STUDY SESSION
MINUTES
August 16, 1999 Medina City Hall

CALL TO ORDER
The regular meeting of the Medina City Council was called to order at 8:00 A.M. by
Mayor Becker.
ROLL CALL
Present: Councilmembers Suzanne Cohen, Paul Demitriades, Jim Lawrence
Thomas Morgan, Steve Preston, (through phone conference call)
and Mayor Daniel Becker.
Staff Present: City Manager Doug Schulze, City Engineer Jay Hummel, City
Landscape Consultant Keith Bates and City Clerk Kristen Finnigan.
DISCUSSION
NE 24th STREET IMPROVEMENTS
City Engineer Jay Hummel explained, with the aid of videotape, proposed improvements
to NE 24th, as had been requested by the City Council at their Meeting on August 9,
1999. Hummel presented a propject cost of $510,000 to the Council. He said that this
would include replacement of curb, gutter & sidewalk on the north side of 24th, as well
as concrete sidewalk on the south side, from Evergreen Point Road to 80th. He stated
that a planter strip would increase the cost by $60,000. The consensus was to approve
the proposed plan, including the planting strip, as well as sidewalk on the south side.
City Manager Schulze stated that he would check on grants that may be available.
EXECUTIVE SESSION
Per RCW 422.30.110(I) and Executive Session was held, from 8:30 a.m. until 8:45 a.m.
regarding pending litigation, after which the Council returned to Discussion.
Ordinance No. 665 - AN ORDINANCE ADDING A NEW SECTION TO THE MEDINA
MUNICIPAL CODE CHAPTER 15.20, MITIGATION PLANS FOR MAJOR
CONSTRUCTION ACTIVITIES, TO ADD A REQUIREMENT FOR MITIGATION PLANS
FOR PROJECTS USING TOWER CRANES.
City Manager Schulze reviewed the history of the tower crane issue. Following
discussion it was decided to hold a joint workshop with the Planning Commission on
September 27, 1999, for further discussion.
2000 BUDGET
Discussion included what does the City need in the budget to maintain the level of
service as well as what would the City need to include to increase the level of service.
There was also discussion regarding the presentation of the final budget in December,
with a budget review in mid -year.
City Manager Schulze explained that the next step in the budget process would be for
him to meet with department heads and review requests. The budget would then be
discussed with the Finance Committee, who would then make a recommendation to the
full Council.
TREES
Tree removal and replacement requirements were discussed. Councilmember Cohen
stated that she will review the tree ordinance further and report back to the Council.
RECONSTRUCTION
The 60% rule on reconstruction was discussed. Councilmember Cohen stated that the
intent of the 60% rule for reconstruction of non -conforming structures was to allow
owners of older homes to remodel without applying for a variance. She said that a
building permit would still be required. The consensus was for the Building Official to
suggest language to express the Council's intent.

The City Council Study Session was adjourned at 10:05 a.m.
