A resolution of the City Council of the City of Medina relating to a moratorium on
the expansion of Seattle -Tacoma International Airport until the Port of Seattle/Federal
Aviation Administration adequately address aircraft noise impact issues on our
community.
WHEREAS, aircraft noise from Seattle -Tacoma International Airport operations
has reached unacceptable levels in our community, and
WHEREAS, the FAA has determined that increasing air traffic volumes will
require shortening curfew hours (currently 10:00 p.m. to 6:00 a.m.), resulting in more
flights and aircraft noise during night time hours (10:00 p.m. to 7:00 a.m.) over
residential neighborhoods, and
WHEREAS, Medina joins the Seattle Council on aircraft affairs, and 20 City of
Seattle community councils/groups proposing a moratorium on further Seattle -Tacoma
airport expansion, until the Port of Seattle/Federal Aviation Administration take action to
reduce aircraft noise impacts.
WHEREAS, the Port of Seattle is seeking to increase Seattle -Tacoma Airport
capacity, resulting in flight track changes and increase flights over Medina residential
areas, and
WHEREAS, the FAA concluded, during its recently completed Part 150 study,
that it is not feasible to increase the use of the established Duwamish/Elliott Bay noise
abatement corridor and rejected the Citizens' Advisory Committee report that
recommended increased usage of this corridor,
NOW, THEREFORE, be it resolved by the City Council of the City of Medina,
that:
(1) The Port of Seattle declare a moratorium on the expansion of the Seattle -
Tacoma International Airport until the aircraft noise issues affecting the
Puget Sound region are adequately addressed, and a plan for noise
reduction, including increased use of the Duwamish/Elliott Bay corridor,
has been developed and accepted by affected communities;
(2) Seattle -Tacoma Airport curfew hours for aircraft departures be extended
from the current 10:00 p.m. to 6:00 a.m. to 9:00 p.m. to 7:00 a.m., to
minimize sleep disturbance to residents, especially children;
(3) There be maximum use of the Duwamish/Elliott Bay abatement corridor,
and that flight tracks for arrivals and departures be configured to
accomplish this objective;
(4) Our U.S. Senators and Representatives advocate these actions, since the
FAA has failed to adequately consider the impact of FAA policies on the
residents of the Puget Sound region.
Passed by the Medina City Council this 9th day of J , 2001, and signed in
authentication of its passage this 9th day of July 7 2001.
