CALL TO ORDER
Deputy Mayor Odermat called the Joint Study Session of the Medina City Council to order at 6:00 P.M

OTHER BUSINESS
Discussion of Planning Commission Large House Recommendations — Deputy Mayor Odermat announced the
purpose of the joint study session was to review Planning Commission policies and recommendations, aided by input from
the Planning Commission. Through a Power Point presentation, City Manager Schulze reviewed the background of the
large house issue, gave a history of Council direction given to the Planning Commission, identified the problem statements,
explained proposed solutions and next steps. He noted meetings and hearings had been held regarding large house
recommendations over the past eight years, and indicated the R-16 Committee had also provided input into this issue.
Dialog ensued between the Planning Commission and the Council regarding the Commission's thoughts in making their
recommendations. Council member Morgan suggested each structure should be primarily residential in character, and
should not impact the community with large events. He was also of the opinion no more than a certain percentage of total
structure size should be used as an office, theater, conference center or museum without obtaining a special use permit,
which did not meet with Council consensus. Planning Commission Chair Mark Nelson added sufficient buffers should be
installed before starting construction. He also stated allowances for truck queues should be mitigated ahead of time for
estate -size homes being constructed or reconstructed. Following further discussion, the Council agreed by consensus to
have staff develop an ordinance regarding estate -sized properties, and another ordinance for lots less than 100,000 square
feet, to be discussed at the July Council meeting.
The Planning Commission was dismissed at 8:06 p.m.
FAA Update — The Council discussed jet noise strategy.
Trans -lake Update — Council member Demitriades announced the last Trans -lake Executive Committee meeting before
the election would take place on June 12. 2002.
ADJOURNMENT
Council member Morgan moved, seconded by Council member Demitriades, to adjourn, and the Council un imously
voted to adjourn the study session at 8:13 p.m. n !
