Mayor Becker called the Study Session of the Medina City Council to order at 6:01 p m.
ROLL CALL
Present: Councilmembers J. Drew Blazey, Paul Demitriades. Thomas Morgan. Todd
Nunn. Robert Rudolph. Deputv Mayor Odermat and Mayor Daniel Becker
Staff Present: City Manager Doug Schulze. City Attorney Kirk Wines. Public Works Director
Sheldon Jahn. Police Chief Michael Knapp and Kristen Finnigan
ANNOUNCEMENTS
Counciimember Morgan announced that the final version of the Tree Ordinance was nearing
completion.
Mayor Bect;Pr stated that there had been a request to .move Discussion of Ordinance '35 to the
beginning o` the evening's agenda. All were in favor of doing so.
OTHER BUSINESS
Discussion of Ordinance No. 735 — Mayor Becker reviewed his memo to the Council regarding
Ordinance No. 735, which was part of the Study Session packet. He stated that after hearing from
citizens it had become clear that Ordinance No. '35 was in ne�ec of modification, and that citizens had
also expressed the desire to have the review accomplished soon. Discussion followed atte~ which it
was decided that the Planning Commission should review the ordinance again, at their November
Meeting. for moclfhcaticns. Ths Council decided by ccnsensa°> that Ordinance No. ?35 v✓Quid then
come before the City Council Study Session on November 25. and the City Council Meeting on
December 9.. 2002. for a Public Hearing.
Discussion of 2003 Budget — City Manager Schulze reviewed the plan for the provision of services
and capital assets of the 2003 Annual Budget. His presentat,on included review of the 2CO2 YTD
oerformance, 6scussion of 2003 revenues and expenditure highlights and an overvieA, of the 2003
Preliminary Budget.
City Manager Schulze explained that the 2002 YTD Budge: Performance was consistent with the
previous six years' and that revenues were above budget projections and expenditures were slightly
below the budget appropriation.
He further explained that the Preliminary Levy Limit Worksheet received from King County indicated
that the actual rate would decrease from 51.10 to $1.038 per S' .000 of assessed value.
After reviewing funds and fund balances. City Manager Schulze pointed out trends of the years since
1990, pointing out the increases in building permits, land use permits. meetings. ordinances. projects
and traffic and calls through and to City Hall.
Pass through charges were analyzed by City Manager Schulze and discussed.
Several options for 2003 revenues were reviewed. including the possibility of increasing the real estate
excise tax to C.5% from 025%. a utility tax of 3%. recluctior of consultant costs and ..ise of excess
,reserves.
City Manager Schulze stated that the next steps in the budget process would be.
• Property tax levy set by ordinance no later than November 15, 2002.
• Public Hearing at November 12. 2002 City Council Meeting.
Public Hearing at December 9. 2002 City Council Meeting.
• Budget adopted by December 31. 2002.
Discussion of City Facilities — Director of Public Works. Sheldon Jahn presented an overview of the
current situation. relative to facility needs to support Medina city government. He provided options and
proposals.. addressing the issue.
City Manager Schulze reviewed financing options for a new facility.
Discussion followed regarding the location of a possible new Public Safety Building, near the existing
City Hall versus in the Medina Park.
Architect Karen Crenshaw. Bellevue, suggested that the best location for a Public Safety Building to be
located would be on the point of Medina Park.
The Council decided by consensus to allocate funds in the 2003 Budget, for preliminary work of
exploration of the options. The Council requested that Director of Public Works Jahn provide them with
a defining figure, prior to the 2003 Budget adoption. It was the consensus for the Council to retreat in
January, 2003.. for the specific reason of discussion of a new facility.
Discussion of Ordinance No. 745, Real Estate Excise Tax — City Manager Schulze explained that if
the Council wanted to move forward with the imposition of an additional one -quarter percent of real
estate excise tax as part of the 2003 Budget, Ordinance No. 745 should be adopted but that it did no'.
need to be addressed at the eveniry s Study Session. Ordinance No. 745 was moved forward to the
November City Council Meeting.
Discussion of Comprehensive Emergency Management Plan -- Police ;thief Knapp relates that the
Emergency Management Committee. Councilmembers Blazey, Morgan and Nunn. had reviewed the
Comprehensive Emergency Management Plan and that suggested corrections had been made He
said that the Plan meets ail state r equirements and that the Plan would be adopted through .):dinance
No. 733, to be on the agenda of the November 12. 2002 City Council Meeting. The Council consensus
was to proceed with adoption of the Comprehensive Emergency Management Plan.
EXECUTIVE SESSION
The Council recessed to Executive Session at 8.55 p.m. to discuss potential litigation per RCW
42.30.110(i). The Council reconvened at 9:06 p.m.
ADJOURNMENT
Moved by Councilmember Blazey and seconded by Councilmember Morgan. the Council unanimously
voted to adjourn the Study Session at 9:06 p.m.
