HomeMy WebLinkAboutResolution No. 210CITY OF MEDINA RESOLUTION NO.210 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON, ratifying with conditions and objections of the City of Medina the Countywide Planning Policies adopted by King County, pursuant to the Growth Management Act. WHEREAS, the Framework Policies of the Draft Countywide Planning Policies (King County Growth Management - Planning Council, April 22, 1992) provide guidelines for local jurisdictions to prepare their comprehensive plans in compliance with the Growth Management Act and consistent with neighboring and other local governments; and WHEREAS, the detailed policies go beyond that which is required by the Growth Management Act and may intrude on the rights of local jurisdictions and their citizens to adopt local comprehensive plans consistent with the Growth Management Act that reflect individual unique and diverse characteristics of our varied communities; and WHEREAS, nothing in the Countywide Planning Policies shall be construed to alter the land use powers of local jurisdictions including Medina; NOW, THEREFORE, BE IT RESOLVED that a collaborative process be preserved by providing as follows: 1. It is Medina's intention in approving the Framework Policies of the Countywide comprehensive plan that these policies shall be the basis upon which Medina's local plans shall be reviewed for consistency with provisions of the Growth Management Act; 2. All other detail policies shall be suggestive in nature recognizing that local choice will be preserved to implement the Growth Management Act; 3. Nothing contained herein shall be construed to alter the land use powers of Medina; u 4. Current affordable housing policies are too ambiguous and incomplete to be ratified at this time. Amendments should establish a definition of affordable housing and provide as much flexibility as possible so it can be accomplished by each jurisdiction. 5. The Countywide Planning Policies establish a number of additional requirements for jurisdictions in King County without increasing the resources available to meet these requirements. The Countywide Planning Policies should be amended to establish less rigorous deadlines and requirements unless additional resources are made available.
