RESOLUTION NO.
A RESOLUTION defining the duties of the city manager and determining
other duties.
WHEREAS, by Section 6 of Chapter 337 of the Laws of
1955 of the State of Washington, presently effective and
codified at RCW 35.18.060, the duties of the city manager in a
city organized under the council-manager plan are defined in a
general way, and
WHEREAS Sub -section (9) thereof authorizes such a
city,s council to determine other duties of the city's manager,
Now, therefore, THE CITY COUNCIL OF THE CITY OF MEDINA
DOES RESOLVE AS FOLLOWS:
Section 1. Purpose. It is the purpose of this
resolution to confirm, ratify, and elaborate the
statutory duties of the city manager and to
prescribe other duties as authorized by ROW 35.18.160
so that the responsibilities of such office in the
City of Medina will be clarified and the efficiency
and economy of their discharge be enhanced. The
provisions of this resolution shall be deemed
severable.
Section 2. Povrers and duties of_the_21ty manager.
In addition to the powers and du lea specified in
Section 6 of Chapter 337 Laws of 1955 or any
amendments thereof (RCW 35.18.o60) the city manager
of the City of Medina shall have powers and duties
as follows:
A. In general the city manager shall:
(1) Be the chief administrative officer of
the city and be responsible to the city
council for proper administration of all
affairs of the City of Medina;
(2) Devote full time to the discharge of his
official duties;
(3) Investigate and report to the city council
any complaints in relation to the affairs
of the city or administration of service to
.the citizens; and
(4j Perform such new duties as may from time
to time be required by the council
consistent with State law or city ordinance ,
and in the execution of the ci.ty^s ordinances.
B. In respect to meetings of the city council and
-- other agencies of the city, the city manager shall:
(1) Attend all meetings of the city council
unless excused -therefrom, and take part in
the discussion as requested by the council
in matters coming before the city council;
(2) aecommend to the city council the adoption
of such policies as he may deem necessary
or expedient for the health, safety, and
welfare of the community or the improvement
of administrative servicesq including both
short and long range planning;
(3) Act as secretary to the planning commission --
take the minutes, advise the commission on
ordinances and laws as required, and generally
assist that body in its work; and,
(4) Act as secretary to the board of adjustment,
take the minutes, advise the board on
ordinances and laws as required, and generally
assist the board in its work.
C. In respect to the execution of the city's ordinances,
the city manager shall:
(1) See that all laws and ordinances are duly
enforced;
(2) Supervise services maintained by public
utilities, seeing that the conditions of all
franchises, permits, and privileges granted
by the city council are faithfully observed;
(3) Exercise full, complete and direct supervisory
responsibility for the activities of the city's
police, consisting of full time employees to
be classified simply as "police officer+' and
of part time employees to be classified simply
as "auxiliary police officer", this supervisory
responsibility to include the setting of
schedules and assignments and periodic
reviews of police activities and the making
of appropriate reports thereon directly from
the manager to the council; and,
(4) Qualify himself to make plat, furnace,
electrical and other inspections and make
such inspections to insure compliance with
the governing city ordinances, employing a
licensed surveyor for the limited purpose of
checking the survey features of each plat.
In respect to personnel, the manager shall:
(1) Appoint and when necessary for the good of the
service suspend or remove appointive officers
and employees of the city except as otherwise
provided by ordinance, and direct and supervise
their work including that of members of the
police force;
(2) Analyze and report to the city council on a
regular basis the activities and performance
of the appointed staff, and make recommendations
on changes and improvements and methods and
procedures and .job assignments from time to
time as requested by the city council; and,
(3) Recommend to the city council a schedule of
pay for each appointive position including
minimum, intermediate and maximum rates after
consultation with the personnel committee of
the councils
E. In respect to the revenues and expenditures of the
city, the city manager shall:
(1) Prepare a tentative budget annually, and
submit it to the council together with a
message describing the important features
and be responsible for its administration
after adoption;
(2) Keep the council advised of the financial
condition and the future needs of the city
and makes such recommendations as he may deem
desirable and necessary;
(3) Prepare and submit to the council as of the
end of the city's fiscal year, or calendar
year 1£ that be the same, a complete report
on the finances and administrative activities
of the city for the preceding year; and,
(4) Supervise the purchase of all materials,
supplies and equipment for which funds are
provided and approved in the budget,

been amended or repealed and the same, as of date hereof, is
in full force and effect.
