MINUTES
April 23, 2001

CALL TO ORDER
Mayor Becker called the Study Session of the Medina City Council to order at 4:00 p.m.
Present: Council Members Paul Demitriades, Mary Odermat, Steve Preston, and Mayor Daniel
Becker
Absent: Council Members Suzanne Cohen and Thomas Morgan
Staff Present: City Manager Doug Schulze, City Attorney Kirk Wines, Police Chief Michael Knapp,
Public Works Superintendent Carl Burris and City Clerk Caroll Wedlund
Staff Absent: Planning Manager Jenny Schultz
ANNOUNCEMENTS
Council Member Demitriades announced a Trans -lake Executive Committee meeting would be held on
Wednesday, April 25, 2001. He noted the Technical Committee would review the eight Trans -lake
alternatives for the SR-520 corridor on May 23, June 6 and June 16, 2001, and that the Executive
Committee would meet on June 27 and July 17 to decide which, if any, of the alternatives would proceed
into the Environmental Impact Statement. Council Member Demitriades suggested he, Mayor Becker and
City Manager Schulze prepare recommendations for the Executive Committee, and that Medina citizens be
informed. Mayor Becker suggested holding an open house the end of May or the beginning of June with
Washington State Department of Transportation representatives present to review alternatives.
Council Member Demitriades relayed the State Legislature had completed its regular session and the
Governor would recall them for a 30 day special session.
Mayor Becker stated he, Council Member Demitriades, City Manager Schulze and Clyde Hill Mayor George
Martin had met with several Port of Seattle Commissioners regarding the jet noise issue. He relayed the
Commissioners had concluded the Medina flight corridor would remain, and unless the City wished to form
an alliance with Eastside Citizens Against Airplane Noise, there was not much else that could be done.
Mayor Becker predicted the addition of a third runway would increase the air traffic. He relayed the
Commissioners had promised to review Medina's complaint regarding the over flight issue.
Mayor Becker mentioned his company had been a sponsor in the effort to stop global warming, and
suggested examination of hybrid cars with alternative fuel sources might be worthy of investigation for
future automobile purchases, excluding Police Department vehicles.
DISCUSSION
DISCUSSION OF CITY FACILITIES
City Manager Schulze reviewed the Council's consensus during their March 2001 retreat to proceed with a
study and design plan for a new law enforcement facility. He requested direction from the Council
regarding hiring a consultant to manage the process and develop alternatives. City Manager Schulze
suggested the Council review the options outlined in his memo of April 12, 2001 regarding the law

enforcement facility project and a consultant to work with him and Chief Knapp in developing a project
approach, alternatives and cost estimates for their approval. City Manager Schulze explained a budget
would not be needed until a consultant had been selected and facility qualifications selected. Following
discussion, the Council authorized selection of a consultant to assist with facility planning for a law
enforcement facility. Options three and five listed in the April 12, 2001 memo were eliminated.
OTHER BUSINESS
ORDINANCE NO. 718 REPEALING PORTIONS OF MMC 5.12 RELATING TO PEDDLERS AND
SOLICITORS
City Attorney Wines explained if Ordinance No. 718 was passed repealing portions of the Medina Municipal
Code relating to peddlers and solicitors, residents could still display "no solicitor" and/or "no trespassing"
signs. Council Member Preston moved, seconded by Council Member Demitriades, to approve Ordinance
No. 718, and the motion carried by unanimous consensus.
NE 8th STREET PEDESTRIAN SAFETY PROJECT
Council Member Preston inquired about the options being considered for pedestrian safety on NE 8"
Street. City Manager Schulze replied he would be meeting with an OTAK representative this week to
receive the options.
FAIRWEATHER PROJECT STATUS
Council Members Odermat and Demitriades inquired about the status of the Fairweather project and a
projected completion date. He noted the Finance Committee's report would be available by the next
Council meeting, and the Council could discuss the Fairweather project at that time.
SIGNS FOR PUBLIC DOCKS
Council Member Odermat indicated many citizens did not realize there were two city docks in Medina
because they were not clearly marked. She suggested signs for public docks be posted by the Public
Works Department.
PUGET SOUND REGIONAL COUNCIL
Council Member Demitriades inquired about the activity report required annually by the Puget Sound
Regional Council (PSRC). City Manager Schulze replied the Occupancy Permit Report, required annually
by PSRC, was used to track housing issues such as population estimates and housing starts in the Puget
Sound area.
POINT OF ORDER
At 4:36 p.m. and under authority of RCW 42.30.110, an Executive Session was held for discussion of
potential litigation. By unanimous consensus, the Executive Session was closed at 4:45 p.m.
ADJOURNMENT
Council Members agreed by consensus to adjourn the Council Study Session at 4:45 p.m.
