CITY OF MEDINA, WASHINGTON REOLUTION NO.__57J' A RESOLUTION relating to back yard burning in suburban areas and the regulations of the Puget Sound Air Pollution Control Agency regarding such burning. WHEREAS, the City Council of the City of Medina generally supports the reduction and limitation of air pollution through the Puget Sound Air Pollution Control Agency, in all reasonable ways, and WHEREAS these objectives would seem to be obtainable with more liberal regulation in reference to back yard burning in suburban areas permitting the burning of cuttings and similar material which do not: project deleterious wastes into the air, and WHEREAS such liberal and refined limitations would decrease illicit burning and disrespect for the law; littering of the roadside with refuse, the inconvenience to the well- intentioned of obtaining permits, rising costs of waste pickup and disposal, an excessive cons, tion of land for waste disposal, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MEDINA DOES RESOLVE AS FOLLOWS: Section 1. Pol`_7. Backyard burning in suburban areas of materiels t'_:. burning of which does not project significant toxic or otherwise seriously objec- tionable wastes into the air should be generally permitted during periods established on the basis of weather conditions in the Puget Sound basin and publicized by the Puget Sound Air Pollution Control Agency and subject to its regulations for safety, particularly from the spread of fire. Section 2. Memorial to the PSAPC. The City Council -of Medina hereby memorializes the Puget Sound Air Pollution Control Agency to a revision of its regulations in aid of a more liberal policy in respect to back yard burning in suburban areas to allow reasonable general waste disposal by this method without special permit when weather conditions are favor- able, while still p-otecting the public from the substantial harm of burning at other times or of materials which produce deleterious wastes in the air, so ^_ncouraging respect for and compliance with the law and a needless burden upon the well- intentioned. To this end tho City Clerk is directed to foro:ard authenticated copies of this resolution to the Board of Directors of the Puget Sound Adr Pollution Control Agency and Councils of the affected government jurisdictions.
