HomeMy WebLinkAboutResolution No. 076RESOLUTION NO. 76 A RESOLUTION of the Council of the City of Medina, Washington, declaring the intention of the City Council to improve a certain area within the city by the construction and install- ation of street improvements and by doing all work necessary in connection therewith; declaring the intention of the City Council to create a local improvement district; and fixing _ a time, date and place for the hearing on this resolution of intention. BE IT RESOLVED by the City Council of the City of Medina, Washington, as follows: Section 1. That it is the intention of the City Council of the City of Medina, Washington, to order the improvement of the area within the city bounded as follows: Beginning at the NE corner of Lot 1, Block 16, Herrons Addition as recorded in Vol 21 of plats, page 53, records of King County, Washington; Thence Southerly along the East line of Lots 1 thru 8 inclusive of said Block 16 to the SE corner of said Lot 8; Thence Easterly along the South line of Lot 13, said Block 16, to the SE corner of said Lot 13; Thence Southerly along the East line of Lots 12 and 11, said Block 16, to the SE corner of said Lot 11; Thence Southerly across NE 26th Street to the HE corner of Lot 20, Block 15, said plat of Herrons Addition; Thence Southerly along the East line of Lots 20 and 19, said Block 15 to a point 40 feet South of the NE' corner of said Lot 19; Thence Westerly along a line 40 feet South of and parallel to the North line of said Lot 19 to the East line of Lot 20 said Block 15; Thence Southerly along the East line of Lots 2 thru 9, said Block 15 to a point 20 feet South of the. NE corner of said Lot 9; Thence Westerly along a line 20 feet South of and parallel to the North line of said Lot 9, a distance of 45.32 feet; Thence Southerly aldng a line 45.32 feet West of and parallel to the East line of Lots 9 and 10, said Block 15 to the Northerly margin of NE 24th Street; Thence Westerly along the Northerly margin of NE 24th Street to the SW corner of Lot 11, Block 10, said platofHerrons Addition; Thence Northerly along the Westerly line of Lots 11 thru 20, said Block 10 to the NW corner of said Lot 20; Thence Northerly across NE 26th Street to the SW corner of Lot ll, Block 9, said plat of Herron's Addition; Thence Northerly along the Westerly line of Lots 11 thru 18, said Block 9, to the NW corner of said Lot 18; Thence Easterly along the North line of Said Lot 18, a distance of 67.67 feet; Thence Northerly along a line 67.67 feet East of andparallel to the West line of Lots 19 and 20, said Block 9 to the Southerly margin of NE 28th Street; Thence Easterly along the Southerly margin of NE 28th Street to the NE corner of Lot 1, said Block 16 and the Point of Beginning. by grading and paving with asphaltic concrete surfacing 26th Street, between 79th and 80th Avenues N.E., and 79th Avenue N.E. between 24th and 28th Streets, and by installing necessary drainage facilities. Said improvements shall include the acquisition of all necessary rights -of -way. Section 2. All persons who may desire to object thereto are hereby notified to appear and present such objections at a meeting of the City Council to be held at the City Hall in Medina, Washington, at 8 o'clock P.M. on the 12th day of June, 1967, which time and place are hereby fixed for hearing of matters relating to said improvements and all objections thereto and for determining the method of payment of said improvements. Section 3. The City Engineer is hereby directed to submit to the Council at or prior to the date fixed for such hearing a statement of the estimatedcost and expense of such improvements, a statement of the proportionate amount thereof which should be borne by the property within the proposed assessment district, a statement in detail of the local improvement district assessment's outstanding and unpaid against the property in the proposed district, and statemeht of the aggregate actual valuation of the real estate, including 25% of the actual valuation of the improvements in the proposed district, according to the valuation last placed upon it for the purposes of general taxation, together with a diagram or print showing thereon the lots, tracts, parcels of land and other property which will be specially benefited by said improvements and the estimated amount of the cost and expense of such improvements to be borne by each such lot, tract, parcel of land or other property. Section 4-The City Clerk is hereby directed to give notice of said hearing by publication of this resolution in at least two consecutive issues of a newspaper of general circulation within the city, with the date of the first publication to be at least fifteen days prior to the date fixed for said hearing, and to mail a notice of such hearing, setting forth the nature of the proposed improvements, the total estimated cost,, the estimated penefittnto the particular lots, tracts orparcels of land and the time and date of said hearing at least fifteen days before the date thereof, to eachowner or reputed owner of any lot, tract, parcel of land or other property to be specially benefited by said improvements at the addresses shown on the tax rolls of the County Treasurer.
