RESOLUTION NO. 70
A RESOLUTION praying for the calling of an election upon the
question of annexation.
WHEREAS, owners of property comprising 10 percent or more of
the assessed valuation of an area bounded by the City have initiated
proceedings for its annexation and met with its Council, which was
generally favorable to the annexation, subject to the requirement that
there be by the area an assumption of existing city indebtedness as an
incident thereof; and
WHEREAS, it has by the Council been determined that it would
be preferable that annexation proceedings proceed by the election
method in conformity with RCW 35.13.050,
NOW, THEREFORE, the City Council of the City of Medina does
resolve as follows:
1. The best interests and general welfare of the City of
Medina would be served by the annexation of unincorporated territory
contiguous thereto, as hereinafter described:
Beginning at a point on the West line of Section 30,
Township 25 North, Range 5 East, W.M., 431.64 feet North of
the SW corner thereof;
Thence Easterly along a line parallel to N.E. loth Street,
227.68 feet to a point 152 feet Westerly of the East line
of Tract 3 of the Plat of Eastland Acre Tracts supplemental
as recorded in Volume 10 of Plats, page 20, records
of King County, Washington, being the true point of
beginning;
Thence Southerly parallel to said East line of Tract 3 for
a distance of 200.82 feet;
Thence Westerly to a line parallel to and 212.50 feet
Easterly of the Westerly line of Tract 3 of said plat;
Thence Southerly along said parallel line to the South
line of said Section 30;
- Thence Easterly to the Northeast corner of Lot 4 of the
Plat of Medina Heights as recorded in volume 21 of Plats,
page 540 records of King County;
Thence Southerly along the Easterly line of said Lot 4
to the Southeast corner thereof;
Thence Southeasterly to the Northwest corner of Lot 25
of said Plat of Medina Heights;
Thence Southerly along the Westerly line of said Lot 25 to
the Southwest corner thereof which is also the Northwest
corner of Lot 29 of said plat;
Thence Easterly along the North line of said Lot 29 to the
Northwast corner thereof;
Thence Southerly to the Northeast corner of Lot 43 of said
plat;
Thence Southerly along the East line of said Lot 43 to the
Southeast corner thereof which is also the South line of the
Plat of Medina Heights and the North line of the Plat of
Overlake Addition as recorded in Volume 21 of Plats, page 52,
records of King County, Washington;
Thence Westerly along the North line of said Plat of Over -
lake Addition to the Northwest corner of Lot 4 of Block 6
of Overlake Addition;
Thence Southwesterly along the Westerly line of said Lot 4
to the Southwest corner thereof;
Thence Southeasterly to the Northwest corner of Lot 4,
Block 3 of said Plat of Overlake Addition;
Thence Southwesterly along the Westerly line of said Lot 4,
Block 3 to the Southwest corner thereof;
Thence Easterly along the Southerly lines of Lots 4 and 5
of Block 3 to the Southeasterly corner of Lot 5;
Thence Southeasterly to the Southwesterly corner of Lot 6
of said Block 3;
Thence Southeasterly along the Southerly lines of Lots 6

and said Southeasterly line extended to an intersection
with Northwesterly extension of the Southwesterly line

to 33 to the Northerly line of the Southerly 15 feet of

to the Northwest corner thereof;
Thence Westerly along the Westerly extension of the North
line of said Block 11 to the Easterly line of Lot 16,
Medina Heights, according to Plat thereof recorded in Volume 21
of Plats, page 54, records of Icing County, Washington;

South line of Jones' Crest -Wood Lane, according to Plat
thereof recorded in Volume 61 0£ Plats, page 84,
records of King County, Washington;
Thence Easterly along said South line to the East line
of said plat; thence Northerly along said East line to
the South line of Lot 11, said plat;
Thence Westerly along the South line of Lots 11 and 2,
said plat, and their extensions, to the Easterly line
of Beardsley's Addition, according to Plat thereof
recorded in Volume 55 of Plats, page 2, records of
King County, Washington;
Thence Northerly along the Easterly line of said plat to
the Northwest corner of Lot 11 said Plat of Beardsley's

the Northwest corner thereof;
Thence Westerly to the Northeast corner of Lot 6, said
Plat of Beardsley's Addition;
Thence Westerly along the North line of Lots 6 and 5,
said Plat of Beardsley's Addition to the East line of
Dean Westphal's Addition, according to Plat thereof
recorded in Volume 48 of Plats, page 76, records of
King County, Washington;
Thence Northerly along said East line to the Southeast
corner of Lot 6, said Plat of Dean Westphal's Addition;
Thence Southwesterly along the Southerly line of said
Lot 6 to the Southwest corner thereof;
Thence Westerly to the Southeast corner of Lot 1, said
Plat of Dean Westphal's Addition;
Thence Westerly along the South line of said Lot 1 to
the West line of said plat;
Thence Southerly along said West line to intersect
line extended Easterly, parallel to N.E. 10th Street,
from the true point of beginning;
Thence Westerly along said line to the true point of
beginning.
Said area may also be described as all land in
Sections 30 and 31, Township 25 North, Range 5 East,
W.M., south of N.E. loth Street and east of: Overlake
Drive East, and N.E. Lake Washington Boulevard between
N.E. loth and Overlake Drive East --not previously
incorporated in any city or town.
2. The number of voters residing in such area is 180 to
200 as nearly as the same may be stated.
3. The City prays for the calling of an election to be
held among the qualified voters in such area on the question of
annexation, and the City shall pay the cost of an annexation
election so called, said proposal to be submitted to the electorate
of the territory sought to be annexed upon the basis that all
property within the area annexed shall, upon annexation, be assessed
and taxed at the same rate and on the same basis as the property

of the City of Medina is assessed and taxed, to pay for any then
outstanding indebtedness of the City contracted prior to, or existing
at, the date of annexation.
9. No distinct comprehensive plan has been prepared by the
City for the area proposed to be annexed. However, the same is
presently used for single -family -residence purposes and falls within
the southerly neighborhood of Medina served by the Medina Elementary
School. It is the recommendation of the City's Planning Commission
and the intention of the City Council that the area annexed be zoned
for single -family -residence use as part of the R-16 land -use zone,
with appropriate qualifications and exceptions recommended for the
entire City for neighborhoods of a certain developed character.
5. The City Clerk is directed to file a certified copy of
this resolution with the Board of County Commissioners, and within
10 days thereafter the Mayor of Medina shall convene a review board
as in RCW 35.13.171 provided, unless the circumstances are found to
be proper for review procedures to be dispensed with.
