Drew Blazey, Paul Demitriades, Thomas E. Morgan, Todd Nunn, Mary Odermat and Mayor Dan Becker Absent: Council Member Robert Rudolph ney Kirk Wines, Police Chief Michael Knapp, Public Works Staff Present: City Manager Doug Schulze, City Attor Superintendent Carl Burris, Planning Director Jenny Schultz and City Clerk Caroll Wedlund Consultants: Lori McFarland, OTAK, Joseph Gellings, OTAK, and Frank Lawhead, Architect ANNOUNCEMENTS Mayor Becker suggested the City Attorney prepare and submit comments for proposed legislation S-3142.1, Telecommunications Wireless Facility Moratorium. He also stated an Executive Committee Trans=lake meeting would take place January 30 at the Museum of History and Industry at 1:00 p.m., and suggested the Council make Environmental Impact Statement recommendations for presentation at that meeting. OTHER BUSINESS Discussion of NE 8th Street/82"d Avenue NE Walkway Design — Planning Consultant Lori McFarland, from OTAK, indicated the primary focus of the NE 8'h Street/82"d Avenue NE project was to improve safety for residents. She displayed the revised schematic designs, reviewed the changes and emphasized speed bumps would not be installed. Council member Morgan urged Ms. McFarland to investigate a concrete gravel surface for the walkway. Mayor Becker asked if it would be possible to build examples of walkway surfaces. City Manager Schulze stated most of the work was in the right of way, as opposed to the street. He noted the city had received a 50 percent matching grant for the project that would be lost if it were delayed. Following discussion, the Council requested a final design be prepared with an option for a curb. Discussion of Lawhead Report on Police Facility — Chief Knapp noted the current police facility could not be occupied after a major quake, briefed the Council regarding progress to date, and introduced Frank Lawhead, architect for the proposed police department. Mr. Lawhead reviewed the features of each proposed facility site. Mayor Becker noted Medina Elementary was being seismically retrofitted for a possible emergency, and suggested in the interest of economies of scale, Chief Knapp might approach them regarding a large staging area. He also inquired about other community areas that could be jointly used with a police facility, in the interest of cost efficiency. Council member Demitriades requested the square footage of the Clyde Hill Police Department, and suggested that facility might be shared as an operations center in the event of a disaster. Council members decided an Organizational Committee meeting should be scheduled in March to discuss the police facility. Discussion of ARCH 2O02 Work Plan and Budget — For the benefit of new Council members, City Manager Schulze explained ARCH was a coalitionof King County CityManagerlties that pooled resources of Schulze suggested the ARCHhWorkose lPlanties tanpdoB dgevide ttbe approvoedlags in the eastside metropolitan area. part of the February Consent Agenda, and the Council was in agreement. Discussion of Ordinance No. 729, Structural Lot Coverage Hearing — Planning Consultant Gellings stated City Attorney Wines had drafted ordinance language which incorporated the Council's January 14, 2002 comments changing lot coverage and related zoning code regulations. He noted the latest draft of Ordinance No. 729 expanded the definition of mechanical equipment. Several Council members suggested more changes to the wording for Ordinance No. 729, Structural Lot Coverage, and that it be moved to the February Council Agenda as a discussion item.
