Club have requested
the City of Medina change the zoning designation of the School lease area from R-20 zone to
Public zone and adopt text amendments to the Medina Code to enable rooftop play areas to be
developed at the School (the Proposal)"; and
WHEREAS, the City Council is considering concomitant text amendments to its Unifi
Development Code to allow construction, maintenance and operation of appropriate rooft
facilities for outdoor play areas at Medina schools, and I
WHEREAS, in accordance with RCW 36,70&106� a notice of intent concerning t
Proposal was transmitted to the Washington State Department of Commerce on May 25, 20
(Material ID # 24957); and 11

WHEREAS, a State Environmental Policy Act (SEPA) threshold Determination of
Nonsignificance (DNS) for the Proposal was issued on May 7, 2018, pursuant to WAC 197-11-
340(l); and
WHEREAS, the Planning Commission duly noticed and held public meetings and/or
public hearings on November 28, 2017, and on January 23 February 27, March 13, March 27,
April 18, and May 22, 2018, to discuss and decide its rec:o�mendation for the text amendments
to the Medina cbde�, and
WHEREAS, following the May 22, 2018 public hearing, the Planning Commission
considered the Proposal, the public comments and testimony, and other available information,
and made a final recommendation to the City Council; and
WHEREAS, the City Council considered the Planning Commission recommendation and
held a duly noticed public hearing on June 11, 2018, received publ'ic comment and testimony
concerning the recommendation, adopted changes to the recommendation, and directed staff to
prepare a final draft ordinance for consideration at the Council's July 9� 2018 meeting and
continued public hearing; and
WHEREAS, the City Council finds that the text amendments set forth herein enable
reasonable uses, limitations, and restrictions on the form and function of school -related rooftop
play areas; will protect and maintain the appearance, community Values, and Comprehensive
Plan goals of Medina as a high -quality residential community while continuing to allow
appropriate non-residential uses that serve the community; will enable the Proposal to go
forward� and serve the public interest including public health, safety and welfare.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON,
ORDAINS AS FOLLOWS:
Section 1. Amend MMC 20.12.170. Section 20-12-170 of the Medina Municipal Code is
amended to add the following definitions�

Section 2., Amend MMC 20.21.030. Section 20,21.030 of the Medina Municipal Code
is amended as follows:
Table 20.21,030 establishes those uses which are permitted, those uses subject
to specific development standards, and those uses requiring special approval
and that are prohibited within each zoning district.

Section 3. Amend IVIIVIC 20.32.030. Section 20.32,030 of the Medina Municipal Code is
amended to read as follows:
This section establishes the, development criteria that apply to schools, including
accessory uses.

a. Except as provided for in subsection (13)(4)(c) of this section, an
elementary school shall have a lot area of at least five acres for the first 100
students, plus one-half acre for each additional 100 students, or fraction thereof;
lb. A middle or senior high school shall have a lot area of at least 10
acres, plus one-half acre for each additional 100 students, or fraction thereof;
C. Where an elementary school is a secondary use to a religious
facility use an the same lot, the minimum lot area may be satisfied by using the
combined land area for both the school and the religious facilities use, and the
minimum lot area for the first 100 students shall be three acres, plus one-half
acre for each additional 100 students, or fraction thereof.
C. Building Massing,
1.. The design of buildings shall incorporate features that minimize the
amount of three-dimensional bulk on the building facade facing towards existing
residences;
2, Features that may be incorporated include but are not limited to pitch
roofs, building step -backs or other architectural design techniques that reduce
the perceived height of the building, and building horizontal and vertical
modulation that breaks up solid facades.
D. Landscaping.
1. Landscaping is required that provides vegetative buffers that adequately
mitigate visual and noise impacts on surrounding residences;
2, A landscaping plan must obtain approval from the city that at a minimum
includes the following:
a. Detailed information on the location and species of proposed trees
and vegetations
b. Include use of year-round foliage patterns as appropriate-,
c. Provide lines of sight necessary for safe school operation; and
cl. Provide landscaping that reduces visual impacts from public
streets while minimizing impacts to safety -required lines of sight.
E. Traffic and Parking Requirements,
1. A pedestrian and vehicular circulation plan is required that emphasizes
safety and efficiency-,
2. The pedestrian and vehicular circulation plan shall at a minimum include
the following:
a. Traffic generation estimates-,
b. School bus loading and unloading operations-,
c. Student drop-off and pick-up operations-,
d, Deliveries-, and
e. Mitigation measures to address traffic impacts to streets;
I A parking plan is required that includes adequate off-street parking for
staff and visitors, and loading and unloading zones; and
4: The city may require that traffic and parking studies be provided that are
prepared by a qualified professional traffic engineer that supports the circulation
and parking plans.
F. Lighting Requirements. A lighting plan is required that includes the following;
1. Consideration for pedestrian safety;
2. Overall lighting levels, which shall not negatively impact surrounding
residences; and
3. Lighting that is directed towards school property only.
4. Lighting of rooftop play areas is not allowed except for safety lighting
required for elevator, stairs, and other ingress/egress,

G. Approval Criteria, The approval criteria for a non -administrative special ust
Permit must be satisfied pursuant to MMC 207201 O
Section 6. Effective Date, This Ordinance shall take effect five (5) days after its
publication or the publication of the attached summary of its 1htent and contents,
PASSED BY THE CITY COUNCIL ON THIS 9TH DAY OF JULY, 2018 AND SIGNED IN
AUTHENTICATION •; ITS PASSAGE ON THE 9TH DAY OF JULY, 2018.
