Seek a balance between the Medina Comprehensive Plan requirements, the Endangered Species Act relating to salmon and bald eagles, and Medina's steep slope areas, as well as the rights of owners. Address with penalties the provisions regarding sensitive areas dealing with salmon and bald eagles. 4- Preserve the existing trees along the rights -of -way and waterfront to the maximum extent possible, especially very large evergreens and historic trees. 5. Address finding a way to reduce clear -cutting of lots The Council also decided by consensus the standard replacement ratio for tree removal on a residential lot should be 100 percent for less than 50 percent, and 150 percent for more than 50 percent. Discussion of Reduced Permit Fees for Low Income Residents — Planning Director Schultz suggested low income residents who are unable to afford permit fees for necessary home repair should not be forced to pay for a building permit or a variance. However, low-income residents remodeling or constructing an addition should go through the variance process, but without a fee. Council member Demitriades recommended the action as outlined by Planning Director Schultz, except set aside S10,000 for disbursement by the City Manager for those who could not afford a permit fee. City Manager Schulze responded it was a gift of public funds issue, and it was also more of an administrative burden than staff could perform. The Council agreed by consensus low- income residents should have reduced permit fees, as defined by a low-income standard, to be codified by ordinance. Administrative Variances — By consensus, the Council granted permission to develop an ordinance regarding conducting administrative variances. It was noted two public hearings would be required before the new ordinance could be approved. Interlocal Agreement with Hunts Point for Jail Services — City Manager Schulze explained an Interlocal Agreement was necessary for the city to continue providing police services of booking and holding prisoners for the Town of Hunts Point through a contract with Yakima County. This Interlocal Agreement would provide for the continuation of the same process used when Hunts Point prisoners were booked and held in King County. Council member Morgan moved, seconded by Council member Demitriades. to place the Interlocal Agreement with the Town of Hunts Point for Jail Services on the August Council meeting consent agenda, and the motion carried by consensus. EXECUTIVE SESSION The Council recessed to Executive Session at 5:40 p.m. to discuss potential litigation, per RCW 42.30.110(i).
