EXECUTIVE SESSION
An Executive Session of the Medina City Council was called to order at 8:00 AM by
Mayor Becker.
CALL TO ORDER
The regular meeting of the Medina City Council was called to order at 9:05 A.M. by
Mayor Becker. The meeting was recorded on audio tape.
ROLL CALL
Present: Councilmembers Suzanne Cohen, Paul Demitriades, Thomas
Morgan, Steve Preston, and Mayor Daniel Becker.
Absent: Councilmembers Susan Potts and Grahame Ross.
Staff Present: City Manager Doug Schulze, Public Works Superintendent Carl
Burris, City Engineer Hummell, City Landscape Consultant Keith
Bates, and City Clerk Kristen Finnigan.
ANNOUNCEMENTS
Mayor Becker announced that he would like to hold off on the Comprehensive Plan
Zoning Code Amendments. He also said that discussions had been held regarding the
Trans -Lake Study and that clarification was awaited regarding its intended direction.
DISCUSSION
NE 24TH STREET DESIGN
City Engineer Hummell explained the proposed design for NE 24th Street. He explained
that specifications were in progress and that the time frame for getting the job out for bid
was July 20, 1999, in order to meet an August City Council award date.

City Manager Schulze stated that he had spoken with City Engineer Hummell and Keith
Bates, the City's Landscape Consultant from Otak, regarding concerns related to
proceeding with the NE 24th Street project as well as the Overlake Drive Phase II
Project this year. City Manager Schulze stated that he thought it would make sense to
stagger the projects, due to the fact that they are two of the main routes into Medina.
Discussion and comments followed. Residents Joanne Furgason, 7719 NE 24th, and
Paul Malmo, 7800 NE 24th, were in attendance, expressing their thoughts on the issue.
Landscape Consultant Keith Bates provided the Council with a letter which explained
safety standards for design. Discussion followed relative to safety and design.
Councilmember Morgan stated that all safety considerations had been considered,
including the concern of a resident who has a short, illegal driveway on 24th, between
78th & 79th.
City Engineer Hummell explained that the costs for the project would be $350,000,
excluding the curb, gutter and sidewalk on the south side of the road. He said that
adding curb, gutter and sidewalk from Evergreen Point Road to 80th would increase the
cost by approximately $40,000. It was decided to include a police pull-out area in the
design.
Mayor Becker stated that he felt that the City should strive for safety and move ahead
with the design, with the sidewalk included.
Mayor Becker expressed his feeling that the construction season for this year had been
missed. He stated that he wanted to be certain that the citizens were satisfied with the
projects. The consensus was to move forward with the design and get it out to bid early
next spring, being ready to proceed by June 15th of 2000. It was also decided to include
from 80th to 84th as a bid alternate.
It was decided that speed limits would be discussed at the next Council Study Session,
along with the Council's recommendations for handling of traffic and turning of traffic at
24th and 84th.
OVERLAKE DRIVE PHASE II
City Manager Schulze explained the reasons why that it appeared that it would be best
to hold off on the Overlake Drive Phase II Project until next year. He said that City
Engineer Hummell had obtained information that the City of Bellevue Utilities
Department would like to do a sanitary sewer project in that area. He also said that this
delay would allow for the opportunity of putting in a new culvert near Sam Evans' house,
when Bellevue Utilities does their project, enabling fish passage.
City Manager Schulze stated that the Public Works Committee could research the costs
of the project and the issue was sent back to the Public Works Committee for further
discussion.

COUNCIL BOARDS & COMMISSION OPENINGS
City Manager Schulze explained that Councilmember Ross' date of resignation would be
July 22nd, and that there would be a need to appoint someone for the remainder of his
term. He stated that there would not be a need to replace Councilmember Potts, as her
date of resignation would be October 1, 1999.
Discussion followed relative to the possibility of the City's use of a Hearing Examiner.
