JOINT STUDY SESSION
MINUTES

CALL TO ORDER
Mayor Becker called the Joint Study Session of the Medina City Council and Planning Commission to order at 4:05
p. M.
ROLL CALL
Present: Council Members Mary Odermat, Suzanne Cohen, Jim Lawrence, Steve Preston, Tom Morgan,
Mayor Daniel Becker, Planning Commission Chair Mark Lostrom, Commissioners Miles Adam, Bob
Brog and Gari Andreini
Absent: Council Member Paul Demitriades, Planning Commissioners Todd Nunn and Mark Nelson
Staff Present: City Manager Doug Schulze, Planning Manager Jenny Schultz, City Attorney Kirk Wines and Deputy
City Clerk Craig Fischer
ANNOUNCEMENTS
Mayor Becker announced a Community meeting hosted by the City of Medina to educate and inform Medina and
other Points Community residents on the possible future expansion of the SR-520 bridge. He went on to say that the
goal of Points Community leaders is to gain a consensus amongst their citizens in order to most effectively mitigate
the impacts of such an expansion. Becker stated that the meeting would take place at Medina Elementary School on
Thursday, May 24, 2001 at 7:00 p.m. He informed everyone that Council Member Cohen had a draft copy of a SR-
520 newsletter to be mailed to Medina residents available for review at the conclusion of the Study Session.
Mayor Becker also announced another meeting hosted by the Puget Sound Regional Council. Topic to be discussed
will be the adoption of "Destination 2030", the region's comprehensive transportation plan. Becker said the meeting
would also take place on May 24, 2001 from 3-4 p.m. at the Stadium Exhibition Center. Mayors and Council
Members were encouraged to attend.
Lastly, Mayor Becker added an agenda item under new business. He stated that after the Council meeting on May
14, 2001, there had been some confusion as to a motion made reI?arding authorization for the City Manager to move
forward with design and pedestrian safety improvements on NE 8t St.
OTHER BUSINESS
Ordinance No. 714 — Establishing a Construction Code of Conduct — The Council held a lengthy discussion over
a number of changes they felt still needed to be made to the proposed ordinance. Mayor Becker stated that the
present code of conduct really has no "teeth" and that it needs to be amended to make it more enforceable. Other
members of the Council and Commission agreed pointing out the fact that if enforcement was to be put in place with
the new ordinance, there needed to be an established mechanism for funding said enforcement.
The Council and Commission also discussed nuisance provisions of the Medina Municipal Code (MMC) and whether
or not this proposed ordinance should perhaps amend that section of the code. They asked that existing MMC be
cross- referenced with ordinance No. 714. Council Members finished their discussion by agreeing that more
information was necessary and that the subject would be revisited at the June 11, 2001 Council meeting.
Limiting Maximum House Size — After a thorough discussion with Planning Commission Members, Mayor Becker
polled the Council Members and Commissioners as to their respective positions on limiting house size. Some felt that
a sliding scale should be implemented according to lot size; others felt that a firm maximum square footage figure
should be established regardless of lot size — as this would reduce excessive bulk amongst parcels of varying size.
The Council requested the Planning Commissioners to discuss the topic at further length and provide a formal
recommendation to them as soon as possible.
NEW BUSINESS
Authorization to Proceed with NE 8th St Pedestrian Safety Improvements — A discussion took place amongst
Council Members as to the wording of Council Member Lawrence's motion which was passed. After the discussion, it
was decided that the topic would be discussed further at the June 11, 2001 meeting. Additional information was
requested on standards for stop signs, sidewalks and crosswalks. A letter from the Bellevue School District's Director
of their "Safewalk" program was also requested to gain input as to what option they thought would best ensure the
safety of children walking to and from school.
ADJOURNMENT
Council Members agreed by consensus to adjourn the study session at 6:15 p.m.
