STUDY SESSION
MINUTES
April 30, 1999 Medina City Hall
8:00 A.M. 501 Evergreen Point Rd.
CALL TO ORDER
The Study Session of the Medina City Council was called to order at 8:01 A.M.
by Mayor Becker. The meeting was recorded on audio tape.
ROLL CALL
Present: Councilmembers Suzanne Cohen, Paul Demitriades, Thomas
Morgan, Susan Potts and Mayor Daniel Becker.
Absent: Councilmembers Steve Preston and Grahame Ross
Staff Present: City Manager Doug Schulze, Police Chief Michael Knapp,
Acting Police Sergeant Roger Skinner, Public Works
Superintendent Carl Burris, and City Clerk Kristen Finnigan.
DISCUSSION
PARKING OF CONSTRUCTION VEHICLES
Mayor Becker opened the Study Session with discussion on proposed Ordinance
No. 655, relative to parking of construction vehicles.
City Manager Schulze explained that he wanted some guidelines from the City
Council relative to specific concerns, goals and objectives that they hoped to
accomplish through this ordinance. He said that he would work with the Police
Department, City Attorney and City Engineers to design an ordinance that meets
their requirements.
Mayor Becker said that people are concerned that vehicles are on the streets too
_ early, and that truck traffic does not seem to have regard for citizens. The Mayor
stated that there needs to be enforcement of ordinances. He said that it is
important that right-of-ways that are being torn up and which are the
responsibility of the citizens to maintain, are left in a reasonable fashion.
Discussion followed regarding the aesthetic issue and the concern that these
problems may continue or worsen, if a solution is not achieved. The City
Manager was directed to return to the Council with a plan or an ordinance to
correct the construction parking problem.
City Manager Doug Schulze had given the Councilmembers a memo regarding
the Personnel Committee's desire to hire an individual to administer code
enforcement on a consistent basis. After discussion, the City Manager was
directed to proceed with the selection process to fill this position.
PROCLAMATION FOR ODYSSEY OF THE MIND TEAM DAY
Mayor Becker introduced a Proclamation to the Council, in recognition of a group
of students from Medina Elementary School who had won first place in the
technical category at the state Odyssey of the Mind competition. He explained
that these students will be going to Knoxville, Tennessee in May, for competition
with other young people from around the world. The Proclamation was adopted
and will be presented to the students by Mayor Becker.
TRAFFIC STUDY
City Manager Schulze reviewed recommended actions and improvements for the
Points communities regarding the Traffic Study. He explained that the Traffic
Committee wanted a list of recommended actions that could be put together into
the form of a survey to be circulated, in order to obtain input from residents of the
Points Communities. Following discussion, recommendations were:
Restrict 84th/SR520 access between the hours of 5 PM - 7 PM, M-F,
to transit and two -person carpools only;
2. Activate a flashing 4-Way red light at NE 24th St. and 84th Ave. NE;
3. 5-Way stop at Points Dr. and NE 92nd;
4. Gateway signs & landscaping at entrances to Pts. Communities.
CITY COUNCIL MEETINGS
The next City Council Study Session was scheduled for Friday, June 4, 1999, at
8:00 AM.
It was decided that future Executive Sessions would be held at 6:00 PM, before
City Council Meetings, and continued after the regular meeting, if necessary.
ADJOURNMENT
The City Council Study Session was adjourned at 9:54 AM.
