Mayor Becker called the Joint Study Session of the Medina City Council/Park Board to order at 4:02 p.m. ROLL CALL City Council: Councilmembers Paul Demitriades, Jim Lawrence, Thomas Morgan, Mary Odermat and Mayor Daniel Becker. Absent: Councilmembers Suzanne Cohen and Steve Preston Park Board: Park Board Members Joseph Brazen, Connie Gerlitz, and Chair Claudia Stelle Staff Present: City Manager Doug Schulze, City Attorney Kirk Wines, Police Chief Mike Knapp, City Planner Jenny Schultz, Public Works Superintendent Carl Burris, and City Clerk Kristen Finnigan. ANNOUNCEMENTS Relative to the jet noise issue, Councilmember Demitriades passed press kits around for Councilmembers to view. He stated that a CANE consultant had prepared the kits. He announced that Dr. Bob Rudolph was planning a citizen meeting in early April, at St. Thomas Church, which would include a presentation and update of the status of the split east turn and increased use of the Duwamish Industrial Corridor. Councilmember Demitriades reported that Mayor Becker would be attending the National League of Cities Conference in Washington, D.C. in March. Councilmember Demitriades also reported on the Endangered Species Act, explaining that 4(d) Rule comments were due the first week in March. He explained that Tri-County (4d) Framework comment must be in by 3-30. Relative City Council Study Session February 28, 2000 Page 2 to Review and Comment — DOE Stormwater Manual, Councilmember Demitriades suggested that comments be submitted. Other items discussed were DOE Shoreline Master Program Guide and EPA/DOE NPDES Update, as well as WRIA Tri-County Forum, who is asking the city to sign an interlocal agreement. Discussion followed. Councilmember Morgan requested that the City Attorney review & give comments regarding the separation of State powers from Federal Requirements. Councilmember Morgan related that at the recent Public Works Committee Meeting, City Manager Schulze had requested that Kevin Goss of Roth Hill review the Stormwater Management/Water Quality Program. He said that this would be helpful for the Council & Planning Commission to understand. It was discussed and decided that a Joint City Council/Planning Commission Study Session be held on March 27th, before comments are due, in order to establish the City's position, relative to the issue. INTRODUCTION OF NEW POLICE OFFICERS Police Chief Knapp introduced two new Police Officers to the City Council and Park Board Members in attendance, Officer Eric Muller and Officer John _ Macquarrie. He said that Officer Muller was a former Navy Firefighter and Rescue Swimmer and had received his AA Degree in Criminal Justice, from Bellevue Community College. Chief Knapp said that Officer Macquarrie had served in the Coast Guard as a Marine Specialist in the area of hazardous spills and was completing his degree in Psychology. DISCUSSION PARK BOARD ISSUES City Manager Schulze explained that the joint study session had been scheduled in order to clarify issues & improve the flow of communication between the City Council and Park Board. Park Board Member Joseph Brazen, Vice Chair Connie Gerlitz and Park Board Chair Claudia Stelle reviewed concerns of the Park Board. They indicated a desire for more structure and a sense of knowledge of the history of Park Board issues and concerns. They expressed appreciation for the attendance of Ex-Officio Thomas Morgan at their past meetings. Chairperson Stelle said that she had some historical documents and she was encouraged to assemble these, as a process of setting up a historical record. City Council Study Session February 28, 2000 Page 3 Park Board Members were encouraged to attend Public Meetings. Councilmember Morgan suggested that when the Park Board wants action taken regarding an issue that they pass a motion & pass it to the City Manager or Council and then it will be acted upon. It was decided that City Manager Schulze and Park Board Chairperson Stelle would discuss the meeting minutes and setting of the agenda. He encouraged the Park Board Members to call him with problems that could be handled administratively. City Manager Schulze explained that if a recommendation comes from the Park Board, it goes to the Public Works Committee Meeting, then to Council Study Session for discussion. If the City Council says that it is ready for the regular council agenda, the item goes to the next regular council meeting. Mayor Becker added that emergencies would go directly to the City Manager. Mayor Becker said that he will be making an appointment to the open seat of the Park Board at the next Council meeting. It was decided that an alternate would also be appointed in an as -needed capacity. INTRODUCTION TO LAPTOP COMPUTERS Deputy City Clerk Fischer introduced the Councilmembers to their new laptop computers. He offered to help them at any time should the need arise. BUILDING PERMIT AND RELATED ISSUES City Manager Schulze stated that in December, the City Council had requested that Building Official Lowell Erickson attend a Study Session, to discuss issues in conjunction with changing the length of time for which a permit would be in effect, from twelve months to an automatic six month extension (18 mo permit). Doubling the permit fee for renewal was discussed and Building Official Erickson was asked to develop criteria. The Building Official presented the Council with a memorandum regarding the Washington State Building Code and the Medina Municipal Code. His recommendation was to change the Medina Municipal code, to adjust references to the 1997 WSBC and incorporate new term periods for permits, regulate permit renewals and fees for renewals. City Council Study Session February 28, 2000 Page 4 Some options were discussed, including allowing one year on the first permit, _ with an automatic 180 day extension to that if inspections, etc. were up to date. Another option discussed was an 18-month building permit to begin, with the necessity of the purchase of a new permit at the end of that time period. Councilmember Morgan stated that the goal would be to encourage the completion of the outside of the residence, the site clean up and minimizing the impact upon the neighborhood. Discussion followed, relative to establishing fees, including those of mitigation and limiting of home size. The consensus was that the discussion would be brought back to the next Study Session. The Mayor asked if there were any permits being held up on docks, etc., due to ESA. The consensus was that anyone with a dock being held up should be entitled to an extension without having to pay for it, if this was so. It was decided to address this issue separately. Discussion followed regarding the possible slowdown of permitting. City Manager Schulze explained that he had discussed this subject with Building Official Erickson who had informed him that they have worked through the backlog of permits, and that with the people presently at work for the City, there would not be any difficulty in getting the work out. Further discussion followed regarding safety and other issues due to the number of projects going on in certain parts of the City. Mitigation plans were considered. The City Attorney was asked to obtain information regarding what other cities may be doing to address these problems, soliciting assistance if necessary. EXECUTIVE SESSION At 6:26 p.m. and under authority of RCW 42.30.110, Mayor Becker announced that the Council would hold an executive session to discuss personnel matters.
