STUDY SESSION
MINUTES
February 26, 2001 Medina City Hall

CALL TO ORDER
Mayor Becker called the Study Session of the Medina City Council to order at 4:00 p.m.
Present: Council Members Paul Demitriades, Jim Lawrence, Tom Morgan, Mary Odermat, Steve
Preston and Mayor Daniel Becker
Absent: Council Member Suzanne Cohen
Staff Present: City Manager Doug Schulze, City Attorney Kirk Wines, Public Works Superintendent
Carl Burris and City Clerk Carol[ Wedlund
ANNOUNCEMENTS
Council Member Demitriades announced Superior Court had ruled 1-722 unconstitutional, and it was being
appealed to the State Supreme Court. He also relayed the introduction of HB-2195 regarding the SR-16
Narrows project becoming a public project rather than private. Council Member Demitriades also
announced a WRIA 8 forum on Thursday, March 8 at Mercer Island.
Mayor Becker reported he and Council Member Demitriades met with Jerry Hillis regarding the SR-520
expansion, and would be meeting with him again next week.
City Manager Schulze inquired whether the Council would like Consultant Amy Grotefendt to present a
Trans -lake community design session, to which the Mayor responded affirmatively.
DISCUSSION
PUBLIC RELATIONS CONSULTING FOR SR-520 ISSUES
Council Member Demitriades noted the Washington State Department of Transportation and Sound Transit
had scheduled public open houses during the third week of March to discuss future high -capacity transit
options in the SR-520 corridor. Following discussion, the Council requested the City Manager to contact
Wiley Brooks or Marianne Buektel to begin public relations consulting for SR-520 issues.
COUNCIL RETREAT
City Manager Schulze announced the Council retreat was scheduled for March 28, 2001 from 4:00 to 8:00
p.m. at the Medina Room in the Bellevue Club.
RIGHT-OF-WAY LANDSCAPING
— City Manager Schulze relayed the trees recently planted in front of the Greinstein project had received
attention from the neighbors. He noted trees were required as part of the development of the property.
Additionally, there did not appear to be anything in the Medina Municipal Code that would prohibit the trees

or to authorize the city to require their removal. City Manager Schulze stated he would check whether or
not the applicant had received a variance for right-of-way landscaping.
FINANCE COMMITTEE MEETING
Council Member Lawrence requested a Finance Committee meeting before the next Council meeting.
ACLU STATUS CONFERENCE
City Attorney Wines reported the ACLU status conference had been rescheduled to April 9, 2001.
ORDINANCE NO. 688 CONSTRUCTION MITIGATION AND CONSTRUCTION CODE OF CONDUCT
AND MITIGATION PLAN
The Council requested Planning Director Schultz to research whether or not other municipalities allowed
construction work to begin later than 7:00 a.m. They also requested her to determine the start time for local
schools, in order to avoid potential conflicts with heavy school traffic. Council Members made numerous
suggestions for follow up by Planning Director Schultz and presentation at a subsequent meeting.
CODE ADMINISTRATOR
City Manager Schulze requested direction from the Council regarding the code administrator position.
Mayor Becker was of the opinion it should be a pass through position. City Manager Schulze pointed out it
would be more expensive to hire a consultant versus an employee, and supervision was also another issue
to consider. Following discussion, the Council decided to increase the existing fee structure to cover an
open selection contract consultant position.
NE 8T" STREET AND 82No AVENUE NE PROJECT
City Manager Schulze announced the consulting engineer application deadline was quickly approaching for
the NE 8th Street and 82"d Avenue NE project.
AIR AND WATER QUALITY
Council Member Morgan inquired whether Public Works Superintendent Burris had received any
information from Engineering Health and Safety Consultants International, Incorporated (EHS) regarding
moving equipment for air quality testing. Public Works Superintendent Burris promised to call them, and to
obtain water quality sample bottles as well.
METROMEDIA/AT&T ISSUES
City Manager Schulze indicated he would meet with Bob McGill and City Attorney Kirk Wines to discuss
Metromedia/AT&T issues.
MEDINA GROCERY
City Manager Schulze updated the Council regarding the Medina Grocery submission process.

Mr. Dern-Palmer pointed out there were safety hazards for children on the Medina Grocery property.

Mr. Dern-Palmer emphasized preparing Council minutes was an extremely difficult task without the aid of
tapes. He also pointed out what legal people could do when they "sank their talons into the written word."
Following discussion, the City Clerk was instructed to tape only action items at subsequent Council
meetings.

POINT OF ORDER
At 6:12 p.m. and under authority of RCW 42.30.110, an Executive Session was held for the purpose of
discussion of potential sale of property interest. By unanimous consensus, Council members closed the
Executive Session at 6:35 p.m. At 6:35 p.m., the Council reconvened the regular study session.
ADJOURNMENT
Council Member Morgan moved, seconded by Council Member Odermat, to adjourn. Council Members
agreed by consensus to adjourn the City Council StaF.
