HomeMy WebLinkAboutResolution No. 405CITY OF MEDINA, WASHINGTON RESOLUTION NO. 405 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON CERTIFYING TO THE GOVERNING AUTHORITY OF KING COUNTY THE ESTIMATES OF THE AMOUNT TO BE LEVIED ON THE ASSESSED VALUATION OF THE PROPERTY WITHIN THE CITY FOR THE YEAR 2020 WHEREAS, the City Council of the City of Medina attest that the population of the City is less than ten thousand; and WHEREAS, the City Council has properly given notice of the public hearing held November 12, 2019 to consider revenue sources for the City's current expense budget for the 2019 calendar year, pursuant to RCW 84.55.120; and WHEREAS, the City Council passed Ordinance 970 on March 11, 2019 providing for the submissions of a proposition to qualifying voters of the City of Medina at the November 2019 general election for ratification or rejection; such proposition providing authority to lift the levy limit established in RCW 84.55.010; and WHEREAS, the voters approved Proposition 1, to increase Medina's regular property tax levy above the limit factor by $0.20/$1000 assessed value to a maximum rate of $0.83712/$1000 assessed valuation for collection in 2020, set a 5% limit factor for each year 2021-2025, use the 2025 levy amount as the base to compute subsequent levy limits, and exempt low income seniors and disabled; as set forth in Ordinance No. 970; and WHEREAS, the City Council, after hearing, and after duly considering all relevant evidence and testimony presented, has determined that the City of Medina requires a regular levy in the amount of $3,846,583 which includes a 1% increase in property tax revenue from the previous year and additional amounts from the levy lid lift , as well as amounts resulting from the addition of new construction and improvements to property, and any possible increase in the value of state -assessed property, and amounts authorized by law as a result of any annexations that have occurred and refunds made, in order to discharge the expected expenses and obligations of the City and in its best interest.
