WHEREAS, i, Medina classified

WHEREAS, the high -quality suburban characteristics of the City including quietness and
aesthetic beauty are chief attractions to residents; and
WHEREAS, the Medina Comprehensive Plan includes Goal LU-G1, which identifies the
goal "to maintain Medina's high -quality residential setting and character"; and
Medina• 1• - Plan includesPolicy LU-P5, which
identifies
goal that "existing non-residential uses are encouraged to be maintained"; and
WHEREAS, the St. Thomas School has identified deficiencies in the amount of outdoor
activity space for its enrolled student population and has entered into a long-term lease
agreement with the Overlake Golf & Country Club to develop new facilities to address this
•- and
WHEREAS, the St. Thomas School and Overlake Golf & Country Club have requested
the City of Medina change the zoning designation of the School lease area from R-20 zone to
Public • and adopt - • tothe Medina••" toenablerooftop plaareas to•e
developed at the School (the Proposal); and
WHEREAS, the City Council is considering concomitant text amendments to its Unified
Development Code to allow construction, maintenance and operation of appropriate rooftop
facilities for outdoor play areas at Medina schools; and
WHEREAS, the City has identified several map elements in need of clarification and
correction; a•'
WHEREAS, a State Environmental Policy Act (SEPA) threshold Determination of

WHEREAS, the Planning Commission duly noticed and held public meetings and/or
public hearings on November 28, 2017, and January 23, February 27, March 13, March 27,

April 18, and May 22, 2018 to discuss and decide its recommendation for the zoning map
amendments; and
WHEREAS, following the May 22, 2018 public hearing, the Planning Commission
considered the Proposal, the public comments and testimony, and other available information,
and made a final recommendation to the City Council; and
WHEREAS, the City Council considered the Planning Commission recommendation and
held a duly noticed public hearing on June 11, 2018, received public comment and testimony
concerning the recommendation, adopted changes to the recommendation, and directed staff to
prepare a final draft ordinance for consideration at the Council's July 9, 2018 meeting and
continued public hearing; and
WHEREAS, the City Council finds that the map amendments set forth herein are
consistent with the City of Medina Comprehensive Plan; protect and maintain Medina's high -
quality residential community and its non-residential uses; enable the Proposal to go forward;
and serve the public interest including public health, safety and welfare.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON,
ORDAINS AS FOLLOWS:
Section 1. Zoning Map Amendment. The City of Medina Official Zoning Map ic
2mended as follows:
A portion of the Northeast 1/4 of the Southeast 1/4 of Section 25, Township
25 North, Range 4 East, W.M., less the South 350 Feet of the East 700 Feet
thereof, shall be rezoned from the Single -Family Residential 20 (R-20) Zoning
District to the Public Zoning District, as shown on the map attached hereto as
Exhibit A.
Section 2. Housekeeping Map Amendments. The City of Medina Official Zoning lvla�:
is updated and amended as follows:
• Update the State Route 520 alignment to reflect current, built conditions;
• Update the map legend for increased clarity and legibility;
• Correct the boundary of the Medina Park Place PLUD; and
• Make minor clerical edits
The foregoing amendments are shown and depicted on the map attached hereto
as Ex1ribit B.
Section 3. Severability. Should any section, paragraph, sentence, clause or phrase of
this Ordinance, or its application to any person or circumstance, be declared unconstitutional or
otherwise invalid for any reason, or should any portion of this Ordinance be pre-empted by state
or federal law or regulation, such decision or pre-emption shall not affect the validity of the
remaining portions of this Ordinance or its application to other persons or circumstances.
Section 4. Clerical Corrections. The City Clerk is directed to take steps as required to
implement and effectuate the terms of this Ordinance and incorporate its provisions into the
Medina Municipal Code. The Clerk is authorized to correct scrivener's errors, internal
references, and the like.

Section 5. Effective Date. This Ordinance shall take effect five (5) days after its
publication or the publication of the attached summary of its intent and contents.
