HomeMy WebLinkAboutResolution No. 279RESOLUTION NO. 279 A resolution of the City Council of the City of Medina relating to enforcement by Port of Seattle/Federal Aviation Administration of the 4-Post Plan for Aircraft Arrivals at Seattle - Tacoma International Airport. WHEREAS, the Port of Seattle, in 1990, adopted the 4-Post Plan (an air space reorganization) for aircraft arriving at Seattle -Tacoma International Airport that precludes aircraft over flying the City of Medina, and WHEREAS, even so, arriving aircraft landing at Seattle -Tacoma International Airport are deviating from the requirements of the 4-Post Plan, to fly the Husky Visual Approach, and frequently over flying the City of Medina, causing severe noise impact to our citizens and community, and WHEREAS, numerous aircraft noise level complaints have been filed with the Port of Seattle by Medina residents, and WHEREAS, a Finding of No Significant Impact (FONSI) made by the FAA in 1990 for the 4-Post Plan; FONSI did not analyze the environmental impacts from flight path deviations over Medina, and WHEREAS, the City of Medina is a noise sensitive area (FAA Order 1050.1 D) and includes residential neighborhoods, educational structures, outdoor recreational sites and an extensive Lake Washington coastal shoreline, and WHEREAS, the aircraft over flights of the City of Medina constitute, according to Council of Environmental Quality regulations, "extraordinary circumstances in which a normally excluded (FAA) action may have a significant environmental effect', and WHEREAS, the FAA and Port of Seattle have yet to implement the use of Global Positioning System (GPS) technology for aircraft arrivals, as was part of the 4-Post Plan mitigation agreement, and WHEREAS, recent medical studies indicate noise pollution is a major health problem affecting hearing loss in children, NOW, THEREFORE, be it resolved by the City Council of the City of Medina, that: (1) The FAA must enforce the 4-Post Plan, by reducing over flights of the City of Medina, by following the published Husky Visual Approach; (2) The FAA/Port of Seattle conduct an environmental assessment (EA) of aircraft flight impact, that deviate from the approved 4-Post Plan, and (3) The FAA/Port of Seattle develop a noise reduction plan, for community review and approval.
