RESOLUTION NO. 179
A RESOLUTION OF THE CITY OF MEDINA, WASHINGTON, CALIING FOR A
SPECIAL ELECTION TO BE HELD ON NOVEMBER 4, 1986, OF A PROPOSI-
TION TO AUTHORIZE AN INCREASE IN rHE REGULAR PROPERTY TAX
LEVIED BY THE CITY OF MEDINA.
WHEREAS, RCW 84.55.050 provides a procedure whereby the electors of the city, may
by a majority vote, authorize regular property taxes to be levied by the city in
an amount exceeding the limitations elsewhere prescribed in Chapter 84.55 RCW and,
WHEREAS, without an increase in the tax levied, the City of Medina will be re-
quired to reduce services and programs to maintain a balanced budget and,
WHEREAS, it is deemed to be in the best interest of the residents of the City of
Medina to set a new limit on the regular property tax levy at a rate not to
exceed $1.93 per $1,000 of assessed valuation to maintain present service levels
and,
WHEREAS, the proposition to set the new limit on the regular property tax levy
must be submitted to an election and approved by a majority of the voters voting
at that election.
Now therefore, THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. It is hereby found to be in the best interests of the residents
of the City of Medina Medina that a proposition be submitted to the qualified electors of
the city as to whether or not the city shall be authorized to levy regular property
taxes payable in 1987 at a rate not to exceed $1.93 per $1,000 of assessed valua-
tion, thereupon establishing a new dollar limit on regular property taxes which is
thereafter subject to the 106% property tax limitation in accordance with the
RCW 84.55.010 through RCW 84.55.060. Such proposition shall be approved or rejected
by the qualified electors of the city at a special election to be held within the
City of Medina on November 4, 1986.
Section 2. It is hereby found and declared that an emergency exists
respecting tfie interests of public health, safety and welfare requiring the sub-
mission to the qualified electors of the City of Medina of the proposition as to
whether or not the city should be authorized to levy regular property taxes payable
in 1987 at a rate not to exceed $1.93 per $1,000 of assessed valuation, thereupon
establishing a new dollar limit on regular property taxes which is thereafter sub-
ject to the 106% property tax limitation in accordance with RCW 84.55.010 through
84.55.050.
The Director of Records and Elections of King County as ex officio super-
visor of all elections held within King County is hereby requested to also find the
existence of such emergency and to assume jurisdiction of and to call and conduct
such special election to be held within the City of Medina on November 4, 1986, and
to submit to the qualified electors of the city at such special election the propo-
sition hereinafter set forth.
The Clerk of the City of Medina is hereby authorized and directed to
certify said proposition to the King County Director of Records and Elections in
the following form:

SHALL THE CITY OF MEDINA, WASHINGTON, BE AUTHORIZED TO
TO INCREASE ITS REGULAR PROPERTY TAX LEVY RATE TO $1.93 PER $1000
OF ASSESSED VALUATION TO BE COLLECTED IN 1987.
(THIS SHALL NOT BE CONSTRUED TO AUTHORIZE AN EXCESS LEVY AND SHALL
BE SUBOECT TO OTHERWISE APPLICABLE STATUTORY LIMITS.)

of such passage the same day.
