l~lr. Behnke rea.d a letter from I·Ir. Beryl Davis regarding the vacl),ting
of 9. used 13treet. The COI;mcil agreed to submit Mr. Davis' letter and 910t
plan to the Planning Commi.ssion for further study and. recom~1endatii)ns.
HI's. Barbee reported that there hrwe been several inquiries ai, to
when and if another bullHen will be issued. The Council agreed that it
was a good idea and she Vitll put one out as soon as possible. There was
:3, short discussion of payment of postage, however nothing was deci(led.
l·lr. Baum reported thn:t; '.,e,;·~ontract~;had been let to stripe the roads
but due to the weather thi.s work has not been done.
Mr. Baum informed the CounCil that the Planning Commission hacl ref-
fered the matter of the legality of the Paterson tract to the City Council
for action. i'lr. Ch9.dwick informed. the Council th8,t Mr. Patterson has no
plat leg'l.lly as the county had no authority to plat his land. Council
recommended that Mr. Baum so inform Hr. p".tterson.
iiIr. Baum informed the Council of Nr. Clapps donation, through the
l·ledinG. ]"'oundation, of $500.00 for the use of the Planning Commission and
read letters from l·layor Park and j·\r. Baum thanking him for S3.me.
In regard to the StO~I) sign on N. E. 84th and 12th IT. E., Mr. }li',um
said that after conferring "Hh ~!cr. ~relson, traffic engineer for C }.yde Hill,
that their opinion was that the sign should be placed. on the north siele of
84th and that 12th should be r.le,de a through street.
He reported that Hr. O'Donnell's septic tank had been investig:3.ted and a
permit granted. •

Mr. Harrison reported on his investigation ,regarding the setting up of a
police department. He informed the Council tn!3.t Houghton wotlld. handle the
Folicing on a contract basis.
It was pointed out that there vlill have to be a budget adjustment to
~over police expenses.
Mr. Spangler in Herron's l.a.dition reported that several rOD-ds were in
very bad condition. Milyor :?ark informed. him th3.t road.s 'dolll.CI be kept 11, as
well as posdble with the I:l:mey Vie Mve on hand. He recom:ne:r..ded that !vir. BauIn
investigate and order some gravel if necessary.

seconded by Dr. Templeton to accept this Franchise as prepc1.red, Motion passed

Vouchers 23 and 24 and ~?4-49 inclusive were approved by the Cou::1c11 for

A regular meeting of the Council of the City of Medina was called to
order by Mayor Park at the Medina Clubhouse on FebruAry 6. 1956.
Council members p:resent were W1yor Park, Mrs. Barbee, lc\r. :Behnke, and
Dr. Templeton, and Mr. Dally.
The minutes were re?td ",nO. approved.
Hrs. PatterGon attended the meeting to explain the se'luence in the
platting of her property. She said that the property had been :?latted
prior to the incorporation of Hedina. However 9.S she did not pay up her
taxes until August 9, 1955, the final'1pproval, granted by King County,
was not until november 7. 1955 Nr. Ch£l-d\vick e.xplained to Mrs. P3,tterson
that the Planning C ommj.Hilion of King County are not the governing body,
and that anything offic:i.al would hc'We had to be in the hands of the County
C olrJui ssioners.

with the eXisting requirements.

l1ayor Park reported th3.t the Puget Sound Power & Light Company is to
furnish poles of appropriate size for our signs at no cost to t::J.e City.
It was reported ths,t all the roads were in gooo. shape, especially
considering the we'·J.ther. It was explained th!lt the north half of 28th,
fou.r blocks west of 84th belong to the City of Hunts Point.
In regard to the v2,,~ation of the used road on Byrle Davis' property,
Hayor P,lrk e.xplained t11&.t as the neighbors \Vere in opposition to the
street IS v,'l,cation. i t ~lould be U'p to Mr. Davis to get their consent
rather than have it handled by the City Council.
!,I2.yor Park told the Council that the firm of engineers h1.s been
appointed for further consideration of the bridge location.

[lir. Chadwick submitted an ordinance in reg2,rd to zoning in the newly
annexed area. The Plann:ing Commission had recommended that the area be
zoned R-20 or 20,000 sq.nare feet. It was felt that the PlanninE; Commission
shoo.1d give this further consideration. Mr. Bronson, Vice Chi'.irm?4n of the
Planning Commission recommended that this ordinance should be hEllO. over
until the next Council Meeting.

Hr. Chadwick explail:ed. to the Council that in passing an ordinance
pertaining to a Fre.nchise, the Franchise must be presented. at one meeting
and passed by at least five mem'bers of the Council at the subsequent
meeting. As there '<lere only four council members TJresent at the Jqnu'l.ry
meeting, the Franchise for Fuget Sound Power & Light C ompany '.~ill have to
be reconsidered.
A lengthy discussion l'i1l-S M,ld regarding the advq.ntage of ac:ccyting the
Franchise on a fee basis. It \Ve;.S thought that a franchise fee vrould be
better than [j, probable fllture business tax. The question of the length of
the contract arose and vn.S discussed.
I1r. Dally made a motion to adopt the franchise on the b·'.siEI of e, 3%
fee and have Mr. Che,d.lick prepare s,'l,me. The motion "las not seconded.

Both Codes were referred to the Police Committee to be edited and
returned to the Council for adoption.

It was agreed by the Council that Eellevue' s traffic code has many
things not applicable to !'ledina.

He reported that he had talked to Mr. Hansen rega,rdinG the neVI l;!edin'l.

He recommended th!l.t we join the Pacific Coast Buildinr; Officic<ls Conference
at a cost of $-40.00.
Mr. Chadw:Lck e~lained that membership in this organization would
enable us to keep up to date on any changes in the code as they occur.
Mr. Dally moved that the City join the Pacific Coast Building Official's
Conference and that the $40.00 fee come out of the Building Fund. Motion was
seconded by Mr. Behnke. Motion was passed.
In regard to the sewer district. Mr. Dally wanted to know if anybody
from Medina bali been invited to the meeting which was held recently. There
is to be a hea:ring before the County Commissioners on Febrllary 27th to
decide when an'i if there is to be a vote on the sewer district. Mr. Chadwick
and Mr. Dally l~re to attend this hearing.

Mr. BaUID inquired of the Council if they wished to have a census taken
this spring. 'rhey agreed tbat it should be taken.
Mr. Bailin :reported to the Council regarding the Greterox case. Mr.
Greterox bad h~d his attorney prepare an itemized statement of damages to
his property incurred in the heavy rains of December. and inferred that
said damage was caused by faulty drainage and was the liability of the City
of Medina. The COllIlcil held a discussion. and the insurance policy and the
complete file on the case were turned over to Mr. Chadwick for his investigatillm.
Mr. Bauro told the Ootlncil that he knew of a ditto machine which had
been used only 5 months and was for sale for $175.00. The Council suggested
that he investigate prices from other companies.
Current Expense vouchers 49 through 62 and 64 through 71 were approved
and Street Fund Vouchers 4 and 6 through 10 were approved for the Council
for Payment.
Mr. Behnke asked that an agenda of the Council Meetings be mailed to
the Council before each meeting.

A reg~lar meeting of the Council of the City of Medina was called to
order by Mayor Park at the Medina Clubhouse on March 5. 1956.
Council members pr.esent were Mayor Park. Mrs. Barbee. Mr. Behnke. and
Dr. Templeton.
The min~tes were read and approved.
In regard to the sewer district meeting. Mr. Chadwick reported that
at the meeting there were only two voices in opposition. One was Mr. Cole
from Cl,de Hill and the other was a resident of Diamond S Ranch. Mr. Dally
and Dr. Templeton were appointed as a Sewer Committee to keep the City
Council informed.
Mr. Chadwick had no report regarding interest-bearing warrants.
Mr. Chadwick informed the Council in regard to the Greterox case. that
in case of a damage claim. the claim must be filed within 30 days of the
damage. As the claim was not received until January 30. 1956 and was not
in proper form the claim was outlawed. The damage claimed took place on
December 15, 1955.
Mr. Bronson introd~ced Mr. Manley from the Bellev~e School District
who spoke to the Councll regarding the proposed sewer connection for the
new Medina School. He elplained the three possible routes for the sewer
line, and introd~ced Mr. Carrol from the Archi tec tural firm and Mr. Milligall
from the engineering firm that are doing the work.
Mr. Carrol produced maps of the three routes and elplained to the
Council the relative costs of maintenance and installation of each route.
He explained that the route along Overlake Drive, although longer was
favored as the cost of maintenance would be less and only one pump 'btl uld
be needed because of the lower elevation. Also Mr. Greterox has refused
an easement through his property.
Mr. Carrol also informed the Council that the

A discussion was held and Mr. Behnke e~ressed the opinion that the
City should be protected by a bond and that the route recommended by the
School district was feasible. Dr. Templeton felt that this was the best
route especially as condemnation action on the Greteroxproperty w~ld
take quite a while and possibly delay construction of the School.
Mayor Park called for a motion. Mr. Behnke moved that the plan as
submitted be accepted with the reservation that the plans be studied
regarding engineering. etc .• that the contractor put up a preformance bond
protecting Medina in every way. Motion was seconded by Mrs. Barbee.
Passed unanimously. It was also suggested that we have a letter from the
School District regarding liability insurance in case of failure of the
line.
The School is to be built under the Pacific Coast Building Code and
in order to expidite the beginning of constr~ction and to prevent delay
that might occur while the plans are being inspected by the Pacific Coast
BUilding Official1s Conference in Los Angeles, Mr. Baum suggested to the
Council that they pass a resolution requiring a Certificate of Preformance
assuring the City of regular inspections etc., by the Contractor.
Timing was discussed and l.fr. Chadwick thought that there would be no
delay caused by the inspection of the plans in Los Angeles. MI'. Manley
thought that the bids could be let about the first week in April. It was
suggested that if. within two weeks time of the letting of the bids the
Pacific Coast had not sent back the plans, the School should be asked for
a letter of intent to expidite construction.
Mr. Behnke moved that the SChool district, by voice of the City Council
be allowed to go ahead. a.s planned, if. when the plans have been submitted,

It was agreed by the Council tMt Mary Fitzgerald should be in ciarge
of taking a Cl9nsus for the City of Medina.
A discusdon was held in regard to the possibility of the City's
Mving to vacate the Clubhouse. Dr. Templeton suggested tMt if this
meeting is reclessed tMt this subject be put on the next agenda. Mr.
:Saum is to contact Mr. Woodman who would possibly know how the case stands
at the presen1; time.
Mr. Baum reported on the requests for variances on which final de-
cisions are to be made on March 6. 1956.
Mr. Baum informed the Council that no tax money will be forthcoming
for the newly annexed area until January 1957. This is due to the fact
that the anne:~tion took place after September 1955.
Mrs. Barl)ee reported the bad condition of 28th N. E. Mr. Baum is
to investigatEI.
A discusllion was held regarding the City's rights in regard to N. E.
80th. The qUElstion arose as to whether the Toll Bridge Au.thority wou.ld
recognize the present extension, and would they bridge or tunnel under it
as it now stands. Mr. CMdwick explained that the City would be entitled
to relative cClmpensation, and expressed the opinion that it is not favorable
to Mve only one road for access into an area which is true at the present
time.
Mr. Chad~lick presented an Ordinance to the Council for approval in
regard to zonlng in the newly annexed area. Dr. Templeton made a motion
to accept thiil ordinance. Motion seconded by Mr. Behnke. Motion passed.
The ordinance was returned to Mr. CMdwick for preperation for signatures
etc. It was Elxplained tMt this is a stop-gap ordinance.
An Ordin8mce setting forth the Penal Code for the City of Medina as
prepared by the Police Committee was presented for the Council's action by
Mr. CMdwick. Mrs. Barbee, after the Council hl:t.d studied the ordinance,
moved tMt it be accepted as written. Motion seconded by Mr. Behnke.
Motion passed.
A StOp-G8.p Ordinance governing traffic, etc., in Medina was proposed
by reference t;o Chapter 16.24 and Title 46 of the Revised Code of Washington.
It was moved 'by Mr. :Behnke tMt the Council accept this ordinance until
such time as lIle receive a capy of Laws passed by the Association of Washington
Cities but tha.t speed limits on City Streets should be as presently designated.
Motion was sec:onded by Mrs. Barbee. Motion passed.
Mr. Baum pointed out that no allowance Md been made in the City's
:Budget for the City's share of Social Security.
Mayor Park suggested that Mr. Baum present a resolution to the C ounc il
realoca ting me'nie s in the budget.
A discussion was held regarding Dr. Vall-Spinosa's request for a light
at the corner by St. Thomas Church The Council instructed Mr. Baum to
inform Dr. Val-Spinosa that the City Md no funds to take care of this at
this time.
A. discussion was held regarding the establishing of a Medina Rural
Route for the City. It was thought thl:t.t this Wluld be much less confusing
than hl:t.ving BClme residents receive their mail through the :Bellevue Post
Office. Mayor Park suggested that Mrs. :Barbee and Mrs. Fitzgerald circulate
the petitions.
An Ordinance establishing a MuniCipal Court was submitted by Mr.
CMdwick. Mr. Behnke moved that the Ordinance be adopted. Motion seconded
by Dr. Templeton. motion passed.

An Ordinance amending Ordinance #4 to provide for the latest edition of
the Uniform BUilding Code was submitted by Mr. Chadwick. Dr. Templeton
moved that this ordinance be adopted. Motion was seconded by Mrs. Barbee.
Motion passed.
Mr. Ohadwick submitted an ordiaance governing the use of City Streets.
explaining that this was a uniform regulation. The Council requested time
for further study of this ordinance.
Vouchers Numbered '78-81 and 83-93 were approved by the Council for
payment.

A Special meeting of the Medina City Council was called, by letter,
on Monday, March 19, 1956 to appoint two members of the Planning Commission
and one member of the Variance Board who's terms had expired on March 13,1956.
Council members present were Mayor Park, Mr. Dally, and Dr. Templeton.
Atter discussion, the feeling was that an incoming Council should
have some say in the appointments. Therefore, the Council felt that the
present members' terms which are expiring should be extended to June 4,
1956 when the new Council takes office.
Mr. Chadwick is to prepare an ordinance amending the previous ordinance
to have the memberships on both the Planning Commission and the Adjustment
Board expire after the Council takes office in June. A motion was so made
by Mr. Dally and seconded by Dr. Templeton. Motion was passed.
Mayor park is to reappoint Mr. Brown, and Mr. Johansen to the Planning
Commission and Mr. Eustis to the Adjustment Board for this interum.

A regular meeting of the Council of the City of Medina was
called to order by MayOJ:' Park at the Medina Clubhouse on April
2, 1956.
Council members present were Mayor Park, Mrs. B!'lrbee, Mr.
Behnke, Mr. Dally, and Dr. Templeton.
At Mr. Baum's request, Mr. Chadwick submitted to the Council
f'or approval, an Ordinance re-alocating funds in the 1956 Budget.
This is to provide for printing or purchasing forms, housing
prisoners, provide f'unds f'or publication costs, and to create a
new item under Salaries to provide for the City's share of Social
Security.
It was moved by Mr. Dally and seconded by 1,"1'. Behnke that this
Ordinance be accepted. Motion passed.
Mr. Baum suggested that in order to facilitate payment of'
bills, it would be more convenient for the City office if the
Council meetings were held on the second Monday of each month in-
stead of the first Monday.
Mrs. Barbee moved that the regular meetings of the Medina
City Council should be held on the second Monday of each. month,
starting in the month of June 1956. Motion was seconded by Mr.
Behnke. Motion passed. Mr. Chadwick was instructed to prepare
an ordinance to ~over the change of date.
A discussion was held in regard to the installation of the
sewer line from the Medina School for the Bellevue School District.
Mr. Dally suggested that we have a letter from the School District
indicating how soon they intended to connect to the permanent line
when it was installed adjacent to the school site. A discussion
was also held regarding the School District's liability in case of
failure of the line in any way. It was suggested that we have a
!tSave Harmless ll clause in the Franchise showing that the School
District assumes liability to anybody for damage due to the instal-
lation of this line. It was also suggested. that we have a copy of
the insurance policy covering the above.
Regarding the street right-of-way which the school district
has dedicated to the City of Medina, it was thought by l,~r. Dally
that this road would be very desirable to facilitate traffic around
the school. His thinking was to have the School District rough-
grade and ditch the road when they were doing the preliminary
grading prior to the 8)[1001 cons truction.
Mr. Beryl Davis submitted an inquiry regarding the housing of
servants in an apartment in his new home. The Council discussed
part-time servants whose rent would be taken care in lieu of salary.
Mr. Chadwick suggested that the Planning Commission consider this
problem.
Arter discussion regarding the through-street on 12th N.E.,
Mr. Dally made a motion that the stop sign re replaced. The motion
was seconded by Mrs. Barbee and was passed unanimously.
Mr. Park reported that the Medina Signs have been staked out
as to location and the Power Company is to be notified cf the loca-
tions. There wi 11 be an eight foot clearance under each sign.
A petition was p:eesented by the architect who designed the
Swalwell's home. They are very anxious to start the remodeling and
offered to put up a bond guaranteeing that the property would remain
under one ownership and that the premises 1.1ifould be made to conform
when the ordinance on "lanes" is written. A discussion was held
by the Council and the iI" oplnion was that the permit be issued.
They stated that no bond i.s required as the permit was for remodeling
a guest cottage only and this property would remaln a single family
residence.

A discusslon was held in regard to a road previously installed
b'Y Mr. Brenner .. Mr. Chadwick expressed the opinion that the City
did not have to accept this road for maintenance as it had not been
improved up to County standards. Mr. Dally said that t he City is
obligated to aecept the road if it has been previously accepted by
the County. Mr. Baum is to contact the County Road Department to
see if and when this road was accepted.

Mayor Park read the Resolution from King County agreeing to
house any prisoners for the Ctiy of Medina. Mr. Dally made a
motion to accept this resolution, it was seconded by 1':11'. Behnke
and passed unanimously.
After a conference called by Dr. Templeton with the Ki~g
County Health Department an agreement was reached whereby King
County will do the plumbing and Septic Tank inspection for the
City. The County is to Ilollect the inspection fee. Dr. Templeton
stated that any complaint rel!1eived should be referred to Dr.
Peterson and wo uld be considered strictly confjdential.
Mr. Behnke moved that a reso1.ution should be passed authori z-
ine; the County Health Department to do inspection on sanitary
problems for the City of Medina and also to do routine plumbing
and septic tank inspections, resolution to be effective immediately.
This was seconded by Dr. Templeton and passed unanimously. Mr.
Baum is to write the resolution and send it to :Jr. Leh'11an.
Mr. Baum l~eporting on the status of the Medina Club House
stated that the Improvement Club was holding a meeting on the same
night as the Council meeting and although appraisals had been
made on the property, Mr. Woodman had had nothing conclusive to
offer at this time.
Mr. Chadwick presented several ordinances for passage.
J An ordinance providing for special land uses for Churchen
and Schools was discussed. It was moved b: iilrs. Barbee that this
ordinance be accepted. Motion seconded by Dr. Templeton. IDotion
passed unanimously.
Two ordinances, one changing the terms of office for the
Adjustment Board and on changing th e terms of office of the Plan-
ning Commission were discussed by the Council. It was f1et that
the new terms should start in June when the new Council takes office.
Mr. Behnke moved that these ordinances be passed, seconded by Mrs.
Barbee, passed unanlmously.
A long diBcussion was held regarding the Fr:mchises for the use
of City Streets. No c.onclusion was reached but each Council member
is to study the Ordinance as written by Mr. Chadwick and be prepared
to offer concrete suggestions at the May Council meeting. It was
felt that this matter would have to be decided hefore definite con-
sideration of the Puget Sound Power & Light Company's Franchise.
Vouchers (37-90 and 93-105 inclusive, Current Expense Fund, and 14 and 16 Vhrough 1.9, Street Fund were O.K.' d by the Council for
payment.

Mr. Baum reported that Mr. Bob Stevenson had called regarding
the3-reterox case saying t;lat he was now representing him regard-
ing the slide on his property in December 1955. Mr. Chadwick ex-
pressed the opinion that the 30 day limitation had expired and
that they probably had no case.
A letter from Mr. Clapp, sUiSgesting that the Council should
not pass a resolution O.K.' ing the Toll Bridge High1.l\Iay through
Medina was discussed. As no resolution has been received by the
Counc:il, the matter was tabled.
Mr. Baum reported that Mr. Brenner is working on the removal
of debris from his property.
It was reported that the official census as of April 1956 is
2 075.
Mr. Behnke said that he had talked with Mr. Stapp of Hunts
Point and that they are willing to cooperate with us in the main-
tenance of 28th. lilr. Baum is to contact Mr. Stapp to see what can
be worked out.
Regarding the Medina School, Mr. Manley from the School
District reported that Mr. Johansen had talked with Mr. McCormick
of Tacoma, regarding the changes asked by the Pacific Coast Build-
er's Con1'erence, in the school plans. Mr. McCormick is the 1'ormer
Chairman of the Conference and explained to Mr. Johansen that the
portion of the code requiring two entrances to a classroom had
been changed in the fall of 1955 as being too stringent. Mr. Manley
brought up other points and explained why the plans should be
accepted. The School Board is to deal directly with the Conference
regarding the recommended plan changes, and let the City know the
outcome. Mr. Baum is to issue a permit with the understanding that
the SchooldDistrict will meet the conditions of the Pacific Coast
Builder's Conference.
Mr. Chadwick suggested that a 2 week temporary permit be
issued as the contract has been let and preliminary work could
be started. Mr. Behnke expressed the opinion t'aat the permit
should be issues as time is to important.
Mrs. Barbee made a motion that the permit be granted wlth the
provision that the School District comply with the Pacific Coast
Code as revised. The motion was seconded by Mr. Behnke and
passed unanimously.

Mr. Chadwlck asked Mr. Manley about the deeding of the road
adjacent to the shhool property and Mr. Manley said that it was
apparently proeeeding through the regular channels and has not
been forgotten ..
In regard to an ordinance for Long-Lots and Lanes, May·or
Park read the Planning Commission's recommendations. A discussion
, was held by the) Council and each point was taken. Mayor Park then
called on people from the audiance.
Mrs. Mary Ellen Russell said that these recommendations were
not in accordan~e with previous recommendations t1:cat had oeen
voiced by the Plann:lng Commission which she had discussed with
Mr. Donworth. Mrs. Metz and Mr. Shoudy were of the same opinion
and definitely felt that the suggestions were very unrealistic.
Mr. Shoudy would be unable to go ahead with his plans if' the
20 foot right-of-way requirement was passed.
The people) with the long narrow lots on Evergreen Point could
see no feasible way to d ivlde thet!' lots satisfactorily if the
recommendations were incorporated into an ordinance.
Mr. Park suggested that the people from Evergreen Point make
a definite plan and submit it to the Planning Commission for ap-
proval. Mrs. Barbee asked that Evergreen Point lots be excluded
specifically from the Ordinance until the people had had an oppor-
tunity to have a meeting and work out some kind of a plan.
Mr. Donworth explained that this ordinance was reccmmended
by the Planning Commission after much study and was an attempt
to deal with a very complicated problem.
Mr. Chadw1.ck explained that one portion of a City could not
be excluded from a City Ordinance.
Dr. Templeton suggested that the Ordinance be sent to the
interested people so that it could be studied and they could
express·their wishes. He explained one reaSon for the 20 ft
right-of-way was because of' the drainage.
Mr. Behnke suggested that the ordinance be changed to modif'y
the right of way on the lanes to 16 feet to accomodate ;,"r. Sheuds
and return it to the Planning Commission with the recommendation
by the Council by resolution that the ordinance he modified to
take care of the interests of the residents of Evergreen Point.
Mr. Dally made a motion that the ordinance be sent back to
the Planning Commission for additional study. This was discussed
and the motion was not seconded.
Dr. Templeton made the motion that the ordinance be adopted
changing the 20 foot right of way requirement to 16 feet. ::Iotion
seconded by Mr. Behnke. Mr. Behnke, Dr. Templeton, Mr. Dally, and
Mayor Park voted yes. Mrs. :3arbee voted no.
The Council recommended that a resolution be adopted and sent
back to the Planning Commission directing them to work in conjunction
with a Committee from Evergreen Point for definite consideration of
their par.ticular problems.
Mr. Baum reported that we had no ordinn.l1ccs covering types
of f'urnace and oil tanks and their inspection. ;\':r. :r:-;ally felt
that this type of installation was covered under the Pacific Coast
Code. The Council suggested that we have someone from the local
fire di.strict do the inspection on a fee basis.
An ordinance chanGing the date of the Council ;vleetinzs from
the first to the second Monday of the month was subnitted by
Mr. Chadwick and passed unanimously by the Council.
An ordinance gpanting a Franchise for the use of: Ci.ty streets
was discussed briefl".'! by the Council. No decision was made.
~~he Council then dIscussed the Franchise for the Puget Sound
Power & Light Compan".'!_ Mr. Clapp!s letter recommending that the
Councll grant a FranchIse for a period of five years Vias read and
discussed. The feelings of the Council seemed to be that such
a short term franchise was far too limited a time.
Mr. Dally suggested that we take a Franchise on a 20 year
basis with a provision that any time in the future the City could
impose a 3% fee if it was felt that additional revenue was necessary
to the City. T,1otion was not seconded.
Dr. Templeton moved that the ordinance, as submitted by Mr.
Chadwick with the 3% clause be passed. Motion seconded by Mr. dally.
This motion was discussed at length by the Council. Dr. Templeton
suggested that the street-lighting clause be deleted (Section 8).
It was recommended tha.t under Section 1!-I, that the Power' Company
acceptance be changed fI'om 30 to 60 days. This motion did not
come to a vote.
Mr. Behnke made a motion that the Franchise be grar..ted for

have not been passed on the customers in the locality in which the
fees are paid-by the Power Company. He also read the regulations
regarding sound, landscaping, set-backs, etc. governing the instal-
lation of SUb-stations.

street lighting was stricken from the ordinance, Section 7 VIas
amended granting a 3% fee for the first two years after acceptance
(to be paid in a lump swn of ;~hooo.oO) and Section 12 was D.mmendec1

It was suggested that the speed limits be changed on several
of the Medina streets, This matter was referred to the Police

an estimated budget from which the Conmittee could work.
A discussion was held regarding keeping the office open all
day a~) several complaints had been received by Mayor Park that
nobody was available in the afternoon. It was recommended that
Mr. Baum do necessary inspections in the mornings. ]111". Behnke
suggested that a telephone answel~lng device be used when it was
necessary to close the office. It was also suggested t1,.at a
sign be put on the doer indicating time of return.
In regard to tr.e 1'-8 fllonday evening hours, which have been
maintained s'nce October, it was recommended that they be discon-
tinued until such a time as there seems to be a need.
Mr. Baum re'~ommended in the agenda that in the 1956 that items
should be re-adjusted to provide more flexibility of operation and
to forstall deficit issuing of 4% interest bearing warrants due
to street repairs. This problem is to be stud:ied by the Budget
Committee.

Mr. Chadwick suggested that perhap8 the Medina Improv6>:1ent
Club and the City of Medina eould buy a ditto naehine together
for their joint use. No action was taken.
After a short discussio~ regardins an ordinance p-ohihitins
Fire Works, the Council agreed that because of the di,~f'icul ty in
obtaining them, that parents could control their use as they saw
fit. Mr. Sharmon moved that this matter be tabled. :fJotion was
seconded by Mrs. Barbee. Motion passed unanimously.
Mr. Baum reported on the work that had been accomplished on
the roads. Grass has been cut on Medina right of ways and all
roads will be finished in the near future. He also stated tl).at
the ditches near t~1e two bridges in th Meydenbauer Ba~' area
would be eleaned to nrevent any possible slides.
It was suggested that we have an ordinance prohibiting
Cleated vehicles the use of our roads. It was further recommended
that load limits by extablished. lVIr. Baum is to :i.nvestigate and
report his findings to Mr. Chadwick in order that he may prepare
an ordinance.
A short discussion regarding vacations for the City employees
was held. Iv!l'" Baum is to inquire into the situation in other
ci ties, and rElport back to the Council.
filr. Chadwick submitted an ordinance regulating Air 'l'raffic
over Medina. It was moved by Mr. Behrrke that thi:3 ord~xta:Jce be

A regular meeting of the Council of the City of Medina was
called to order by Mayor Park on August 13, 1956 at 8 P.M.
Council members present were Dr. Templeton, Mrs. Barbee,
Mr. Behnke and Mr. Park.
Mr. Booth, Police Chief reported on law enforcement activi-
ties in the City and recommended that we have an ordinance which
would license dogs. Mr. Park recoml11ended that a card be :cent to
each home in the City clearly indicating the Police Telephone
number. Mrs. Barbee offered to help mail tbe cards.
Mr. Woodman, President of the Medina Improvement Club and
Mr. filcDonald of the Board me t with the Council to discus:c the
situation regarding the Medina Improvement property and the
Clubhouse building. M:r. Woodman reported that he had talked
with Mr. Newlands but that the talks had been inconclusive and
nothing had been decidled of a definite nature. He asked whether
the City was interested in persuing the matter further, if not
he felt that the Improvement Club should negotiate on their own.
Mr. Behnke suggested that we have a report from the Planning Com-
mission as to the-Lr thinking and then have the Council take it
from there.
After discussion the Council recommended that iVlr. Chadwick
explore the possibilities of condemnation and inform the Council
as to procedure. It V'laS ID.t that Mr. Newlands should be guaran-
teed enough property to build on. Also the question arose as
to whether it would be possible for the City to lease the property
back to the Community Club in order to keep it a more or less
private Club for the r·esidents of ~he City.
Mr. Woodman of"'eredall the records to the CouneiI and offered
to co-operate with them in every way.
Dr. Templeton suggested that the Council and the Improvement
Club Board meet witl:1. the Planning Commission at its next scheduled
meeting in order to clari~y the legal aspects.
Mr. Baum reported that he attended a meeting on the Com-pre-
hensive Plan for sewage disposal for the I'iIetropolitan District on
July 13 at the University of lf1ashington.
A short discussion was held regarding vacations ar.d sick-leave.
The Council recommended that employees be entitled to one week
vacation after one year and two weeks after two years. 'rhey felt
that there should not be regular sick :j..eave but that employees
should not be l1enalized for absence because of siclmess.
Mr. Baum is to leave on vacation and the Council recommended
that Mayor Park serve as Manager in his absence. A discussion
was held regarding_payment of a salary, as there was no allotment
in the budget for e'11ergency employment. Dr. Templeton made a
motion t>lat Mr. Chadwick draw up an ordinance creating a fund
to take care of extra employment. Motion was seconded br Mr. Behnke.
tEotion passed. A discussion was held to determine frOlr. where the
transfer of funds should be made and Mr. 3aum was :instructed to
have Steve trans fer j t from the Euild ing fund if pos s i ·ble.
Dr. Templeton reported to the Council regarding a judgement
obtained by the City of Hunts Point against a builder for violation
of the Town Code pertE,ining to frontage set-backs. He fint that
this would perhaps set a pattern for further court cases which
'11ight come up in the future.
iVlr. Saum reported that the quit-claim deed for the 60 foot
street from the School District had been received and would be r
recorded.
Mr. Baum submitted an agreement from the King County Library
for approval of the Ci ty Council. Dr. Templeton made a motion
that this agreement be accepted with the unders tandIng that it
would not exceed two mills. The motion was seconded hy Mrs.
Barbee and passed unanimously.

Mr. Paul Detels submitted a bail schedule for ths Council's
approval. He explaired that this schedule was patterned after a
schedule drawn up by a Magistrate's council w-ieh is admittedly
high. After discussion it was felt that ~r. Detels should
revise the schedule downward.
Mr. Don McAusland of McAusland Realty in Bellevue presented
a plan in regard to Casely's Addition. It contaired buildings
for City Administration and a modified shonpil1g center. He in-
formed the Council in the event of an appro,ral of such a plan, the
owner would donate a portion of the ?roperty to the City to be
used as a Park. He suggested that perhaps Hunts Point would
either consolidate with Medina or be able to have their offices
in the same area as there is no proDerty in the
