CALL TO ORDER
The Study Session of the Medina City Council was called to order at 8:00 A.M.
by Mayor Becker..
ROLL CALL
Present: Councilmembers Suzanne Cohen, Paul Demitriades, Thomas
Morgan, Steve Preston Grahame Ross and Mayor Daniel
Becker.
Absent: Councilmember Susan Potts
Staff Present: City Manager Doug Schulze and City Attorney Kirk Wines
EXECUTIVE SESSION
The Council recessed into Executive Session to discuss personnel issues and
potential litigation.
DISCUSSION
The Council Study Session was called back to order at 8:45 AM.
COMPREHENSIVE PLAN
City Manager Schulze presented the Planning Commission's recommended
amendments to the Comprehensive Plan. The Council suggested the following
changes and/or corrections:
Transportation
Page 18 - - addition of language prepared by City Manager to include
funding for transportation improvement projects.
Third paragraph - These impacts include excessive noise, water, air
pollution, and the unsightly appearance of the SR 520 corridor and the
park -and -ride lot, which are unscreened.
Fifth paragraph - The objective of the City is to preserve property values
and to mitigate, to the extent feasible, the adverse impacts which...
Improved access to transit and pedestrian facilities within the corridor
should be provided for residents of Medina and other Points Communities.
The overall efficiency of the SR 520 corridor should be increased by
emphasizing its use for public transportation and by providing incentives
for multiple occupancy in private vehicles.
Puget Sound Air Quality Attainment Zone
Policy 2: Encourage large employers in the region to develop...
Policy 3: Consider the air quality implications of new growth and
development when making Comprehensive Plan and regulatory changes.
When planning highway, street and utility line extensions or revisions,
consider current state and Federal air quality standards and possible
increases in emissions as a result of such extensions or revisions.
The following was suggested text to be added to the Parks and Open Space
section of the Comprehensive Plan:
Water Resource Inventory Area/Lake Washington/Cedar River Watershed —
Prom ct Sound Chinook Salmon Conservation Recovery
The City of Medina is located within the Tri-County Water Resource Inventory
Area (WRIA) — Lake Washington/Cedar River Watershed. Medina, as a general
purpose local government is committed to federal, state and regional goals of
Endangered Species Act (ESA) recovery of Puget Sound Chinook Salmon (and
other threatened Salmon species) by addressing salmon habitat needs within
and adjacent to our boundaries using best available science.
Policy 1: Promote public education efforts for residents and other
designated stream -side wetlands, property owners of salmon friendly
actions they can take.
Policy 2: Restore the Medina Creek (designated stream) to provide a
salmon habitat by developing a salmon restoration/habitat recovery plan,
including storm water management of SR-520 surface water run-off.

Aircraft Noise Discussion
The Council discussed aircraft noise concerns with King County Councilmember
Rob McKenna, Seattle Port Authority staff members Marsha Holbrooke and
Linnea Jacobson, Clyde Hill Mayor Phil Rourke and Medina resident Dr. Bob
Rudolph.
Marsha Holbrooke provided the Council with an overview of the Part 150 study.
Following the Aircraft Noise Discussion, the Council returned to Executive
Session to finish a discussion regarding pending litigation.
The meeting adjourned at 10:40 a.m.
