A RESOLUTION of the Council of the City of Medina,
Washington, declaring the intention of the City
Council to improve a certain area within the
City by the acquisition, construction and install-
ationof improvements and by doing all work
necessary in connection therewith, declaring
the intention of the City Council to create a
local improvement district, and fixing a time,
date and place for the hearing on this resolu-
tion of intention, and repealing Resolution No. 136.
BE IT RESOLVED by the City Council of the City of Medina,
Washington, as follows:
Section 1. That it is the intention of the City Council
of the City of Medina, Washington, to order the improvement of
the areawithin the City bounded as set forth in Exhibit A, attached
hereto and incorporated by reference herein, by acquiring, construc-
ting and installing drainage improvements within said area as more
fully described in Exhibit B attached hereto and incorporated by
reference herein. Said improvements shall include the acquisition
of all necessary rights of way.
Section 2. It is the intention of the City -Council to
form a local improvement district, to be known as Local Improve-
ment District No. 4, bounded as set forth in said Exhibit A, for
the purpose of levying assessments and financing the cost of the
aforesaid improvements.
Section 3. All persons who may desire to object to the
formation of such local improvement district, and the making of
such improvements, are hereby notified to appear and present such
objections at a meeting of the City Council to be held at
City Hall
501 Evergreen Pt. Rd. in the City of Medina, Washington, at
8;00 .: o'clock P. M. on the 12ttb _ day of DeQc4ber. , 1977,
which time and place are hereby fixed for hearing of matters relat-

ing to said improvements and all objections thereto and for deter-
mining the method of payment for said improvements.
Section 4. It is the intention of the City Council that
assessments shall be made against the property within the area
described in Exhibit A, in accordance with the special benefits
derived by such property from the above described improvements.
It is the intention of the City Council that assessments shall be
based on the area of the property within the local improvement
district.
Section 5. The city engineer is hereby directed to sub-
mit to the Commission at or prior to the date fixed for such hear-
ing a statement of the estimated cost and expense of such improve-
ment, a statement of the proportionate amount thereof which should
be, borne by the property within the proposed assessment district,
a statement in detail of the local improvement district assessments
outstanding and unpaid against the property in the -proposed-dis-.
tract, and a statement of the aggregate actual valuation of the
real estate, including 25% of the actual valuation of the improve-
ments in the proposed district according to the valuation last
placed upon it for the purposes of general taxation, together with
a diagram or print showing thereon the lots, tracts, parcels of
land and other property which will be specially benefited by said
improvements, and the estimated amount of the cost and expense of
such improvements to be borne by each such lot, tract, parcel of
land or other property.
Section 6. The City Clerk is hereby directed to give
notice of said hearing by publication of this resolution in at
least two consecutive issues of a newspaper of general circulation
within the City, with the date of the first publication to be
at least fifteen days prior to the date of said hearing, and to
mail a notice of such hearing, setting forth the nature of the

proposed improvements, the total estimated cost, the estimated benefits to
the particular lot, tract, or parcel of land, and the time, date and place of
said hearing, at least fifteen days before the date thereof, to each owner or
reputed owner of any lot, tract, parcel of land, or other property to bespec—
ially benefited by said improvements, at the address shown on the tax rolls of
the County Treasurer.

Project Description
The project consists of a system of drainage channels and
appurtenances to provide for the removal of rainfall and runoff
from the area. The channels will be located within the rights
of way of unopened 77th Avenue NE and NE 26th Street. The
channels will be sloped to conduct runoff in a northerly direct-
ion and discharge from the area through an existing culvert
under NE 28th Street, the entrance to which is located at Lot 1,
Block 8 of Herron's Addition. The channel slopes and cross
sections will be designed to contain the 10 year storm within the
channel. The channel elevation will be established to provide
gravity drainage from the existing grade of properties contiguous
to the said rights of way.

Thence Northerly along the West line of said SE} to its inter-
section with the centerline of NE 28th Street;

line of Block 8, Herron's Addition according to plat thereof
recorded in Vol. 21, Page 53, of Plats of King County, Washington;.
Thence Southerly along said Northerly projection and the center-

Block 8, which is also the North margin of NE 26th Street;
Thence Easterly along said North margin and its Easterly,
projection to the centerline of 78th Avenue NE;

also the South line of the said SE} of the said Section 24;
