PUBLIC HEARING
Discussion of 2003 Budget -- City Manager Schulze dutriouted a coov of pis Pos,erPoint 2003 ouccet presentation.
noting the most significant problem he had encountered was tr�ing to project sales tax. He explained sales were
generated either through on-line purchases or deliveries to properties in Medina, making the point of sale Jr- oor city rather
than the community where the purchase was originally made. City Mlanager Schulze indicated the city had solid reserves.
and had controlled budgetary growth while simultanecusly meeting the significant increase in demand for services as a
result of redevelopment activity.
City Manager Schulze recalled in 1998, the Co-ml-il had reduced the -itchy tax to zero, and in the November 2002
meeting, they had chosen no. to include this item in the 2003 budget. Therefore, the utility tax rate would be maintained
at zero percent for 2003. He reviewed the 2003 revenue assumptions revenue projections, and -he funding balance.
City Manager Schulze emphasized the city was iooking at reserves to balance the budget. He reviewed the five-year
financial projection, and inflationary ncrease, noting the city would still be falling short of the actual expenditures.
However, it could potentially be repiemshed with some of the unanticipated revenues, which had bee common for the
last five years. He noted professional services in the Street Fu.rd were greater by 520.000 in the 2003 budget, storm
drainage maintenance increased $15.000, and capital outlay was 526.000 more than in 200�2, primarly for a backhoe
thumb and a small dump truck. City Manager Schulze relayed the park fund oebt would be retired in 2006 with a balloon
payment to complete the Dustin property acquisition. With regard to t+le ,)rcperty .ax pie. City Mlanagar Schulze noted the
city portion of the tax rate was only eight percent of the total afte,- the school district, county, library-. toter approved
referenda, and other special levies were set.
Art Dietrich, 707 Overlake Drive East, inquired about how the budget ha been ;treated and the drection i.Ol.ncU had
taken with the City Manager to create the budget. He also suggested each department should have a productivity target.
Mr. Dietrich also was of the opinion the rese-ve fund should be a percentage of the total budget. Accountability was alsc
an area Mr. Dietrich was concerned about, and he suggested a nor:cd.c prc.gress ;epurt be gerieratec, caricularly where
any studies were involved. City Manager Schulze responded earlier tnis year, the Council had met with the Finance
Committee to discuss fiscal policies. He reminded Mr. Dietrich the -,ity hac a small staff, and there was o room in any
one's schedule to be involved in performance measurement or evaluation. He also cautioned Mr. Dietrich it took a area!
deal of money to do it right. City Manager Schulze also informed `,Jr. Die 7ri�n his approach when first starting the 2003
budget had been to maintain the service level, and to identify certair; budget efficiencies.
Council member Morgan supported the City Manager and responded directly to Mir. Dietrich ov incicatioo the Finance
Committee had identified the broad outlines of spending, keeping in mind the voter -imposed mandate o` a maximum cne
percent property tax. He continued the Council and the Finance Committee worked closely with the Cify A4anager.
Council member Morgan indicated his comfort with the 2003 budget. Counci, member Odermat agreed, adding the
Council as a whole supported the City Manager with his fiscal responsibility. Council member Rudolph agreed with
Council members Morgan and Odermat, adding excess expenses all elated to deferred capital improvements. i- was the
