'.64 A RESOLUTION approving the participation in the "Memorandum of Understanding relating to the Puget Sound Regional Transportation Continuing Planning Programs'. WHEREAS the City of Medina is a part of the "Urbanized Areas' of the Central Puget Sound region as established by the United States Bureau of Census, based upon the Federal Census of 1960, and WHEREAS an agreement has been entered into in August of 1965 between the Washington State Highway Commission and the City of Medina, Now, ther£ore, THE CITY'COUNCIL OF THE CITY OF MEDINA DOES RESOLVE AS FOLLOWS: That the appropriate officers of the city shall express the cityss desire to participate in the "Memorandum of Understabding relating to the Puget Sound Regional Transportation Continuing Planning Programs" and its full understanding of the conditions associated with the signing thereof, and sign the same or any necessary supplements thereto and do all other things necessary to become a participant in such agreement. City Clerk am the tB 46 City of Medina; thal annexed hereto is City Clerk ENnfuli: Ortlmance N '...6 ''// . . �J ........__. end correct pY of such 'ordinance which wzs -- ------------ Posted according to the laws of the suc of W cities be ' pablis a an ginning five before its (fdidaY s s,jjvdn. lcl ar< relating to third -crass m more e SEAC City Clerk 1 MEMORANDUM OF UNDERSTANDING between the WASHINGTON STATE HIGHWAY COMMISSION and MUNICIPALITIES NOT FINANCIALLY PARTICIPATING in the Puget Soond Regional Transportation Continuing Planning Pr,cram WHEREAS, the is part of the '-Urbanized (name of ci'cy cr zown) Area" of the central Puget Sound region as established by the United States Bureau of the Census, bases. upon the Federal Census of 1960; and WHEREAS, Section 134, Chapter 1, Title 23, United States Code, as enacted by Section 9(a) of the Federal -Aid Highway Act of 1962 (Public Law 87-866, 87th Congress, October 23, 1962, 76 Stat. 1145, hereinafter called the Act) provides that it is: .in the national interest to encourage and promote the development of transportation systems, embracing various modes of transport in a mP..nne- �h,t '_ serve the States and local communities efficiently and effectively,"; and WHEREAS, the Act directs the Secretary of the United States Department of Commerce (hereinafter called the Secretary) to: "cooperate with the States... in the development of long-range highway plans and programs which are properly coordinated with plans for improvements in other affected forms of transportation and which are formulated with due con- sideration to their probable effect on the future development of urban areas..."; and i WHEREAS, the Act further provides that after July 1, 1965, the Secretary shall not approve under Section 105 of Title 23, United States Code, any programs for projects in any urban area of more than fifty thousand population unless he finds such projects are based on a continuing com- prebensive transportation planning process carried on cooperatively by States and local communities in conformance with the objectives stated in the Act; and WHEREAS, the Secretary, through the Bureau of Public Roads, has inter- preted "cooperatively" to mean the establishment of a formal procedure - supported by a written Memorandum of Understanding - between the State and the governing bodies of the local communities within the "Urbanized Area" for carrying out the transportation planning process in a manner that will insure that the planning decisions are reflective and respon- sive to both the programs of the State and the needs and desires of such local communities; and WHEREAS, it is of mutual benefit to the municipalities in the "Urbanized Area" and the State of Washington and in the best public interest to comply with the requirements of the Act; NOW, THEREFORE, BE IT UNDERSTOOD between the parties hereto that: 1. The City and the Washington State Highway Commission, (hereinafter called the Commission), shall cooperate in a continuing comprehensive transportation planning process satisfying the requirements of the Act. 2. Each party will provide the other with such planning information and data as is available to the party of whom such request is made and is pertinent to the continuing transportation planning process for the central Puget Sound region. i 3. The regional transportation planning process to be carried out between the City and the Commission shall - be based upon and in conformance with the guidelines set forth in U. S. Bureau of Public Roads Instructional Memorandum 50-2-63(1), dated September 13, 1963, -2- subject - Urban Transportation Planning. �i 4. The Commission shall include among its responsi- bilities in transportation planning of the "Urbanized Area", the following: (a) The making of continuing periodic traffic counts of the state highways, the maintaining of permanent counters at selected locations and the making of the resulting data available to the City for study and analysis in connection with transportation planning. (b) Assessing, in cooperation with appropriate regional planning agencies, the actual development of the major thoroughfare system in the Urbanized Area. (c) Periodically comparing traffic and land use patterns to pertinent projections. 5. This Agreement constitutes the Memorandum of Understanding l J between the Commission and the City as required by U. S. Bureau of Public Roads Instructional Memorandum 50-2-63, dated March 27, 1963, subject - Urban Transportation Planning.
