CALL TO ORDER
The Joint City Council/Planning Commission Study Session was called to order at 4:04
p.m. by Mayor Becker.
ROLL CALL
Present: Councilmembers Paul Demitriades, Jim Lawrence
Thomas Morgan, Steve Preston and Mayor Daniel Becker
Planning Commission Members Mark Lostrom, Mark Nelson, Paul Saad,
Robert Brog and Chair Mary Odermat
Absent: Councilmembers Suzanne Cohen and Susan Potts and Planning
Commission Member Gari Andreini
Staff Present: City Attorney Kirk Wines, Police Chief Michael Knapp, City Planners
Christine Schwamberger and Bob Burke, and City Clerk Kristen
Finnigan.
STUDY SESSION
City Planner Schwamberger reported on the Law Seminar related to Growth
Management that she had attended on the 16th and 17th of September, along with
Councilmember Cohen.
Discussion followed regarding consideration of the creation of a smaller minimum lot
size, with the intent that the new zone would remedy nonconformities existing relative
to minimum lot sizes and setbacks. The City Planner was asked to check into any
Growth Management Act requirements. A committee was formed to explore the R-16
zone, consisting of Councilmembers Becker, Morgan, Preston, and Planning
Commission Members Odermat, Nelson, and another member, to be named at a later
date.

ORDINANCE NO 665 - An Ordinance Adding a New Section to the Medina
Municipal Code Chapter 15 20, Mitigation Plans for Major Construction
Activities, to Add a Requirement for Mitigation Plans for Projects Using
Tower Cranes.
Mayor Becker reviewed the history of Ordinance No. 665. He questioned whether or
not looking at this one particular piece of equipment was the direction that the
Ordinance should take.
Councilmember Morgan expressed his thought that tower cranes swinging over
neighboring properties should have a compelling reason to do so and that a balance
should be sought that favors the existing homeowners.
Geof Whitten, Owner's Representative - 23316 NE Redmond -Fall City Road stated that
the end of the boom may appear to be closer than it actually is.
Discussion followed. The City Attorney was directed to redraft Ordinance No. 665,
adding general provisions for residential vs. commercial construction practices, for the
October City Council Meeting.
OUTDOOR LIGHTING
With the use of a visual presentation, City Planner Schwamberger reviewed the major
issues related to Outdoor Lighting: a.) glare; b.) light trespass c.) security d.) light
pollution.
Following discussion, the consensus was for City Planner Schwamberger and City
Attorney Wines to work together in drafting an ordinance focusing on light trespass -
the shining of light produced by a luminaire beyond the boundaries of the property.
AWARD OF CONTRACT - NE 18TH STJRAMBLING LANE PROJECT
UNDERGROUNDING
Read Langenbach, 1659 Rambling Lane, representing the neighbors in the matter of
the 18th SURambling Lane Project, reported that there would be a neighborhood
informational meeting on September 30th, at 7 p.m., at City Hall. He said that the
original commitment had been for $2,500 per home, including connection costs, but
that it had now increased to $6,000, partially because the number of participants had
decreased to eleven. Langenbach noted that the parties involved were still very
enthusiastic about the project and that the Gates Project Manager had stated that they
would work with the neighbors to close the financial gap.
Councilmember Morgan moved to authorize the City Manager to enter into an
agreement with Tydico, Inc. Seconded by Councilmember Demitriades, approval was
unanimous.

REDUCING CUT -THROUGH TRAFFIC IN THE POINTS COMMUNITY
Mayor Becker reported on the Neighborhood Traffic Meeting held on September 22nd.
Options presented at that meeting and additional thoughts and ideas were discussed.
It was announced that the date for submittal of the community survey had been
extended to October 15th.
ADJOURNMENT
The Joint City Council/Planning Commission Meeting was adjourned at 6:23 P.M.
