SPECIAL BUDGET HEARING
MINUTES
November 20, 1996 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The special meeting of the Medina City Council was called to
order at 7:02 PM by Mayor Pro Tern Potts.
ROLL CALL: Present: Councilmembers Daniel Becker, Ray Cory,
Thomas Morgan, Grahame Ross and Mayor Pro Tern Susan
Potts.
Mayor Taylor arrived several minutes after the roll call
was conducted and assumed the gavel for the meeting.
City Staff Present: City Manager Doug Schulze, City Clerk
Woody Edvalson and Police Chief Joe Race.
PUBLIC HEARING
City Manager Schulze gave a brief summary of the budget reviewing the budget
message included at the front of the preliminary budget document.
The Council reviewed the preliminary budget asking staff to further scrutinize the
revenue estimates and to include additional information to make the budget document
more understandable to the public. The Council asked that the City Manager more
closely review consultant expenses during the coming budget year. Suggestion was
made to develop a use and source type of statement for major operating areas. The
Council confirmed their desire to see the Business Occupation/Franchise Tax reduced
to 0%, and the tax levy rate maintained at its present level. City Manager Schulze said
that the final draft would reflect their directions.
The Council reviewed the proposed expenditures for the park, discussing specifically the
Medina Beach Park Expansion project and the inclusion of funds to mitigate the non-
native plant specie intrusions in Fairweather Nature Preserve. The Council also
discussed eliminating the Overlake Pedestrian Path project from this years budget,
setting aside a portion to fund the project over a number of years.
Members of the public in attendance and providing input at the meeting were Arthur
Dietrich, 707 Overlake Drive East, and Henry Paulman, 1415 80th Avenue NE.

By common consent the City Council adjourned the meeting at 9:10 PM.
