Summary Minutes of Council/Staff Retreat
March 4, 2006
COUNCIL MEMBERS PRESENT: Mayor Miles Adam, Deputy Mayor Bob Rudolph,
Pete Vall-Spinosa, Katie Phelps, Lucius Biglow, Drew Blazey, Jim Lawrence
COUNCIL MEMBERS NOT PRESENT: None
STAFF PRESENT: Doug Schulze, City Manager
The retreat began at 9:00 AM and was facilitated by Agreement Dynamics, Inc.
Associate, Colleen Blake.
After welcome and introductions the facilitator shared interview themes and desired
outcomes from the retreat. The group then reviewed the day's agenda.
The retreat proceeded with a presentation of Council Member and Staff roles and
responsibilities provided by attorney Wayne Tanaka. Retreat participants were afforded
the opportunity to discuss and ask questions about the material presented.
The facilitator then provided interactive training on the R.E.S.O.L.V.E. process:
Agreement Dynamics, Inc. method of identifying interests to resolve disagreement and
conflict, and facilitate better critical thinking on issues resolution.
Finally, the participants identified the following 2006 priorities:
• Capital improvement projects for 2007
• Permitting process
• Underground utilities
• SR 520 bridge construction mitigation (continue united action: publicize position
at Council meetings, in public newsletter, on website and other opportunities as
they become available.)
• Oversize homes in relation to size of property (develop clear problem definition,
discuss in a public forum, City Council meeting, or through the planning
commission.)
• Tree ordinance
• Emergency preparedness
• Financial Planning
Retreat follow up action: the City Council will consider a timeline and metrics to
determine success indicators for each priority.
The retreat concluded at 1:00 PM.
