MINUTES
January 14, 1991 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City
Council was called to order at 7:00 PM
by Mayor Messmer. The meeting was tape
recorded.
ROLL CALL: Present: Councilmembers Cory, Goldstein,
Langenbach, Mathewson, Anderson and
Mayor Messmer
Absent: Hull
City Staff Present: City Manager Dodge,
City Clerk Davis, Public Works Supervisor
Hammerquist, Chief Race and City Attorney

MINUTES OF PREVIOUS MEETING:
Mathewson moved to adopt the minutes of December 10, 1990
seconded by Goldstein.
Cory moved to amend page 2, 2nd paragraph, "Judy Haeg" to read
"Judy Hay". Page 3, 1st paragraph add "Chief Race" after "City
Attorney".
Langenbach moved to amend page 4, under Gontr_act .Ser.vices., 2nd
paragraph, 3rd line, after "that" add "it", delete "a little
studying" and add "it deserves study".
Minutes were adopted as amended.
AUDIENCE .PARTICIP.ATION
There was none at this time.
SPECIAL_PRESENTATION
The City Manager introduced Bill Bennett, General Manager of TCI
Cablevision.
Mr. Bennett stated that the territory TCI services had been
divided to service their customers more efficiently and in a
timely manner. He also noted the City's franchise is presently
under review for renewal and would be opened to any comments and
suggestions to improve the service.

Porter Taylor, 1855 Evergreen Point Rd., stated he had been
trying to get service to his home, which is on a private
lane, and was told it would cost him $600 to have it
installed. The Mayor stated there are a number of private
lanes in Medina and asked Mr. Bennett to comment on 'now they
handle those situations.

The City Manager introduced Sarah Chandler, the new
recycling coordinator for the Points Cities. He gave some
background on her experience and stated she was very
involved with recycling programs.
Ms. Chandler stated her main goal was to work with Eastside
disposal to have both recyclables and trash picked up on the
same day. When this is accomplished she would like to get
more residents involved by giving them more information in
the newsletter.

REPORTS .& .DISCUSSION

The City Manager stated he would like to set up a meeting
for the Council, Planning Commission, and the Board of
Adjustment to review the legal issues involved in land use
decisions.
City Attorney Wines, along with an attorney representing the
City's insurance pool, will conduct the meeting. Tuesday,
February 19th, 7:00 PM, was the date and time set for the
meeting.

The City Manager stated that he was going to have the
Planning Commission review development issues. He asked if
the Council had specific issues they wanted the Planning
Commission to review.

Ordinance .No_528 - Amending the Medina Municipal Code to
allow the use of portable signs for real estate open houses.
The following realtors were in agreement that to display two
open house signs would be more beneficial to their clients:
Vance Mylroie, Judy Hay and Joyce Odegard.
Discussion followed.
Langenbach moved for the adoption of Ord. No. 528, Cory
seconded.

Langenbach proposed an amendment to the 6thh seitencesided or

The Ordinance, as amended, passed.
The consensus of the Council was to review this ordinance in
six months.
Discussion on contractor's signs were discussed.

Mayor Messmer excused himself from voting on this ordinance
because of a conflict of interest. He turned the meeting
over to Mayor Pro Tem Ray Cory.

Langenbach moved Ordinance No. 527 be adopted, conditioned

Public .Works .Repor.t
The Public Works Superintendent reported that work on the
Indian Trail project had come to a stop because of a
conflict of location and grade with the City of Bellevue
Water Main Department.
An agreement has been reached to relocate the water main and
the contractor has continued work on the drainage problem.
The Public Works Superintendent stated the grant for Medina
Beach Park dock was denied. He also stated he had been
looking for a dump truck for three years and finally
purchased one.
Contractual .Ser.vices
The Mayor reported on the Library Contract, Fire Contract
and Recycling Program with the four communities and
Intergovernmental services.

The City Manager stated he would like to have the Park Board
review the on -street parking and to get professional help to
develop a parking space design.
Discussion followed.
The Council directed the City Manager to not pursue this at
this time.
