RESOLUTION NO.
h RESOLUTION establishing review of new construction to provide
reasonable protection against flood hazards.
WHEREAS, the City of Medina enforces the state Building code
of the State of Washington; and
WHEREAS, Section 5-10.035 of the Medina City Code prohibits
any person., firm or corporation from erecting, constructing,
enlarging, altering, replacing, moving, improving, removing,
converting, or demolishing any building or structure in the City
without first obtaining a separate building permit for each
building or structure from the building official; and
WHEREAS, the building official must examine all plans and
specifications for the proposed construction when application is
made to him for a building permit,
NOW, THEREFORE, BE IT RESOLVED, by the City Council Of the
City of Medina, Washington, as follows;
1. That the building official shall review--al-lbuilding
permit applications for new construction or substantial improve-
ments to determine whether proposed building sites will be
reasonably safe from flooding. If a proposed building site is
in a location that has a recognized flood hazard. any proposed
new construction or substantial improvement (including pre-
fabricated and mobile homes) must
(a) Be designed (or modified) and anchored to prevent
flotation, collapse or lateral movement of the structure,
(b) Use construction materials and utility equipment that
are resistant to flood damage, and
(c) Use construction materials and practices that will
minimize flood damage, and
2. That the building official shall review subdivision
proposals and other proposed new developments to assure that
(a) All such proposals are consistent with the need to
minimize flood damage,
(b) All public utilities and facilities, such as sewer,
gas, electrical and water systems, are located, elevated and
constructed to minimize or eliminate flood damage, and
(c) Adequate drainc.g=_ is provided so as to reduce exposure
to flood hazard; and
3. That the building official shall require new or re-
placement water supply systems and/or sanitary sewage systems
to be designed to minimize or eliminate infiltration of flood
waters into the system and discharges from the system into flood
waters, and require on -site waste disposal systems to be located
so as to avoid impairment of them or contamination of them during
flooding.
THIS RESOLUTION adopted this 14th day of April, 1975.
