CALL TO ORDER Mayor Becker called the Study Session of the Medina City Council to order at 6:00 p.m. Present: Council Members Paul Demitriades, Suzanne Cohen, Jim Lawrence, Tom Morgan, Mary Odermat, and Mayor Daniel Becker Absent: Council Member Steve Preston Staff Present: City Manager Doug Schulze, City Attorney Kirk Wines, and City Clerk Caroll Wedlund Staff Absent: Planning Manager Jenny Schultz ANNOUNCEMENTS Mayor Becker announced a Washington Energy Conservation Summit on Saturday, March 31, 2001 at the Federal building to discuss the current status of energy crisis in Washington State. He also reported Port Commissioner Bob Edwards had met with the FAA, who did not think they could move the southbound jets to the west. Council Member Odermat asked for a total of the money spent on consultants for jet noise. City Manager Schulze responded he would determine this and report back to the Council. Mayor Becker suggested Representative Jay Inslee might be able to assist with this endeavor. Mayor Becker noted the plan for an SR-520 light rail looked best at this point, due to direct access to the University of Washington and to Microsoft. He also indicated the proposed transportation plan through City Hall property was no longer a viable option. Council Member Demitriades announced a WRIA 8 Salmon Forum to be held March 28, 2001 from 3:30 p.m. to 5:00 p.m. at Mercer Island. He also reported a Trans -lake Washington Project Executive Committee meeting would be held on March 26, 2001. Council Member Demitriades requested a copy of the report for the Medina Stream. City Manager Schulze responded he would furnish that information to the Council. DISCUSSION LARGE HOUSE MITIGATION Council Member Odermat gave a summary of the mega house issue, noting that as demolitions occurred, landscaping was also being removed. She noted construction also affected the quality of life for residents. Following discussion, the Council requested an ordinance be drafted for the April Council meeting imposing a six-month moratorium on acceptance or review of permit applications for structures 13,500 square feet or larger. They also requested the Planning Commission consider an ordinance limiting house size, with a recommendation of 8,000 square feet for R-16, 9,000 square feet for R-20 and 13,500 square feet for R-30 zoning. Council Member Morgan volunteered to furnish a copy of his original recommendation to the City Council Study Session March 26, 2001 Page 2 Planning Commission for their consideration. The Council asked that the Planning Commission review this issue and meet jointly with them at a study session on May 21, 2001, in lieu of the Memorial Day holiday. NOVEMBER 2001 COUNCIL MEETING City Manager Schulze stated the November Council meeting date would fall on the Veteran's Day holiday. The Council decided to hold the November Council meeting on Tuesday, November 13, 2001. POINT OF ORDER At 7:25 p.m. and under authority of RCW 42.30.110, an Executive Session was held for discussion of potential litigation. By unanimous consensus, the Executive Session was closed at 8:00 p.m. ADJOURNMENT Council Members agreed by consensus to adjourn the Council Stu y Session at 8:00 p.m. j r i Dan F.
