CALL TO ORDER
The special meeting of the Medina City Council was called to order at 4:00 PM by Mayor
Becker.
ROLL CALL
Present: Councilmembers Paul Demitriades, Thomas Morgan, Todd Nunn,
Mary Odermat, Bob Rudolph and Mayor Daniel Becker.
Staff Present: City Manager Doug Schulze, Director cf Public Works Shei Jahn
Finance Officer Jan Burdue, Captain Jeff Chen and Lieutenant
Roger Skinner.
WORKSHOP
City Manager Schulze gave a presentation on the draft 2003 Budget. Schulze explained
that the City did not have sufficient annual revenues to meet projected expenditures in
the future. Schulze provided the City Council with several fiscal policy issues to consider
in conjunction with the process of adopting the 2003 Budget. Including:
1. Reducing expenditures by decreasing levels of service;
2 Reducing expenditures by implementing opetrational efficiencies,
3. Increasing or implementing revenue source.:
4. Using reserve funds for capital projects.
The City Council discussed policy options presented by Schulze and agreed to the
following options for further consideration:
1. Increase Real Estate Excise Tax from 0.25%, to 0.50%;
2, Increase Utility Tax:
3. Reduce consultant costs:
4. Reduce reserve funds.

The City Council requested an analysis of pass -through revenue and city costs related
to the use of consultants. Consensus of the City Council was to include new facility
costs in the 2003 budget.
The 2003 Budget and facility discussion was continued to the October, 28, 2002 Study
Session
Mayor Becker requested City Council authorization to send a letter to the Eastside
Transportation Partnership regarding reconsideration of the representation method used
by the organization. The City Council agreed to send a letter to ETP as requested by
Mayor Becker.
