The regular mE!eting of the ~ledina City Council "as called to order on January 14,1963
at 8:20 p.m. by l':ayor Pro-Tem Thornton Thomas in the Eedina City liall. Members
present were: t'lessrs~ Johnson, Thomas, Frost, DeFriel and f·lme. Campbell.
It was moved by Mr. Johnson and seconded by rv.r. DeFriel that the minutes of the
December 10, 1962 meetin:; be adopted as read.
The City Manager then introduced to the Council auxiliary police officer Richard
S. Mangan who was then sworn into ofnice by Judge Melvin Love.
Councilman Thomas congratulated Judge Love on his appointment to office and
wished him a successful term. The Bellevue District Court serves an area
containing 40,.000 people. Medina '''as one of the first cities to support this
new system. ME!lvin Love then outlined the functions and procedures of this court.
Discussion of a proposed ordinance changing the speed limit on Evergreen Point Road
to 25 mph. then follmved.
Gertrude Park, 2230 Evergreen Point Road, vIas in favor of stringently enforcing
the present 30 mph. rather than reducing the speed limit. She felt that too many
\varnings and not enough tickets are issued.
Dr. Holfe. 3339 Evergreen Point Road, stated he would like to see the speed limit
remain unchanged, tltat excessive dropping of the limit is not the solution and
only discriminates against those ~esiding on the point.
Earold Dudek, 3405 Evergreen Point Road, protested the reduction in speed limit,
claiming 30 mph. is not too fast, maintaining the solution Hould be one Harning
only and then the second offense should mean a citation, that only penalties will
enforce any limit or change the habits of speeders, not speed limits.
Mrs. Robert Ryning, 3212 Evergreen Point Road, felt that 25 mph. is truly unrealistic
in this day of modern cars. It was her opinion that the existing school zones
reduced the overall risk of speeding on the street during the daytime hours, and I~I
that 25 mpJ:.1. is an unnecessary limitation for an adult, or any driver, durin::;
the nocturnal hours.
Mrs. Fisher, 1.026 Evergreen Point Road, stated that she \.,ould like to see the
speed limit reduced to 25 mph. because of the number of children and d03S
residing on that street.
t-'r. Sinkora of Evergreen Point Road felt that the speed limit should be reduced
because the road is narrow, residential and has much shrubbery on the edge, as
well as a large number of children and dogs on the street.

!<r. French, resident, felt that the limit should be 25 mph. as it is on all
Clyde l:ill streets which are an even higher standard.
It was moved by Mr. Johnson that the proposed ordinance be tab11=-s until the

The City Manager infoTIled the Council that A.P. Carkeek, Councilman from Yarrow
Point objected to the c:hanging of street numbers to names in Medina.
The Ci ty Manager read a letter from T. ~';cCullough, former King County Sheriff,
expressing his gratitude toward the Hedina police for their cooperation duri.ng
his term of office.
The City Manager was instructed to prepare an ordinance governing the load l.imits
allowed on city streets.
1'1r. DeFriel expressed a desire to see an overall five year plan presented to the
Council at the May meeting. lIe felt such a plan would instill more enthusiasm and
action on the point of all Committees and Commissions concerned with the city
and its planned progress.
It was moved by Mrs. Campbell that the meeting be continued until 8 p.m. Hednesday,
January 16, 1963. The motion was seconded by ~jr. DeFrie1; carried unanimousl.y.

The regular meeting of the Medina City Council was called to order by Mayor Arpke
at 8:15 p.m. at the Medina City Hall, March 11, 1963. Members present were Messrs:
Arpke, Frost, Johnson, Thomas and Mme. Campbell.
It was moved by Mrs. Campbell that the minutes of the FebrBary 11, 1963 meeting be
adopted as submitted, The motion was seconded by Mr. Frost; carried unanimously.
It was moved by Mr. Thomas that the Annual Report of the Planning Commission be
accepted as submitted. The motion was seconded by Mr. Frost; carried unanimously.
It was moved by Mr. Frost that the Annual Report of the Board of Adjustment be
accepted as submitted. The motion was seconded by Mr. Thomas; ca~ried unanimously.

Mrs. James Barbee, 2891 Evergreen Point Road and Mrs. Betty Rothschild of 3221
Evergreen Point Road, attended the meeting and requested that Ordinance No. 85 be
changed to give relief from mandatory sewer connection to residents whose homes
are 300 feet or more from the available connection and whose homes were located
on a bluff of 50 feet or more above the connection point. It was their opinion that
the above conditions made a connection economically prohibitive, and therefore,
actually unavailable. Considerable discussion followed, after which Mayor Arpke
appointed the City Manager, the City Attorney, an engineer of their choice,
Mr. Frost and Mr. DeFriel a committee to study this problem and to report its
findings and recommendations at the next regular council meeting. Mrs. Campbell
asked that the deadline date of hook-up for all non-connected residents be extended
until the Council hears this progress report on sewerage at the next meeting, at
which time the Council may consider the advisability of amending Ordinance No. 85.
The Council agreed with Mrs. Campbell. The City Manager stated that he would extend
the March 31 deadline which was se~ fro some residents who had not connected to
the public sewer system.

Attorney Kenneth Cole, representing Mr. Kay Neumann then addressed the Council on
the matter of Variance Case No. 108 asking that Lot 10, Block 2 in Medina Manor
addition be re~ognized as a qualified building site although containing less than the
required 16,000 sq. ft. The owners also held title to a parcel of land adjoining
this property, from which it was separated. Upon this basis the variance had been
denied. Mr. Cole, with the aid of maps, illustrated to the Council the peculiar
situation of this land, showing that the two parcels were connected by a corridor
of approximately 30 feet only, and could no~ reas~nabl, be used as a single parcel.
He pointed out that, following the legal action of 1961 between the City and Mr,
Neumann, the City adopted Ordinance No. 118, for the purpose of giving relief to
this lot, as well as to other property. (Lots 1,2,17,18,19 and 20, Block 15,
Herron's Addition).
The Council said it would consid~r Variance Case No. 108. The City Manager asked.
the Cpuncil to determine the intent of Ordinance No. 118 with regard to Lots 1,2,
19 and 20, Block IS, Herron's Addition. It was agreed unanimously that Ordinance No.
118 was designed to permit a total of three building sites on the south side of
N.E. 26th Street between 79th and 80th Avenue N.E.
Mrs. Campbell desired that the Council set a date for a Town Meeting, as well as a
meeting of the Council to prepare for this Town Meeting. She suggested that all
committees within the governmental structure be present at the Town Meeting.
Mr. Johnson felt that the month of May would be best suited for this meeting. The
City Manager was instructed to put himself and all committess ready for a Town
Meeting in May.
The City Manager suggested that the Council lobby for HB 3.
It was moved by Mrs. Campbell that the Claim Roster. Current Expense vouchers
#2369 through #2391, and Street vouchers #706 through #713 be accepted. The motion
was seconded by Mr. Thomas; carried unanimously.
Mr. Thomas moved that the meeting be adjourned. The motion was seconded by Mrs.

":the regular meeting of the Medina City Council was called to order by Mayor Arpke
at 8:15 p.m. at the Medina City Hall on April 8, 1963. Councilmen present were Hessrs:
Arpke, DeFrie1, Brcbnson, Frost, Thomas and Nme. Campbell.
Mr. Frost moved that the reading of the minutes of the March 11, 1963 meeting be
waived and that they be accepted as submitted. The motion was seconded by Mr. Bronson;
carried unanimously.
The City Managex', as Secretary to the Planning C01llllission, reported that the
'Planning Commission recommends to the Ci ty Council that no 'action be taken to
reduce lot size requirements at this time. The Commission anticipates that it
will make certain recotmlendations within the next sixty days to effect a change
in Ordinance No. 52 which will allow subdivision of property in such a way as to
enhance the aesthetic value of further subdivision of: properJ;:Y.
Hr. Frost then I'ead a report from the committee appointed to study Ordinance No. 85
pertaining to mandatory sewer connection. The report indicated that this committee
felt the existing ordinance'was effective and recommended no change to it. A large
'number of formex'ly non-connected residences were now connected, or in the process of
connecting, with only nine showing no activity. It was noted that other cities have
more stringent requirements regarding sewer connections. The Bellevue Sewer District
reports that many residents throughout the Bellevue Sewer District have had to go
distances of 300 to 1000 feet in order to connect to the public sewer system.
Mrs. Rothschild, representing Mrs. Padgett, Mr. James Barbee abd Mr. Elliott appeared
to protest Medina Ordinance No. 85.
It was moved by Mr. Bronson tbat the committee be continued, to further study the
situation of the nine non-connected bomes with available sewer connections, and to
study the situation of those residences claiming non-available connections, and to
report of the extended study at the next regular meeting. The motion was seconded by
Mr. DeFriel;carried unanimously.
Mr. Thomas announced that the term of Dr. Va11-Spincbsa, member of the Park Board,
expires in June.
The Mayor then announced that he was informed by Lucius Biglow Jr. that Langdon Simons
has resigned ,from the Planning Commission. He said that Mr. Si~ns regretted this
decision but he has been unable to attend the meetings. Mr. Simons said he would
be glad to serve on some short term committee any time the Council felt they
deSired his services. The mayor reported that he had appointed Paul Detels to fill
the unexpired term of Langdon Simons. It was moved 'by Mr. Bronson that the
appointment of Paul Detels to the Planning Commission be confirmed. The motion was
seconded by Mr. Thomas; carried unanimously.
It was moved by Mr. DeFriel that the Claim Roster, Current Expense #2392 through
#2421 and Street vouchers #714 through #723 be accepted as presented. The motion
was seconded by Mr. Thomas; carried unanimously.
It was moved by Mr. Bronson that the Council pass Ordinance No. 144, appropriating
$1,475.00 in unanticipated revenues to the 1963 budget. The motion was seconded by
Mr. DeFriel; carried unanimously.
The City Manager reported that Kenneth Cole, attorney representing Kay Neumwnn, asks
the Council to amend Ordinance No. 64 to allow property owned by Mr. Neumann on N.E.
26th; between 80th and 82nd Avenues, to be divided into two ,recognized building sites.
Quote: "Two platted lots, fronting on different streets and abutting by
less than half of their average width on the narrower; and together
in separate ownership at the time of adoption of the City's
minimum lot size regulations, may each be considered as in separate
ownership for the purposes of the rezoning exception".
The Council referred the proposed amendment to the Planning Commission for its
recotmlendations. '-I
The City Manager announced to the'Counci1 that he would be going to Chicago, at his
own expense, May 5 to May 10, to attend the Advanced Management Training Program.
Mrs. Campbell ,then brought up the matter of the proposed Town Meeting, again
expressing a desire to have a meeting of all governmental bodies in Medina to prepare
for this Town Meeting. The City Hanager explained that considerable literature

(a prepared booklet) had been mailed out by the City Hall. to assist and guidE~ the
Planning Commission and sub-committees in making future plans. Since planning of
this type takes considerable time. a meeting in May might be too soon. Opinions on
this matter will be more easily formed following the meeting of the Planning
Commission on April 30.
Mr. Thomas moved that the meeting be adjourned. The motion was seconded by Mr. Frost;
carried unanimously. The meeting adjourned at 10:15 p.m.
