MEDINA CITY COUNCIL
AN EMERGENCY ORDINANCE OF THE CITY OF MEDINA, WASHINGTON,
AMENDING MEDINA MUNICIPAL CODE CHAPTER 2.04 TO REVISE THE
CITY COUNCIL REGULAR MEETING TIME; COORDINATE WITH MEDINA'S
ACTIONS UNDER THE CEMP; PROVIDE MORE PUBLIC VISIBLITY AND
ACCESS TO INFORMATION CONCERNING THE COVID-19 PANDEMIC AND
ACTIONS TO SAFEGUARD THE PUBLIC HEALTH, SAFETY AND WELFARE;
PROVIDE FOR SEVERABILITY; AND ESTABLISH AN EFFECTIVE DATE
WHEREAS, per RCW 35A.12.110, the city council and mayor shall meet regularly at a
place and at such times as may be designated by the city council; and
WHEREAS, on January 13, 2020, the Medina City Council (Council) adopted Ordinance
No. 981 amending Medina Municipal Code (MMC) Chapter 2.04 to establish new meeting dates
and update other terms and references relating thereto; and
WHEREAS, MMC 2.04.010 provides that regular Council meetings will be held on the
second and fourth Mondays of the month commencing at 6:30 pm; and
WHEREAS, in response to the COVID-19 pandemic and public health emergency,
Governor Inslee issued several proclamations, additional guidance and interpretations, including
requirements to shelter in place and to convert all public meetings of municipal entities to an
electronic and/or telephonic platform, providing limited exemptions from requirements of the
Open Public Meetings Act and establishing limitations on the permissible subject matter of such
electronic public meetings; and
WHEREAS, the Mayor issued an emergency proclamation implementing the Medina
Comprehensive Emergency Management Plan (CEMP); and
WHEREAS, in conformance with the foregoing the Council desires to alter its regular
meeting time from 6:30 pm to 4:00 pm to encourage more public participation and provide more
timely and current information from and about State, County and City activities and responses to
the COVID-19 pandemic and public safety measures; and
WHEREAS, in doing so the Council desires to coordinate with and facilitate the regular
Monday Incident Commander's COVID briefing for the benefit of the public.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON,
DOES ORDAIN AS FOLLOWS:
Section 1. Amendment to MMC Chapter 2.04. MMC Section 2.04.010 is hereby
amended as follows:
The Regular meetings of the city council will be held on the second and fourth
Monday of each month, commencing at 6:30 4:00 p.m. or as soon thereafter as a

Council quorum is established by roll call of the City Clerk, subject to the
following:
A. In the event a regular meeting date falls on a legal holiday, the regular
meeting day shall be held on the Tuesday following the second and fourth
Monday of each month.
B. The second meeting of the month is set as a regular meeting for the
convenience of the council and the efficient performant of the council's duties and
the city's business, and may be cancelled in the event city or council business
does not warrant convening such meeting.
C. No regular meetings will be scheduled in the month of August.
D. For the duration of the COVID pandemic or until further action of the City
Council, the Council intends that commencement of the regular Council meeting
on such dates as they are held shall be preceded by the regular CEMP Incident
Commander's COVID-19 briefing.
Section 2. Corrections. The City Clerk and codifiers of the ordinance are authorized to
make necessary corrections to this Ordinance including, but not limited to, the correction of
scrivener/clerical errors, references, ordinance numbering, section/subsection numbers and any
references thereto.
Section 3. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this Ordinance is declared unconstitutional or invalid for any reason, such invalidity
shall not affect the validity or effectiveness of the remaining portions of this Ordinance.
Section 4. Emergency Ordinance. This Ordinance is a public emergency ordinance
necessary for the protection of the public health, public safety, public property or the public
peace, and pursuant to RCW 35A.13.190 shall be effective immediately upon receiving
affirmative votes by not less than five (5) members of the Council.
Section 5. Alternative Effective Date. In the event this Ordinance is approved by fewer
than five (5) affirmative votes, this Ordinance or a summary thereof consisting of the title shall
be published in the official newspaper of the City and shall take effect and be in full force five (5)
days after such publication.
PASSED BY THE CITY COUNCIL OF THE CITY OF MEDINA ON THE 6th DAY OF APRIL
2020 BY A VOTE OF 6 FOR, 1 AGAINST, AND 0 ABSTAINING, AND IS SIGNED IN
AUTHENTICATION OF ITS PASSAGE THE 6th DAY OF APRIL 2020.
